Executive Summary The National Center for Immunization and Respiratory Diseases (NCIRD) announces the availability of funds for 19-1901 Immunization and Vaccines for Children recipients to enhance their jurisdiction-based immunization information system (IIS) with a new VTrckS application programming interface (VTrckS API). The API enables jurisdictional programs to submit vaccine order files and support data directly from their jurisdiction-based immunization information systems. This automation increases the efficiency of vaccine order submission and reduces the burden on jurisdictional program staff. The purpose of this competitive funding is to allow jurisdictional programs using awardee-developed platforms to compete for funding needed to enhance their jurisdiction-based immunization information systems to utilize the new VTrckS

API.

Measurable outcomes of the program will be in alignment with one (or more) of the following performance goal(s) for the NATIONAL CENTER FOR IMMUNIZATION AND

RESPIRATORY DISEASES

Healthy People 2030 goal(s)

This funding opportunity supports Healthy People 2030 objectives in the topic area of Vaccination (IID). For specific objectives within the topic area, please visit www.health.gov/healthypeople.

This announcement is only for non-research activities supported by CDC. If research is proposed, the application will not be considered. For purposes of this NOFO, research is defined as set forth in 45 CFR 75.2 and, for further clarity, as set forth in 42 CFR 52.2 (see eCFR :: 45 CFR 75.2 -- Definitions and https://www.gpo.gov/fdsys/pkg/CFR-2007-title42-vol1/pdf/CFR- 2007-title42-vol1-sec52-2.pdf. In addition, for purposes of research involving human subjects and available exceptions for public health activities, please see 45 CFR 46.102(l) (https://www.ecfr.gov/current/title-45/subtitle-A/subchapter-A/part-46/subpart-A/section- 46.102#p-46.102(l)).

Section I. Funding Opportunity Description

Statutory Authority The program is authorized under Section 317 of the Public Health Service Act [42 U.S.C. section 247b], as amended.

The Vaccines for Children (VFC) Program is authorized under Section 1928 of the Social Security Act. [42 U.S.C. section 1396s].

Background The National Center for Immunization and Respiratory Diseases (NCIRD) announces the availability of funds for 19-1901 Immunization and Vaccines for Children recipients to enhance their jurisdiction-based immunization information system (IIS) with a new VTrckS application programming interface (VTrckS API) that CDC has developed.

Vaccine Tracking System (VTrckS) is an enterprise vaccine order management system used by CDC, jurisdictional programs, and enrolled providers. It integrates the entire publicly funded vaccine supply chain, from purchasing vaccine to distribution to providers. Most jurisdictional programs create vaccine orders (as well as inventory and wastage/return transactions) in jurisdiction-based immunization information systems, extract aggregated order files, and manually upload these files to VTrckS using the External Information System (ExIS) interface.

https://health.gov/healthypeople https://www.gpo.gov/fdsys/pkg/CFR-2007-title42-vol1/pdf/CFR-2007-title42-vol1-sec52-2.pdf https://www.gpo.gov/fdsys/pkg/CFR-2007-title42-vol1/pdf/CFR-2007-title42-vol1-sec52-2.pdf https://www.ecfr.gov/current/title-45/subtitle-A/subchapter-A/part-46/subpart-A/section-46.102#p-46.102(l) https://www.ecfr.gov/current/title-45/subtitle-A/subchapter-A/part-46/subpart-A/section-46.102#p-46.102(l)

Similarly, jurisdictional programs manually download shipment information from VTrckS before uploading it into their jurisdiction-based immunization information systems.

Purpose Consistent with data modernization, CDC is continuing to add new functionality to VTrckS to support an application programming interface (API) to automate the ExIS interface. The API enables jurisdictional programs to submit vaccine order files and supporting data directly from their jurisdiction-based immunization information systems. This automation increases the efficiency of vaccine order submission and reduces the burden on jurisdictional program staff.

The purpose of this competitive funding is to allow jurisdictional programs using awardee-developed platforms to compete for funding needed to enhance their jurisdiction-based immunization information systems to utilize the new VTrckS API.

An objective review panel will evaluate complete and responsive applications according to the criteria listed in Section V. Application Review Information, subsection entitled "Criteria".

Selection In addition, the following factors may affect the funding decision:

Applications will be funded in order by score and rank determined by the review panel. If two jurisdictions share a single jurisdiction-based IIS, only one jurisdiction will be eligible for this award. The jurisdiction with the higher score will be awarded.

CDC will provide justification for any decision to fund out of rank order.

Reporting Federal Funding Accountability and Transparency Act of 2006 (FFATA), P.L. 109–282, as amended by section 6202 of P.L. 110–252 requires full disclosure of all entities and organizations receiving Federal funds including awards, contracts, loans, other assistance, and payments through a single publicly accessible Web site, http://www.USASpending.gov

Compliance with this law is primarily the responsibility of the Federal agency. However, two elements of the law require information to be collected and reported by applicants: 1) information on executive compensation when not already reported through the SAM, and 2) similar information on all sub-awards/subcontracts/consortiums over $30,000.

(2) By the HHS awarding agency or pass-through entity for cause;

(3) By the HHS awarding agency or pass-through entity with the consent of the non-Federal entity, in which case the two parties must agree upon the termination conditions, including the effective date and, in the case of partial termination, the portion to be terminated; or

(4) By the non-Federal entity upon sending to the HHS awarding agency or pass-through entity written notification setting forth the reasons for such termination, the effective date, and, in the case of partial termination, the portion to be terminated. However, if the HHS awarding agency or pass-through entity determines in the case of partial termination that the reduced or modified portion of the Federal award or subaward will not accomplish the purposes for which the Federal award was made, the HHS awarding agency or pass-through entity may terminate the Federal award in its entirety.
