About this file

This is an application checklist for a cooperative agreement FOA (W9127N-26-2-R002) focused on Natural Resource Management (NRM) Education and Training of Eugene Area Alternative High School Students. The checklist outlines six mandatory submission requirements: a signed Standard Form 424 Application for Federal Assistance; SF 424 A Budget Information form; a current negotiated indirect cost rate agreement (NICRA) or de minimis rate election statement if applicable; a Program Narrative that includes program goals and objectives, program management plan, budget proposal worksheet (Attachment 4), and past performance documentation (Attachment 5); evidence of eligibility per the opportunity instructions unless verified in SAM.gov; and a signed Certification (Attachment 6). All required information must be submitted prior to the closing deadline, with failure to do so resulting in an incomplete application that will not receive merit review consideration.

The underlying opportunity is administered by the U.S. Army Corps of Engineers Portland District and funded under the Youth Conservation Services program (CFDA 12.010). The cooperative agreement targets non-Federal public agencies, nonprofit entities, qualified youth service organizations, or conservation corps to deliver environmental stewardship and restoration services on Corps land in the Willamette Valley, Oregon, with emphasis on native prairie landscape and wildlife habitat restoration at Fern Ridge Lake while providing education and training to at-risk youth from Kalapuya High School. Eligible applicants must demonstrate organizational commitment to youth education in conservation environments and provide evidence of past performance in resource management, conservation, recreation management, visitor services, and cultural resources activities. Recipients must comply with 2 CFR 200 regarding uniform administrative requirements, cost principles, and audit requirements for Federal awards.
