About this file

This is Amendment #1 to solicitation FN1625-26, issued by the Department of Justice Bureau of Prisons Federal Correctional Complex Allenwood on September 29, 2026, extending the proposal closing date from September 30, 2026 to October 12, 2026 at 2:00 PM EST.

The amendment addresses questions and answers related to lounge seating procurement (NAICS 337214). Key modifications include: (1) revised domestic content evaluation criteria reducing the requirement from 100% to a minimum of 75% of materials cost manufactured in the United States, with ratings assigned as Excellent (75%+), Good (65-74%), or Poor (0-64%); (2) clarification that "finished item price" means total price for parts of a specific chair, with separate Bill of Materials (BOM) sheets required for raw material parts and pricing; (3) confirmation that lead time calculations begin the next business day for purchase orders received after 12:00 PM EST; (4) acceptance of SCS Indoor Air Quality certification as an alternative to Greenguard certification; (5) allowance for small business resellers to satisfy manufacturing requirements through their proposed manufacturer, though past performance references must be for the offering company; (6) confirmation that UNICOR will not hold suppliers responsible for warranty failures attributable to UNICOR's modifications or deviations from specifications; and (7) addition of a new pricing sheet including tariff and duty charges, with contract pricing adjustable per FAR Clause 52.229-3. Offerors may submit compiled data for one complete product example plus a full statement of line to represent product families. An updated pricing spreadsheet has been included with this amendment.

This modification hereby answers questions associated with solicitation FN1625-26.

Q:Page of solicitation document states: “An offer is to submit finished item pricing. In addition, a listing of each item on the spreadsheet must have a price listing with all raw material parts with pricing (BOM).” The pricing spreadsheet does not currently have a spot for a “finished item price”. What is the definition of a “finished item price” and will the spreadsheet be updated?”
A:The "finished item price" is the total price for parts for a specific chair. In addition to providing a total part price on the spreadsheet, a separate sheet should have a BOM listing with raw material parts and prices for each offered item. An updated spreadsheet will be included as part of this amendment.
Q:Will alternate lead times be accepted or considered for nonstandard/tailored/customized products or specialty finishes?
A:UNICOR will generally adhere to the requested 21 day standard industry lead times for nonstandard, tailored, customized products, and specialty finishes. Requests for extended lead times may be submitted for consideration and will be evaluated on a case-by-case basis, taking into account product complexity, material availability, manufacturing requirements, and project-specific circumstances. Approval of any requested extension is not guaranteed, remains at UNICOR's sole discretion, and must be determined prior to award.
Q:Would it be permissible to calculate leadtime based on receipt of purchase order? Orders received prior to 12:00 noon would have leadtime calculation started on the same day. Orders received after 12:00 noon would have leadtime calculation started the following business day.
A:Yes, orders placed after 12:00 pm EST will start lead-time calculation based on the next day.
Q:A Business Management Questionnaire is required by Section L, page 5 of 77 in the Solicitation. Can you supply a blank version of the questionnaire?
A:The following information is required for your three (3) Past Performance References. No Questionnaire will be provided to interested offerors. UNICOR will contact references and obtain specific past performance information.

Company Name ___________________________________ POC Name _______________________________________ Email Address_____________________________________ Phone Number_____________________________________ Products Supplied___________________________________ Contract Number and Value___________________________ Contract Date_______________________________________

Q:This solicitation places a premium on domestic content. We anticipate that several components of the completed pieces can/will be sourced independently by UNICOR. What documentation must offerors provide to substantiate domestic content? Will unknown-origin minor hardware be treated as foreign content? If a commercial commodity item is required in the product but proposed as a component UNICOR can source independently, will a foreign-origin for purposes of the proposal prevent a high rating?
A:Proposal should list the country of origin for each item listed on BOMs for specific products. UNICOR is striving to meet the 75% or finished product pricing is made with domestically products.

The following evaluation criteria is being removed:

Old: 1. Domestic Content Superiority

Offerors will be evaluated on the degree to which the offered end product is manufactured in the United States and contains 100% domestic components/materials.

· Highest rating: End product manufactured in the United States with 100% domestic content.

· Intermediate ratings: End product manufactured in the United States that qualifies as COTS or meets the statutory domestic content threshold.

· Lowest rating: End product not manufactured in the United States, or manufactured in the United States but containing less than the statutory domestic content threshold (or any foreign content that would otherwise disqualify it under BAA/TAA/EO requirements).

Offerors proposing products that fail to meet the minimum domestic content/manufacturing requirements may be determined non-responsive or ineligible for award. This factor will be significantly more important than price or any other non-cost factor.

The following evaluation criteria is replacing the above:

New: 1. Domestic Content Superiority Offerors will be evaluated on the degree to which the offered end product is manufactured in the United States and contains 75% domestic components/materials based on overall cost of final product.

· Excellent rating: At least 75% of cost of materials for a specific product is manufactured in the US

· Good Rating: 65-74% of cost of materials for a specific product is manufactured in the US

· Poor Rating: 0-64% of cost of materials for a specific product is manufactured in the US thus containing less than the statutory domestic content threshold (or any foreign content that would otherwise disqualify it under BAA/TAA/EO requirements).

Offerors proposing products that fail to meet the minimum domestic content/manufacturing requirements may be determined non-responsive or ineligible for award. This factor will be significantly more important than price or any other non-cost factor.

Q:Will individual models/families be evaluated independently for domestic content, or will an offeror’s entire offering be evaluated as a single submission for ranking? While all are predominantly Made In The USA, each of our products may have a different percentage of domestic vs imported content.
A:Please see answer to previous question.
Q:Can you clarify which BIFMA standard(s) applies to this solicitation? X5.4-2020 appears to address public & lounge seating while X5.1-2017 appears to be for office chairs. Are you anticipating submissions that require X5.1-2017 test results?
A:Most likely all will be X5.4-2020, but we weren’t certain exactly where the single occupant 360 swivel chair may fall soX5.1-2017 was listed also
Q:Can you please clarify the type and extent of CAD drawings required for the RFP response? Do you require spaceplanning or engineering drawings? Drawings of an example of each line or the full statement of line? .dwg/.dxf files or dimensioned .pdf files?
A:Engineering drawings in all formats listed should be submitted once awarded as they’re all helpful in different aspects. For the initial RFP, .pdf of an example will suffice. UNICOR has own space planning software (CET) the CAD block will be input to once awarded.
Q:Can UNICOR confirm that any vertical integration plan will be created and managed entirely in-house and that proprietary product designs and information will not be disclosed to other outside parties as part of any vertical integration initiatives?
A:UNICOR maintains a vertically integrated manufacturing model that allows for direct control over multiple stages of the production process, resulting in enhanced quality assurance, supply chain reliability, and protection of proprietary information. To support partnerships involving custom, tailored, or proprietary products, UNICOR routinely executes Non-Disclosure Agreements (NDAs) with business partners to safeguard confidential information, intellectual property, designs, specifications, and manufacturing processes. This capability enables UNICOR to collaborate with commercial partners on specialized products while ensuring appropriate protections are in place throughout the manufacturing lifecycle.
Q:Can UNICOR confirm that suppliers will not be responsible for warranty of failures attributable to components manufactured, sourced, substituted, assembled contrary to instructions or adversely modified by UNICOR?
A:Yes, we confirm. UNICOR will produce to spec as specified in the exploded diagram following vendor work instructions. Any deviation from standard will be expressed by written communication and signed off by vendor prior to introduction to our customer.
Q:Submission requirements listed on page 11 state that Green Guard certification is required. UNICOR replaced Green Guard certification and utilizes a sub-licensing agreement for SCS Indoor Air Quality certification. Can SCS certificates be submitted as part of our response versus Green Guard?
A:Yes
Q:For each unique product line/family submitted for consideration, is it acceptable to provide compiled data for one complete example plus the full statement of line comprised therein? i.e., If a proposed product line has (20) models available, may we submit the requested full breakdown for a single model and an accompanying SOL to represent that line?
A:Yes
Q:Does UNICOR have a preference for purchasing unassembled frames or assembled frames or complete sprung/strung/foamed frames, etc.?
7. A:UNICOR's mission includes providing meaningful work opportunities for sentenced offenders; therefore, labor hours are a key consideration in our manufacturing operations. As a result, UNICOR generally favors product configurations that allow for inmate participation in assembly and value-added manufacturing activities. However, UNICOR will consider unassembled, assembled, or complete sprung/strung/foamed frames based on quality, cost, operational requirements, and overall program objectives.
Q:For products with exposed wood details, does UNICOR have a preference for stained or unstained wood? Are there color-matching requirements if the wood is to be stained by the supplier?
A:Stained, UNICOR will supply color-match samples to the awarded vendor
Q:If a proposed product is already on GSA schedule with an established market price to the government, is there an expectation that UNICOR will be able to manufacture and deliver the equivalent product to the government at the same or lower market price?
A:YES
Q:What information is required of the component supplier to support UNICOR’s other service contracts in the fulfillment of UNICOR’s full scope of work? Sales training, 2D/3D CAD files, CET extensions, specification guidelines/training, assembly/installation/repair instructions, etc.?
A:Sales training and CET extensions are recommended, but not mandatory. CAD files and specification guidelines are mandatory.
Q:Is there a maximum dollar amount of liquidated damages that may be assessed to a vendor – either as a percentage or as a dollar amount?
A:No, there is no limit of liquidated damages that can be assessed for late deliveries.
Q:Are liquidated damages assessed to only the quantity of items that are late, to the entire CLIN from which there are late items, or to the entire PO? Are partial-week delinquencies prorated?
A:Liquidated damages are only calculated on late items. Yes, partial week deliveries will be prorated for the delinquent time.
Q:Are pricing adjustments for new tariffs allowed during the contract period? Should the surcharge for current tariffs be itemized, as they would be removed if the tariff is eliminated?”
A:Contract pricing will be adjusted in accordance with RFO FAR Clause 52.229-3 Federal, State and Local Taxes-A new pricing sheet will be attached as part of this modification to include tariff/duty charges. When awarded, the contract price will include both part cost plus tariff costs. Invoices will be required by UNICOR to include a copy of proof of payment of duty imposed to ensure accuracy. Increases/decreases of duty must be reported and contract pricing will be adjusted accordingly.

Q: May a small-business offeror serving as an authorized furniture reseller satisfy the manufacturing experience, ISO/quality-management, product-testing, CAD drawing, bill-of-material and past-performance requirements through its proposed furniture manufacturer or supplier?

A: Yes a small business may offer a proposal as an authorized furniture reseller.

Q: Please also confirm whether the manufacturer’s references may be included in the Business Management Questionnaire when that manufacturer will support contract performance.

A: No past performance must be references for the company providing the offer. Past Performance must be for same or similar items, and must be similar in size and scope of this solicitation.

The Solicitation closing date is hereby extended from September 30, at 2:00 pm EST until October 12, 2026 at 2:00 pm EST.

Except as provided herein, all other terms and conditions remain unchanged.
