About this file

This is an amendment (A0001) to solicitation FN1588-25 for a Fiber Laser Cutting Machine for the UNICOR Federal Prison Industry facility in Milan, MI. The amendment contains questions and answers that clarify technical requirements and extends the proposal due date to February 27, 2025 at 2:00 PM EST.

Key clarifications include: the requirement is for a flat sheet fiber laser with integrated filtration/ventilation and shuttle table capabilities (not a turret punch/laser combination); the warranty term is 5 years total (1 base year plus 4 additional years); the machine will primarily cut cold rolled sheet steel in 28ga to 12ga thicknesses with capability up to 1 inch; typical operation will be 8-16 hours per day, 5 days per week; and installation requirements specify delivery via flatbed truck through a 14' x 16' gate, with equipment needing to fit through a 10'7" x 14' opening for final placement. The vendor must complete a site visit before delivery and provide rigging services and technical support for installation, while UNICOR will handle utility connections and routine maintenance. An optional 45KvA 208V-480V step-down transformer is included in the pricing request.

Amendment A0001 FN1588-25 Fiber Laser Cutting Machine

SOLICITATION #FN1588-25 IS BEING MODIFIED AS FOLLOWS in accordance with Section 13 D:

Questions & Answers to FN1588-25

Q. Will there be a need for filtration/ventilation for the fumes that the laser will produce?

A. Yes, it needs to be integrated into the machine.

Q. In the Description section, it is indicated that the customer is looking for a "FIBER LASER TURRET", however, in the details below, there is no mention of turret specs. Is this a quote request for a punch/laser combination machine, or simply a flat sheet fiber laser?

A. This is for a Flat Sheet Fiber Laser.

Q. Is the customer looking to have punching/forming capabilities as a turret punch press would provide along with fiber laser cutting capabilities in the same machine?

A. No, laser cutting only.

Q. The description also requests for "4EA" of "ADDL YEARS WARRANTY" so I am to understand that the end user is requesting 5 total years of warranty? 1 year as described in the lower section of the specs, and 4 additional years?

A. Yes, total of a 5 year of warranty.

Q. There is mention of "high speed sheet load/unload" If this is a punch/laser combination machine request, this would indicate that the customer is looking for automation. If so, we would need to verify this, to be sure we package loader options with the punch/laser combination machine. If this is a flat sheet laser request, I assume this would be a request for a shuttle table?

A. This is for a Flat Sheet Laser only, pricing requested for a shuttle table.

Q. Do you have an item number and/or make and model of the Fiber Laser Cutting Machine you would like to purchase?

A. No

Q. Would the winning contractor be responsible for the maintenance of the machine?

A. The general daily/weekly maintenance will be performed by UNICOR. Any warranty required maintenance will be the responsibility of the winning contractor

Q. Can you please inform me of the full name of Item No.5. The box cuts off the full description of the item?

A. Pricing for 45KvA 208V-480V STEP DOWN TRANSFORMER (This is optional)

Q. What material and thickness will be cut most of the time on the machine? Will 1inch requirement specified be cut most of the time?

A. The material thickness will be up to 1 inch is possible, 28ga to 12ga will be the most commonly used in relatively equal proportions.

Q. Will any other materials other than cold rolled steel be cut on this machine? If so, what materials are they and at what thickness are these materials?

A. The machine will cut cold rolled sheet steel only.

Q. How much production will typically be completed per day/week with the needed machine? Will it run 8 hours/12 hours/ or more per day? How many days per week?

A. Typical operation will be 8 hours 5 days per week, with up to 16 hours 5 days per week

Q. Cutting assist gases. Confirm that you will be setting these up with a local supplier?

A. Confirmed, UNICOR will acquire cutting assist gases from local supplier.

Q. What exact installation services are needed?

A. The contractor will take the time necessary to make sure that all the necessary connections are made to bring the machine on-line and confirm that the machine is operating to specification.

Q. Is unloading the machine and moving to the building, rigging, utility connections to include making electrical connections to the facility needed as a part of this installation of the machine? Or do you just need someone from manufacturer to verify installation and provide start-up/training services?

A. - Utility connections to electric, shop air, and water will be made by UNICOR maintenance department.

- The vendor will deliver the machine on a flat-bed delivery truck via the rear gate of the compound.

- The vendor will provide rigging of machine from the flat-bed to the installation site within UNICOR facility.

- Equipment needs to be brought in on a trailer to fit through a gate that measures 14' wide and 16' tall. Equipment needs to be off loaded from the trailer and will travel approx. 350' to its resting place, equipment needs to be able to make it through an opening that measures 10' 7" wide and 14' tall.

- The awarded vendor is required to complete a site visit prior to the delivery to ensure an adequate understanding of the work requirements and site layout.

- This will ensure:

o A complete understanding of the intricacies and special requirements or needs by the vendor.

o That there is no issue with the size of the machine fitting through the rear gate of the compound.

o That the forklifts currently utilized at Milan Metals UNICOR factory and the staff will be adequate and sufficient enough to move the machine to the specific area of operation on the production floor once it is delivered.

- An experienced supplier provided technician is required to be on site during installation for verification of proper connections and to bring the machine on-line. In addition, this technician will provide the training as laid out in the Training subsection of the Statement of Work.
