This amendment is being issued to answer questions and clarify details associated with solicitation 1473-20 for Trailer Rental Services at FPI, Milan, MI, FPI Ashland, KY, and FPI Beckley, WV
1. Is there any age limit on trailers? If so, what is the range?
FPI Milan: There is no age limit; however, the airlines, the tires and the brakes must work and the trailers cannot have any leaks.
FPI Ashland: No age requirement. Roadworthy and Weatherproof FPI Beckley: Nothing prior to 1990
1. Are there security regulations that need to be met for drivers? No for all three locations
1. Do they have off-site storage lots? Is offeror expected to provide off-site storage?
FPI Milan: No/No FPI Ashland: Yes/No FPI Beckley: Yes/No
1. Does offsite storage have security? No or N/A for all three locations.
1. How many moves a day when transporting? Is it yard to yard,? Onsite to off-site? For all three locations it is important to note that the vendor will not be required to transport trailers on a daily basis. The vendor will solely be responsible to make the initial delivery of each trailer and then pick up each trailer when it is no longer needed. Below please find how often the institutions may move the trailers. Again, the vendor will play no role in these moves but the trailers must be road worthy to endure all necessary daily moves.
FPI Milan: No moves off site. The number of daily moves is determined by what material is stored on the trailers and how often the material is needed.
FPI Ashland: Average of 2 moves a day. 95% of moves are yard to yard.
FPI Beckley: Multiple moves a day. Onsite
1. What is the proximity to prison to gauge fuel and driver costs.
For all three locations it is important to note that the vendor will not be required to transport trailers on a daily basis. The vendor will solely be responsible to make the initial delivery of each trailer and then pick up each trailer when it is no longer needed.
1. Can you provide past numbers for quantity?
FPI Milan: Approximately 20 per month FPI Ashland: Approximately 30 trailers on grounds at all times FPI Beckley: Approximately 20 per month
1. Can offeror broker out to local carriers for movement of trailers?
For all three locations it is important to note that the vendor will not be required to transport trailers on a daily basis. The vendor will solely be responsible to make the initial delivery of each trailer and then pick up each trailer when it is no longer needed
1. Is there a minimum pay rate for drivers?

1. Can you provide target pricing?
Target pricing cannot be provided.
1. Can you provide trailer rental usage on the past 3 years?
FPI Milan: Approximately 20 per month FPI Ashland: Approximately 30 trailers on grounds at all times FPI Beckley: Approximately 20 per month
1. On page 55, under “Past Performance Information” the RFQ states that past performance will be evaluated on offeror’s ability to provide woodworking/tool and blade sharpening services. Additionally, “Evaluation Factor 1” on page 55 also states that offeror must provide services for blade exchanges. Based on the title of this RFQ, can the CO confirm that this requirement is meant to be included in this solicitation for “Trailer Rental Service”? No, it is not meant to be included for all three locations.
All interested vendors must submit a quote for all lines associated with a particular location. However, vendors are not required to submit a proposal for all locations if they are not interested in providing services for all locations.
The solicitation closing date is hereby changed from Thursday, November 14, 2019 at 2:00 pm EST until Monday, December 6, 2019 at 2:00 pm EST.
