This amendment hereby answers the following questions:
Q: Could you please explain how the "One base year with 4 option years" works?
A: This solicitation is being issued as an IDIQ (Indefinite Delivery/Indefinite Quantity) contract with one base year and 4 option years. Pricing should be provided for the base year as well as pricing for each option year on the line provided in Section B of the solicitation. This is done in lieu of an Economic Price Adjustment. If at the end of the base year and each option year it will be determined if the requirement is still valid and if the successful offeror has performed satisfactorily if the next option year will be exercised. In evaluating interested Offerors proposals estimated quantities of each item will be divided evenly among the base and each option years.
Q: In the past years we've shipped lumber 4-12', this contract is setup as 8' only. How critical is the length and why the change?
A: UNICOR Allenwood has determined that they will allow items in Award 1 Production Lumber to vary in size from 6’-8’. No lumber production lumber shall be less than 6’ lengths, and no lumber shall be in excess of 8’ unless specifically requested by UNICOR. All pallet lumber in Award 2 should be in requested lengths based on item specifications.
Q: On page 14 of this solicitation regarding production lumber for Allenwood, it says lumber "should" be in lengths of 8 feet. Is this accurate or will other lengths be accepted. Typically hardwood lumber is sold in random lengths 4 - 16' depending on species and grade.
A: UNICOR Allenwood has determined that they will allow items in Award 1 Production Lumber to vary in size from 6’-8’. No lumber production lumber shall be less than 6’ lengths, and no lumber shall be in excess of 8’ unless specifically requested by UNICOR. All pallet lumber in Award 2 should be in requested lengths based on item specifications.
Q: Our company is not ISO 9001 certified. Will this disqualify us from being awarded this contract?
A: No it will not disqualify you from being considered, however it is part of the evaluation criteria listed in Section L.6 of the solicitation.
ISO 9001 Certification or equivalent Offerors facilities and their subcontractors facilities are ISO 9001 certified,and offerors must provide proof of IS09001 certification by submitting the ISO Certificate as part of your written offer. If the offerors facilities and it subcontractors are not ISO certified, and the offeror is seeking ISO certification, please provide estimated date of certification. If offerors facilities are not ISO certified, offerors shall provide a detailed written general manufacturing practices standard/written quality system manual that complies with ISO standards.
Q: Line item #20 that falls into award #2 states the length is to be 14'.
This contradicts the statement about all lengths should be 8 feet in the award description.
A: All items listed on the solicitation should be in 8’ lengths with the exception of LBR0046 for delivery to Forrest City AR which should be 14’ in length.
Q: Are the quantities listed on the solicitation a yearly quantity that should be bid yearly for the option years or are the quantities listed a 5 year projection and should be bid over the 5 year life cycle of the solicitation.
A: Quantities listed are 5 year estimates.
Q: Can we submit our offer via e-mail?
A: In accordance with Section L.2 of the solicitation Faxed proposal are allowed. However, 2 copies of original proposal must be received at the following address within 2 days of closing date.

Q: Also need to ask about ISO 9001. We are not certified. Is this required?

Q: item 2 - Line two reads that this item could be hard or soft maple, yet later on line four it states hard maple. Which is correct?
A: All Maple lumber specified in the solicitation should be Hard Maple
Q: Items 1-15 - Most of the hardwood items have a request for a wax end coat.
Four of the items do not request End Wax, was this request left out by mistake?
A: All item in Award 1 for production lumber for Allenwood PA should have End Wax even if not specified in the individual item specification.
Q: What is the purpose of the underline space after the years?
A: The spaces after the years are for interested Offerors to submit pricing for those option years.
Q: Will there be a minimum orders on the pallet lumber A: Minimum order quantities for Pallet Lumber are as follows as per section I.10 of the solicitation.
100 ea Lines 17, 20, 22 or 10,000 ft, line items 16,18 ,19 ,21, 23 the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.
Q: Items 16 thru 23 - are all items S4S, S-Dry?
A: Yes, all pallet lumber in Award 2 should be surfaced on 4 sides.
Q: I have some questions regarding the quantities of material for this bid.
Are they really looking for 325 million feet of 4x4 - 8 ? That is an unbelievable amount of wood. And if they are is that in 1 year? Also the 22 Million feet of 1x4 - 8. Seems like a lot. Is that board feet or lineal feet.
A: You are correct. Correct quantity estimates are as follows for lines 21-23
LINE 21-LBR2189- 325,000 FT DELIVERY TO FORREST CITY AR
LINE 22 LBR2107- 120,000 EA DELIVERY TO MINERSVILLE PA
Please also remember that quantities listed are estimates only.
Q: Page 14 under "Delivery is as Follows" Line 14-17 delivery to Allenwood But, Also on page 14, this solicitation will result in multiple awards it states Award 1: line item 1-15 for production lumber. On page 16, #3. Section B- provide pricing on all items in listed in a particular Award group. (if interested in Award 1, you must submit pricing on all items in Award 1. My question is, What items are listed in award 1 and also those in Award 2?
A: Award 1 is to be delivered to Allenwood PA and is line items 1-15 on the solicitation Award 2 is for pallet Lumber. Delivery is as follows:
Lines 16-17 Allenwood PA Lines 17-18 Ashland KY Line 19-20 Forrest City AR Line 21-22 Minersville PA
Q: The quantities are listed as BF, Ft, and Each for items 15 - 23. Can you provide one type of tally for these Items?
A: All items in Award 1 are specified as BF and should be quoted as Net Tally.
Items in Award 2 are measured in either Linear Foot (ft) or EA, depending on item.
Q: Are the quantities listed usage projections for one year ?
A: Quantities listed are estimated quantities for 5 years.
Q: Is there an economic price adjustment ? I may have missed that section.
A: There is not an economic price adjustment listed in this solicitation. In lieu of a yearly EPA (Economic Price Adjustment) Pricing is being requested for 1 base year and 4 option years.
Q: Can the lumber be banded to two stringers that are forklift accessible?
A: Yes this is acceptable. However, no metal banding is allowed.
Q: How long is the quote good?
A: The offer acceptance period is 90 days, as stated on page 15.
Q: The specific information in the award 1 section that states "lumber should be in lengths of 8 feet" "no lengths shorter than 8 feet" "no lengths longer than 8 feet" Award section 2 "and all lengths should be 8 feet"
Is there any tolerance with this size requirement? There are some items that are basically common such as the yellow pine that are not always exactly 8 feet due to the mill process.

LINE ITEMS 5 FOR LBR0126 AND LINE ITEM 8 FOR LBR2015 ARE HEREBY DELETED IN THEIR ENTIRETY FROM THE SOLICITATION.
Closing date and time is hereby extended until August 30, 2011 at 2:00 pm EST.
