5. Questions and Answers
Q: Standard Form 1449 states to return 1 copies – Including the original how many total copies need to be submitted.
A: Offerors shall submit 4 copies of the complete solicitation document.
Q:: Section B contains individual items (ex. monitor arms, cpu holders, etc.) along with individual parts (ex. nuts and screws, etc.) – If the parts listed are not part of the items we are offering do we still need to provide a price for the parts?
A: If the product you propose does not include the items, please state not required.
Q: Please clarify item #1 keyboard holder in Section B – Is this a pull out pencil tray type? Is it the tray only or is it the tray and arm combo?
A: Clarification will be provided in revised Section B.
Q: Do you have available samples and/or drawings for all of the items listed in Section B and under the Statement of Work for this bid?
A: No samples or drawings are available but offerors may visit our website at www.unicor.gov , Office Furniture Store, Accessories. Presently, UNICOR is purchasing these items from Humanscale Corporation.
Q: Page 6, Section C – Description/Statement of Work specifies that finishes on all products offered must be consistent in finish and texture and be available in a minimum of two colors (i.e. graphite and silver). Keyboard arms and CPU holders are typically supplied in black so does this requirement pertain to keyboard arms and CPU holders?
A: Any items that are not available in graphite and silver, please state in your proposal.
Q: Does UNICOR have a specific requirement in regards to what items need a bill of material and the value added expected?
A: All items offered that contain multiple component parts must have a bill of material
Q: Are we required to submit a response for all line items listed? Will UNICOR multiple award by line item or only by all items?
A: Per Section L - L.8 52.216-27 Single or Multiple Awards (Oct 1995) The Government may elect to award a single delivery order contract or task order contract or to award multiple delivery order contracts or task order contracts for the same or similar supplies or services to two or more sources under this solicitation. Therefore, offerors are not required to submit for all line items.
Q: Section C – Statement of Work lists lighting as a sub-category but Section B does not have anything listed for lighting. Does lighting need to be included as part of the bid response?
A: Section B will be revised to include information for lighting.
Q: In regards to option year pricing – are you looking for a percentage change each year or are you requiring the actual price be listed for each option year?
A: Offerors shall provide actual price for the base year and each option year. Section B will be revised to provide a line for pricing for base and option years.
Q: In addition to meeting ANSI/BIFMA Standards; does UNICOR have any minimum product specifications that need to be met?
A: All requirements for standards are listed in the solicitation.
Q: Page 6 states the warranty on all offered products will be evaluated to be for a minimum of 10 years on core components. Page 7 states in one section products will be warranted for life and in another section it states five (5) years for lighting and ten (10) years for all other products to be free from defect in material or workmanship. Please clarify the required warranty for all products submitted as a response.
A: Warranty is five (5) years for lighting and ten (10) years for all other products to be free from defect in material or workmanship.
Q: Please clarify the paragraph regarding Future Option for Rights to Jointly Developed Products on page 8 – specifically the part that states UNICOR requires the exclusive intellectual property rights to the newly manufactured ergonomic components developed. What does this “exclusivity” provision all entail and for what length of time?
A: Exclusivity means UNICOR will own the jointly developed product and all product rights. The offeror will be compensated based on a flat fee.
Q: Does this provision prohibit us from marketing any newly developed ergonomic products during the contract period to other existing or new customers?
A: It would prohibit you from marketing any newly developed product that UNICOR has the exclusive rights to. Any product you independently develop would not be prohibited.
Q: Page 5 of bid states we need to provide a description of each part, including identifying any parts as structural. If a structural component is defined as one that enables an object or an assembly to retain its form, fit and function when subjected to its specified design loads - wouldn't all parts that make up ergonomic accessories be deemed structural?
A: Yes
Q: Do you require all detailed test data documentation with our submission or is it suffice to provide all applicable BIFMA test summary results?
A: Page 35 of the solicitation states all offerors must provide testing reports by a certified testing laboratory that meets or exceeds Bifma standards for items proposed under this solicitation and subsequent contract. The testing reports shall be provided as part of the written proposal.
PSC - Q: Ergonomic accessories are not typically certifiable by GreenGuard – Is this requirement necessary prior to bid submission or can it be waived?
A: The greenguard requirement is removed for ergonomic accessories, but offerors shall provide any information that supports the product provided as being environmentally friendly
Q: Page 34, item 6. Product Documentation states we need to provide sources/costs of purchased parts. Please clarify what this requirement entails and if it is necessary to provide cost information from our vendors and suppliers for those parts that are purchased.
A: Sources/costs of purchased parts: The offeror is to supply a listing with the names and addresses of all subcontractors and sources for each component that comprise the ergonomic accessories. Including the vendor cost of these components is not necessary.
Q: Can you tell me the volume of lighting that will be purchased on this solicitation?
A: We do not have an exact volume, the quantities listed in the solicitation are estimated quantities for the base and option years.
Q: Do the lighting products have to have all the certifications such as Green Guard, ISO, Warranty, and BIFMA to qualify for this solicitation.
A: Greenguard and Bifma are not required for lighting. ’ISO is a general manufacturing practices standard, therefore ISO is required or an equivalent to ISO may be submitted with written proposal and reviewed and approved by UNICOR Engineering. All Lighting needs to be UL and / or CE certified (for a product, not a process like ISO, standard for safety) at a minimum.
Q: Line Item 00001. Keyboard holder - Normally the description "keyboard holder" is a separate component from the mechanism, yet the component description calls for an 18' & 21 " track.
A: Revised Section B will provided.
Q: Do you want both a holder and a mechanism quoted as one item?
A: See revised Section B
Q: Your website lists several different price points and configurations for keyboard mechanisms, 2 with a 17" track & 2 with 21" track. Do you want several to choose from? The specs seem to indicate a higher end but some of the price points indicate an economy model.
A: Offerors may propose several choices and we will evaluate which product offered best meets our requirements.
Q: Line Item 0002 Would you like us to quote all available Universal wall mounts or just the most commonly sold version
A: Offerors may quote all options that meet the specification and the technical board will make a determination as to which ones meet our needs.
Q: Line Item 00003. The specs indicate locking and non-locking CPU holders which for us are different price points. Should we quote both on one Line Item 00003?
A: See revised Section B
Q: Line item 00013 Keyboard Mechanism. Are you looking for a quote just on the mechanism quoted separately from the items in line item 0001?
A: See revised Section B
Q: Do you anticipate an extension to the current due date of 01/20/11?
A: Yes the solicitation will be extended from February 2, 2011 at 10:00 am.to Monday February 23, 2011 at 10:00 am.
