About this file
This is a Questions and Answers document containing inquiries from six firms regarding a Fire Life Safety project at an Air Traffic Control Tower (ATCT). The Q&A addresses technical specifications for fire/smoke dampers, magnetic door holders, Guardian III Range System installation, phone line requirements, and fire alarm system components.
Key clarifications include: the project must be completed within 90 days from Notice to Proceed (excluding submittal and badging time), contractors may propose longer durations for negotiation; no T-taps exist in the current system; existing door holders operate on 120V circuits; the microwave will remain in place with a new stainless-steel hood (GE Model JVX5305EJES or equal); contractors must submit 100% shop drawings but may submit preliminary drawings for review; the new fire alarm system can be from either the existing or a new manufacturer; and designated storage areas will be on the east side of the Administration Building. The document also clarifies that Section 23 15 71 regarding the Stair Pressurization System will be removed from specifications to avoid confusion, and the new fire alarm system will not connect to the existing airport fire alarm system.

Q1. What are the locations of the new FDS's.
• The locations of the Fire/Smoke Dampers are shown in the mechanical “M” drawing pages in the drawing package.
Q2. What doors get magnetic holders.
• The doors that will be receiving magnetic holders are shown in page “A005” in the drawing package.
Q3. What is required to install the Guardian 3 Range System.
• The requirements for the Guardian III Range extinguishing system are shown on note 4 drawing page “F003.”
Q4. What is required to install the new phone line.
• No new phone lines will be installed. One of the existing lines shall be used as a secondary line and the primary line shall be a cellular line via a new cellular dialer according to page 160 of the project specifications.
Q5. What is the current timeline schedule for this project?
• The contractor for this project states that the contractor must complete the work within 90 days from the Notice to Proceed date. This does not include the time to complete submittals and badging. The contractor may qualify their proposal to state how long they believe the project should take. The FAA will negotiate the number of days of on-site work with the contractor.

Q1. Drawings of exterior wall type for louver installation at top of Cable shaft. Is there any Asbestos in that wall, or maybe just the exterior metal panel?
• All of the known Asbestos Containing Materials (ACM) are stated in the provided in the 100% specifications for the project in the “Asbestos Reinspection Survey Report” section from pages 185-191. In that report, there are no known Asbestos Containing Materials mentioned in the cable chase.
Firm 3
Q1. It was noted during the site visit T-taps were used when installing existing wiring throughout the system. The number of taps or their locations are unknown. The new system is specified to be Class A which will not work with T-taps in the wiring. So all taps must be located and new wiring and conduit added to replace the tap in the loop. Since the quantities/locations are unknown it is unbiddable. Can a unit price be added to cover the unknown quantity (example-per foot of wiring/per foot of conduit)? Each location will differ in these units.
• There are no T taps in the existing system. Based on the existing fire alarm drawings in the Project Specifications (pages 204-214), the existing wiring violates Class A by the several areas where a single junction box serves multiple devices.
Q2. Period of Performance is 90 days. Can this be changed to 150 days? There will be additional work replacing the T-Taps which will increase project duration replacing these with additional pipe and wire.
Regarding the existing T-taps, there are none in the current system to replace.
Q3. Section L.2, VOLUME II: Factor 2.2 in Solicitation indicates a Construction Plan and Schedule be submitted with proposal. This typically is provided as a PreConstruction Submittal after award. Can this proposal requirement be deleted?
• The contractor does not need to have a detailed plan or scheduled submitted with their proposal. These can be submitted as Preconstruction Submittals. However, on the proposal, the contractor will need to submit a high-level plan on how to accomplish the work and to demonstrate an understanding of the project scope. The purpose of this plan is for FAA to understand how the contractor plans on performing the fire alarm replacement.

Q1. Are existing door holders 24Vdc fed from fire alarm panel? New to be 120?
• The existing door holder circuit is a 120V circuit and will not be fed from the fire alarm panel. All existing and new magnetic door holders will be fed from breaker 22 or 25 on Panel ELP-1.
Q2. F001 note 20 Power to all door holders shall be fed from breaker 25 in panel ELP-1.
Are existing door holders fed from this panel or from power supply at panel?
• On the new revised drawing set that shall be sent out by the Contracting Officer, Note 20 on F001 has been changed and now note 12 addresses the door holders. The existing door holder circuit is a 120V circuit and will not be fed from the fire alarm panel. All existing and new magnetic door holders can be fed from either breaker 22 or 25 on Panel ELP-1.
Q3. F001 note 2 Power for all new FSD’s to come from panel ELP-1 breaker 22 install 1 new control module to properly shunt power for all new tower FSD’S. M001 note 12 Power for new/replaced FSD shall come from closet existing FSD. What voltage are existing FSD’S? Where do we get power from?
• The existing FSD circuit is a 120V circuit. New 24V transformers shall be installed to power the new FSDs via Fire Alarm Control Panel. On the new revised drawings that will be sent out by the contracting officer, note 2 on F001 shall state to install two new control relays to shunt power for all new and existing FSDS.
Q4. F001 note 18 Install a new control relay at the power switches to properly shut power to the FSD’s and heater. Verify mechanical linkage will close damper when power is shunted. Are the power switches located 1st floor ATCT mechanical room 107? Do switches control all existing FSD’S? Do existing FSD’s Function properly powered open fail close?
• Contractor is to assume that the Fire/Smoke Dampers will close when power is cut to them.
Note 18 will be changed to just shunt power to the heater.
Q5. F003 note 4 Install new range extinguisher system. During the site visit we discussed having to move the microwave for this. Can we get a plan for the relocation of the microwave?
• Microwave to remain in place and new stainless-steel hood shall include a grease filter because the air vent for the microwave shall be removed to allow the hood to fit.
Q6. M001 Damper schedule shows to replace FDE-21 existing motorized fire smoke damper on the fifth floor. Damper is not shown on fifth floor plan. Where is FDE-21 located?
• FDE-21 is not required to be replaced and it was originally deleted from the fifth-floor plan on page “M004”. However, it was mistakenly left on the Damper and Aire Device Schedule. A new corrected drawing package shall be sent out to the contractors showing the FDE-21 on the fifth-floor Mechanical drawing plan for reference, but it will not be stated to be replaced on the Damper and Air Device Schedule on M001.
Q7. Existing matrix does not show FSD’s, are they currently monitored or controlled by FACP? A detail is shown for wiring but does not show up in matrix or one line.
• The Fire Alam Input/Output Matrix on page F005 does show that the FSD’s will be controlled by the FACP.
Q8. Can you verify if the circuits for horns and strobes were run separate of each other?
• According to the existing drawings on passed 204-214 of the specifications, the existing horn and strobe circuits were run in the same conduits and not separate from each other.
Q9. During the site visit we noticed there is already a large Fire Alarm spare parts cabinet, can it be reused for new spare and the requirement of a new cabinet be deleted from scope?
• The existing large Fire Alarm Spare parts cabinet can be reused and the new spare parts cabinet shall be removed from the scope of work.
Q10. If there is not a retro fit knob available for the ceiling hatches, will the contractor be required to replace existing hatches with new?
• The installation of the 2 knobs for each fire rated hatch on the 6th level of the air traffic control tower shall be a switched to a bid option item. If there are additional funds available on the project, this item may be added.
Q11. Existing as builts do not look to have class A conduit run, please confirm contractor will be required to redo conduit to meet class A.
• The contractor will need to reroute the existing circuits runs to meet Class A requirements.
Q12. On the microwave hood requirement, has it already been verified that a hood can mount to the model of microwave currently installed? If so, can we get the microwave model and/or the vent hood model that will mount to it? If this has not been verified and we cannot get a hood compatible with the existing model, how should we plan to full fill this requirement. For bidding purposes, I really do not just want to have money in there without having all the information we can on what this requirement will involve. Also, with the microwave staying in place, will the new cabinet still be required? Again, some more information for bidding purposes would be appreciated.
• Guardian III Range Suppression System can be installed in the cabinet to the left of the microwave (see image attached). Regarding stainless steel vent hood, it will need to be independent with its own controls and it shall be mounted so that the hood covers all the range burners. The stainless-steel vent hood shall be a GE ®ENERGY STAR® 30" Under the Cabinet Hood (Model# JVX5305EJES) or equal.
Firm 5:
1. The current period of performance is listed at 90-days, due to the amount of work and preconstruction documentation that is required can the period of performance be extended to 270-days?
• The contractor for this project states that the contractor must complete the work within 90 days from the Notice to Proceed date. This does not include the time to complete submittals and badging. The contractor may qualify their proposal to state how long they believe the project should take. The FAA will negotiate the number of days of on-site work with the contractor.
2. How much time of the period of performance is allotted to design?
3. Will we need to perform 30%, 60% and 90% submittals or will a single shop drawing and product data submittal be acceptable?
• The contract requires that the contractor must submit a 100% shop drawing submittal. To assist the contractor, the FAA will review a less than 100% fire alarm shop drawing. The contractor will need to note that it is not the complete submission.
4. In the SIR, Section 3.14-2 Contractor Personnel Suitability Requirements, states that no contractor employee will be allowed unescorted access to any FAA facility. For clarification, will escorts be required for all work within the ATCT and will escorts be provided by the FAA for all of the work performed under this contract?
• It is the contractor’s decision on who they want to be badged. The more contractor personnel that are badged, the easier it will be on the contractor to perform their work. At a minimum, the superintendent shall be badged. The FAA recommends that the personnel who will regularly be present onsite should obtain a PIV Badge.
5. Spec Section 23 15 71, 1.1 Scope, A - C, the scope describes the Stair Pressurization System as a "new" system, however the drawings seem to indicate that we are simply adding some new & replacing select existing Fire/Smoke dampers with the rest of the stair pressurization system equipment and devices to remain. Also, Section C, paragraph 1. of this scope lists (a - o) several items to provide and install as new that are not shown on the project drawings. Can you please clarify the scope of work for the Stair Pressurization System?
• The only items that shall be installed is what is stated on the drawing package. The specifications section shall be modified to remove this section in the specifications to avoid confusion.
6. Spec Section 23 15 71, 1.3 Quality Assurance, A. - In this paragraph it indicates that, "New fire alarm equipment shall be of the same manufacturer as the existing fire alarm equipment and shall be UL-listed for use with the fire alarm panel." Other spec sections and the project drawings indicate that the new fire alarm system can be a new manufacturer and does not have to match the existing equipment. Can you please clarify if the new fire alarm system can be a new manufacturer or if the new fire alarm equipment has to match the existing manufacturer?
• The current Fire Alarm system at the new fire alarm system can either be a new manufacturer or the same as the existing manufacturer. If the contractor does install a system with a new manufacturer, then the contractor shall follow Spec Section 28 31 00, 1.4 Working Conditions. However, if the same manufacturer is installed, the fire alarm system must remain operational. If the fire alarm system or any portion thereof is down for more than 2 hours, a fire watch must be implemented.
• As far as Spec Section 23 15 71 goes, it will be removed from the specifications document and a new updated one shall be sent out.
7. Spec Section 28 31 00, 1.1 Scope, A., 4 - This states the contractor must connect the new fire alarm system to the existing Airport Fire Alarm system to ensure fire alarms in either area are communicated to the other.
• Is the existing Airport Fire Alarm System that is referred to the fire alarm system in the Main Airport Terminal?
• Are the ATCT and the Main Airport Terminal fire alarm systems currently connected to each other?
• If they are currently connected, how are they connected? Are they networked together via a fiber optic or copper network connection, or is one system monitoring the other system for Alarm, Trouble & Supervisory using monitor modules?
• If the two fire alarm systems are not currently connected to each other, is there an existing conduit pathway between the two buildings or will a new underground conduit between the buildings be required under this contract?
i. The new fire alarm system will not be connected to the existing airport fire alarm system. This statement shall be removed from the specifications to avoid confusion.
