About this file

This is an Award Letter and Synopsis issued by the Michigan Department of Technology, Management, & Budget (DTMB) Financial Services Procurement office regarding RFP #180000002684 for Storm Conductors Replacement at the Flint State Office Building Parking Ramp. The solicitation was posted on May 24, 2018, for a fourteen-day response period, with proposals due on June 7, 2018. Two bidders submitted responsive proposals: Vetcon and Continuum Services. A mandatory site visit was required for all contractors to submit bids, with attendance confirmed through sign-in sheets. The evaluation process assessed bidders on technical criteria including general requirements, service levels, project planning, and vendor questions, with both bidders achieving identical scores of 100 points out of 100. The State evaluated proposals based on the ability to provide specified products and labor, maintain required insurance coverage, and complete the work successfully.

Continuum Services of Farmington Hills, Michigan, was recommended for award in the amount of $13,500.00, comprising $5,500.00 in labor charges and $8,000.00 in materials charges. This award represents the best value to the State compared to Vetcon's proposal of $48,045.00 ($40,045.00 labor and $8,000.00 materials), despite both bidders achieving equivalent technical scores. The selection was based on the combination of technical merit and lowest price among responsive and responsible bidders. Vetcon was identified as a Service-Disabled Veteran Owned Business (SDVOB), while Continuum Services was not. The award was pending State Administrative Board approval and remains subject to completion of a mandatory site visit attendance verification.
