About this file
This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Highway Safety and Motor Vehicles (FLHSMV) for Fairfax Software System Solution Scanner and Maintenance services. The FLHSMV intends to procure an IBML Fusion 8300 scanner with proprietary software along with annual software and hardware maintenance services for the IBML Capture Suite and associated scanning equipment. The scanner will replace an ImageTrac 6-Lite (IT6) scanner that has reached end-of-life status and will no longer be supported. The document was posted on September 15, 2026, with a deadline for receipt of information on October 6, 2026. The contract term is one year. Requestors include Chris Buda from Business Support, Motorist Services, and Angela Lynn, Program Manager for the Bureau of Records and Data Management. Contact for the procurement is Alma Sanchez at (850) 617-3176 or AlmaSanchez@flhsmv.gov.
The estimated dollar amount for this single-source acquisition is up to $309,606. The justification for the single-source purchase is based on the IBML Fusion 8300 scanner's unique compatibility with the Department's Fairfax Quick Modules system and its essential role in supporting the Department's imaging workflow for accurate records management. Fairfax Software, located at 550 North Reo, Suite 202, Tampa, Florida 33609, is identified as the sole provider of IBML ImageTrac High Speed Scanners capable of interfacing with Quick Modules software. The procurement has been approved by Angela Lynn, Chris Buda, and Stephanie Sanford, Procurement Administrator for the Bureau of Purchasing and Contracts. The agency will review any information received from prospective vendors and will provide notice of its intended decision in accordance with Florida Administrative Code Rule 60A-1.045 and Florida Statutes Section 120.57(3).
