About this file

This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Highway Safety and Motor Vehicles (FLHSMV) for Fairfax Software System Solution Upgrades and Maintenance. The FLHSMV seeks annual software and hardware maintenance services for its Fairfax Software Quick Modules software and scanning equipment, with an intended upgrade from Quick Modules 3.0 to Quick Modules 5.0. The upgrade will include a complete system review of the Department's existing workflow to ensure successful migration of all features and modules, leveraging Quick Modules 5.0's latest technology advances for automated data capture and validation. The contract term runs from August 1, 2026, through October 31, 2027. The posting date was July 21, 2026, with a deadline for receipt of information by August 11, 2026, allowing for the required 15 business day posting period. The contact for this procurement is Alma Sanchez at the FLHSMV Bureau of Records and Data Management, located at 2900 Apalachee Parkway, Tallahassee, Florida.

The estimated dollar amount for this single source purchase is up to $341,184. Fairfax Software, located at 550 North Reo, Suite 202, Tampa, Florida, is identified as the sole source provider because it is the only entity capable of providing maintenance for the proprietary Fairfax Software system, which consists of both the Quick Modules software and associated scanning equipment. The maintenance services are necessary to ensure the accuracy, productivity, and longevity of the Department's scanners and imaging system, which are heavily utilized for records management operations. The Department's scanner and imaging process relies entirely on Fairfax Software's proprietary scanning software, making alternative sources unavailable. The procurement was approved by Angela Lynn, Program Manager, Bureau of Records and Data Management, and Stephanie Sanford, Procurement Administrator, Bureau of Purchasing and Contracts.
