About this file

This document is Addendum No. 1 for FLHSMV-RFP-002-26, issued by the Florida Department of Highway Safety and Motor Vehicles (FLHSMV), specifically the Division of Florida Highway Patrol. The addendum modifies the original Request for Proposal (RFP) for aircraft maintenance and repairs, clarifying facility requirements and providing responses to vendor questions. Key modifications include mandating that any maintenance facility must be located within Florida, have 24-hour security, and be capable of conducting inspections, servicing, and providing overnight aircraft storage. The document confirms that vendors may submit proposals for specific aircraft lines or the entire fleet, and that all Department aircraft are currently in airworthy condition per 14 CFR Part 91.

The addendum addresses multiple vendor inquiries regarding maintenance scope, equipment, and pricing details. Notably, the Department will not provide government-furnished parts for routine maintenance, and vendors must supply all materials and labor. Vendor proposed rates shall be fixed, and there is no historical cost data available to guide pricing. Vendors can propose services for specific aircraft types, such as only fixed-wing aircraft, and are required to use the provided price sheet with a single rate for inspections (including 100-hour and annual inspections). The document emphasizes flexibility in proposal submissions, allowing vendors to specialize in specific aircraft lines while maintaining comprehensive maintenance standards.
