About this file
This Addendum No. 1, dated May 18, 2026, modifies the Invitation to Bid (ITB) issued by the Florida Department of Highway Safety and Motor Vehicles (FLHSMV), Division of Motorist Services, for the procurement of Motor Vehicle-Vessel Certificates of Title (Form 82250). The addendum clarifies vendor questions regarding sample submission requirements, on-site security equipment specifications, and current pricing benchmarks. Specifically, the Department requests that vendors submit sample forms with Visible Consecutive Control Numbers beginning with 000000000 and ending with 000000010. The Department also confirms its acceptance of electric shredders located on-site rather than at the press, provided all other security measures outlined in Section 2.1 of the ITB are maintained. The procurement requires production and delivery of approximately 2,560 cases annually containing 5.12 million forms per year, with bid submissions due June 10, 2026, at 2:00 p.m. EST and a public bid opening scheduled for June 10, 2026, at 2:30 p.m. EST. The contract term spans three years from execution with an optional renewal period of up to three years contingent upon satisfactory performance and legislative appropriation, with quarterly deliveries required on February 1, April 1, July 1, and October 1 to the Neil Kirkman Building in Tallahassee, Florida.
The Department's current pricing for this product is $164.22 per case, which serves as a benchmark for vendor proposals. Bidders must submit fixed unit prices per case on the provided Price Sheet (Attachment E), with pricing covering all production, artwork, printing, storage, shipping, handling, inside delivery, and FOB destination charges. Award will be made to the lowest responsive and responsible bidder based on combined pricing for initial and renewal terms, with a 5% Florida preference applied to out-of-state vendors unless their home state offers different preferences. A performance bond equal to 20% of the annual contract cost is required for each contract year, with financial penalties including $20 per day per case for late deliveries and up to $500 per day (not exceeding $5,000 per month) for other performance failures. All bidders must register with MyFloridaMarketPlace and comply with state certification requirements prior to contract execution, and no subcontracting is permitted under this procurement.
