Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

Thompson Engineering, Inc. has over ten years’ of experience with coordinating, facilitating, and managing the Southeastern regional NAC meetings for the Army National Guard and National Guard Bureau. The Southeastern Regional States include the ALARNG, FLARNG, GAARNG, MSARNG, NCARNG, SCARNG, AND TNARNG. Thompson Engineering has also worked with the Mississippi Department of Transportation and the U.S. Army Corps of Engineers to conduct similar consultation meeting events, in order for these other Federal entities to achieve compliance. This experience is critical to the consultation process for facilitators to establish and have a trusted relationship with the Native American Tribal representatives to facilitate open and productive communication between the government agency and the Sovereign Native American Nations.

Thompson Engineering's involvement in this specialized regulatory work in-support of the Army National Guard, has afforded their company to develop and possess required rapport with the Native American Tribal Nations, and has assured consultation success for the Army National Guard in the past. Thompson Engineering not only has established a positive consultation rapport with the Native Americans Tribal Nations associated with the State of Florida, but has also established the same rapport in the states of Alabama, Georgia, Louisiana, Mississippi, North Carolina, South Carolina, and Tennessee. Thompson Engineering has coordinated directly with the following Florida Native American Tribal Nation representatives: Alabama-Coushatta Tribe of Texas, Alabama-Quassarte Tribal Town, Choctaw Nation of Oklahoma, Jena Band of Choctaw Indians, Miccosukee Tribe of Indians of Florida, Mississippi Band of Choctaw Indians, Muscogee (Creek) Nation of Oklahoma, Porch Band of Creek Indians, Seminole Nation of Oklahoma, Seminole Tribe of Florida, and Thlopthlocco Tribal Town.

Thompson Engineering has also coordinated directly with the following Southeastern United States Native American Tribal Nations representatives that include but are not limited to the Absentee-Shawnee Tribe of Oklahoma, Caddo Nation, Cherokee Nation, Chitimacha Tribe of Louisiana, Coushatta Tribe of Louisiana, Eastern Band of Cherokee Indians, Eastern Shawnee Tribe of Oklahoma, Kialegee Tribal Town, Quapaw Tribe of Oklahoma, Shawnee Tribe, Tunica-Biloxi Indian Tribe of Louisiana, and United Keetoowah Band of Cherokee Indians.

Thompson Engineering has the specialized staff, demonstrated experience, and resources as a consulting engineering firm, that possess the unique experience to perform favorably under contract in support of the FLARNG and the Southeastern Army National Guard States. These qualifications are more important now than ever, as there was significant negative feedback at the 2025 NAC by the Choctaw Nation of Oklahoma. They did not approve of how the consultation was ran that year, as well as, emphasized that all Tribal Nations are not singular and have independent identities from one another; this was also expressed by the Alabama-Quassarte Tribal Town and Mississippi Band of Choctaw. Other Tribal representatives in attendance showed clear signs of agreement to these statements.

The 2025 NAC was co-hosted by a new contractor that did not have Thompson Engineering's experience, and at moments were noticeably unprepared and unprofessional. In order to maintain the trust and mutual respect previously built between the Native American Tribal Nations and the National Guard Bureau, contracting a company that understands the importance of a government-to-government consultation; such as Thompson Engineering, is critical.

Through the Status Tool for the Environmental Program (STEP) budgeting process, the National Guard Bureau has funded the Florida Environmental Program under Project Number FL0NG150001, Statewide Annual NAC, to host and conduct this regional consultation meeting in 2026. The criticality of a successful Consultation for Florida; as well as for the other ARNG states, dictate that the contractor chosen for this work has the credentials as itemized. Therefore, Thompson Engineering is the preferred contractor for this effort; not only for the FLARNG, but for the other ARNG States. Thompson Engineering has demonstrated their ability to meet performance expectations and to accomplish the work within budget as best value to the government.
