About this file
This document outlines the requirements for a state and local contract opportunity for flag services at the James R. Thompson Center and the Michael A. Bilandic Building in Chicago. The vendor will be required to supply United States, State of Illinois, City of Chicago, and POW/MIA flags, perform full flag changes at the facilities, and make repairs to the flagpole systems as needed. The vendor must have access to a high lift to reach the flags and sew patches onto the flags to accommodate the existing anti-tangle rods. The vendor must be able to respond to requests for service within 24 hours and conduct the work in the early morning hours to avoid pedestrian and vehicular traffic.
The pricing terms and any set-asides for the contract are not specified in the document. The current incumbent, if any, is also not mentioned. The document does not provide details on the funding requirements or sources for this contract opportunity.

The vendor shall supply flags, applicable patches, and flag changing services. Flags the vendor shall provide include: United States, State of Illinois, City of Chicago, and POW/MIA.
1.1.1 Supply the following flags as needed: United States, State of Illinois, City of Chicago, and POW/MIA, all should be nylon, yarn construction with canvas and brass grommet headings.
1.1.2 Require complete flag changes for all flags at specific state occupied facilities. The flag types are United States, State of Illinois, City of Chicago, and POW/MIA.
1.1.3 On a per occurrence basis, make a full service change of flags. Additional changes of individual flags may be required as changes are needed due to weather conditions, damage or for special occasions. In such case, vendor shall be able to respond to the request for service within 24 hours of the initial call for services
1.1.4 In order to access flagpoles and flags, the vendor must have readily available a “cherry picker” or “bucket type” high lift to access the area. The height of the lift must reach at least fifty (50) feet.
1.1.5 When making flag changes, in order to meet flying standards established by the facility, the vendor must make sewing adjustments to the flags to be used and hung on existing anti-tangle rods. The sewing required includes the following:
1.1.5.1 Vendor must sew and add three (3) squared rod patches to the bottom side of each flag for threading a 7’ non-tangle rod through the sewn patches, for additional weight purposes. The three (3) sewn patches are sewn to the flag for proper rod clip gripping.
| 1.1.6 | The vendor shall be fully equipped and stocked to make any necessary repairs to the flagpole system. |
| 1.1.7 | The vendor shall be prepared to respond to the flagpole repairs and/or flag changes or adjustments within 24 hours of the initial call by the facility. In some cases next day service may be needed or expected |

| 1.1.9 | Flags are to be placed according to existing position, when changes or adjustments are made. |
| 1.1.10 | If flags being replaced are to be disposed, proper disposal procedures should be followed. |
