About this file

The document is an Excel-based Exhibit B Specification Sheet for a SCADA (Supervisory Control and Data Acquisition) system bid from Florida Keys Electric Cooperative (FKEC), located in Tavernier, Florida. The bid (#25-03) seeks a turn-key project to upgrade the existing SCADA system, encompassing comprehensive design, engineering, programming, mapping, material procurement, labor, project management, software, licensing, system testing, commissioning, and implementation. The specification sheet comprises 36 detailed technical requirements that potential bidders must address, covering system capabilities such as encryption, authentication, operator workstations, support, maintenance, database editing, remote viewing, security protocols, redundancy, system compatibility, and technical specifications.

The bid requires a comprehensive SCADA system that meets rigorous technical and operational standards, with particular emphasis on cybersecurity, system reliability, and flexibility. Key technical requirements include Linux or Windows-based platforms, NERC and CIP compliance, MultiSpeak compatibility, multiple communication protocols (Serial, DNP3, TCP/IP), automated notifications, web-based mobile viewing, redundant power supplies, and extensive logging capabilities. The system must support at least 1,000 field stations with potential for future expansion, provide 24/7 support, include comprehensive licensing, and offer a warranty with specific details. While specific pricing is not disclosed in this document, the bid suggests a complex, high-performance technological solution tailored to FKEC's specific operational requirements.

Topic #Please provide details of the proposed SCADA system the following questions/topics: All topics must be addressed. Yes or no as well as further details are acceptable. Any topics left blank will assume that it will not be included in this bid or applicable to the proposed system.Bidders Responses Column: Please answer the question or topic and provide additional details in the next columnAdditional Details Related to Topic
Manufacturer of proposed system and system model name.
Proposed SCADA system will use encryption and authentication for all external connections. List the details of the encryption types that will or can be used.
All operator workstations shall have a workspace manager to prioritize and adjust system resources that typically are needed for having multiple applications open and running. Each operator has the capability to configure their own workspace. Specify the number of workspaces included in proposed SCADA system.
Complete 24/7 support and maintenance provided from bidder’s internal employees and not subcontracted for the flat fee specified with no additional costs for support and maintenance.
All operating system patches will be evaluated by the manufacturer for the proposed SCADA system and any adjustments/patches will be provided to FKEC at no cost while under an active maintenance and support contract.
Proposed SCADA system has an on-line database editing capability for adding, replacing, or deleting points in the database and does not interfere with the SCADA system operation. Editing the database shall be restricted to only specific users who have been given rights.
Proposed SCADA system has remote viewing and control capability using all applicable security and login protocols. List quantity of included logins/licenses/users for this feature.
Proposed SCADA system has secure unidirectional viewing only capability using applicable login protocols. List quantity of included logins/licenses/users for this feature.
Proposed SCADA system is Linux based or Windows based.
Proposed SCADA system has redundancy, so it has no single point of failure. List single point of failure, if any.
Proposed SCADA system is compatible with both Milsoft and NISC OMS systems. Specify any features within Milsoft and NISC OMS systems that will not function with proposed SCADA system.
Proposed SCADA system includes standard APIs for data sharing to other systems or is MultiSpeak 4.0 compatible
Proposed SCADA system has the ability to have multiple ports to be set at unidirectional. Specify how many without adding additional switches.
Proposed SCADA system is capable of securely transmitting Inter-control Center Communications Protocol (ICCP) point data.
Proposed SCADA system includes all necessary software, permissions, and licensing for configuration of the system and maintenance of the database. The database editor/designer feature is included.
Proposed SCADA system has a historian feature included, allowing logging of all SCADA events and activities. Specify the typical system capacity for long-term storage of events. Specify the limit of events the system can record at the same time.
Provide details on expected and historical response times for support and any issue including priority level assignments for the support requested on the proposed SCADA system.
List the quantity of licenses included to allow total users/logins to SCADA. List all components of the proposed SCADA system that need licensing and list license expiration dates, if any.
Provide Multispeak version compatibility provided with the proposed SCADA system.
Proposed SCADA system actively monitors and reports the data quality of all elements of the database and communications.
Proposed SCADA system will be or can be made NERC and CIP complaint with all requirements, as sold to FKEC.
Expected lifespan of the system in years (hardware functionality, software compatibility with updates, security updates to maintain a fully operational and secure system, etc.).
Proposed SCADA system is capable of multiple alarming setpoints on all analog values at settable values.
Proposed SCADA system is capable of operators overriding a database value for purposes of seeing the value on their display. All points in the database are capable of turning on/off notifications and a searchable feature is included to find all "forced" points and provide a list.
Proposed SCADA system will provide an isolation plan/drawing for each of the two control centers in case of a cyber event or component/section failure. The system must allow the other control center to remain online using a “dual redundant” style fail-over scheme to monitor and control the electrical equipment in the field. Preference is for the proposed system to have at least 1,000 field stations with the capability to expand in the future, if needed.
Proposed SCADA system is capable of operating on Serial, DNP3, and TCP/IP communication protocols.
