PART I – PROJECT SPECIFIC GUIDANCE

1. SCOPE

1.1 PERIOD OF PERFORMANCE

Total Period of Performance for this project is 75 calendar days, negotiable prior to award.

1.2 OBJECTIVE

The contractor shall provide all labor, equipment, materials, supplies and transportation to provide a site survey and 35% design to 436 CES for the demolition of the existing wash rack in Building 779 and construction of new washrack in Building 778 in accordance with this scope of work. In addition, existing electrical components must be upgraded in both buildings. The project location is

778 & 779 7th St, Dover AFB, DE 19902, Kent County Delaware.

1.3 INTRODUCTION

The contractor shall provide design to meet the requirements within this SOW and provide deliverables as outlined in the table in Part II, Section 2. The Government shall have final approval on all design documentation.

1.4 DETAILED SCOPE

Design must include the basis for accomplishing the following requirements:

1.4.1 Demolish Existing Wash Rack – Building 779

Disconnect and isolate water hose and drain lines for existing wash rack. Demolish and dispose of off base all existing structure, piping, electrical and equipment from Building

779 that pertains to the existing wash rack. Repair floor where needed once wash rack has been removed, ensuring epoxy floor coating matches with surrounding floor. Remove gas line extension that serviced the wash rack water heater.

1.4.2 Construct New Wash Rack – Building 778

Demolish and dispose of off base curtain and railing from north interior area of Building

778. Raise existing lighting in work bay to be level with structural framing. Construct new wash rack within the north interior end of Building 778 consisting of CMU block walls, interior lighting, drainage pit with grating, foam soap dispensing wash brush, and pressure sprayer. Saw-cut concrete and excavate trench for drainage pit. Install drainage grate over pit within footprint of CMU block wash rack structure. Tool all joints in CMU block wall and install weep holes at 32” on centers. Saw-cut concrete to install drainage line from wash rack drain pit extending to existing industrial oil-water separator outside of building to the north of the facility. Patch and seal concrete to match existing epoxy floor coating. Tap into existing water line for building 778 and install new water line to supply new wash rack.

1.4.3 Upgrade/replace Electrical Components

A. Demolition of Electrical Components - Building 779

Disconnect and remove all raceway and conductors associated with the existing wash rack back to the circuit breakers in Panel PP5. Close all openings in PP5 not in use.

Replace panel schedule with new typed schedule reflecting the new conditions.

B. Installation of Electrical Components - Building 778

Run all required electrical to support new wash rack from Panel N4235. If the load requirements exceed the capacity of the electrical distribution supplying Panel N4235, upgrade the distribution IAW 2023 NEC and UFC 3-520-01 specifications.

C. Lighting System Upgrades

In both 778 & 779:

Upgrade all interior lighting systems to LED. “Systems” include electrical distribution, lighting, and controls. Replace Daylight Technologies DL-S-300W wall mounted exterior fixtures, 4 each on building 779 and one each on building

778 with UFC-compliant fixtures. All remaining exterior LEDs to remain in place.

Emergency & Egress Lighting for 778 & 779:

-Design power to be sourced from central inverters with the following capabilities:

-BACNET (MSTP) Communication that provides:

• Input Voltage(s)

• Output Voltage(s) Building Management System (BMS)

• Output Current(s)

• Total Output Power

• Ambient Temperature

• RS-485 serial port BACnet MSTP protocol

• Battery Voltage

• Battery Current

• Total Time on Battery (in Emergency Mode)

• Days of Operation

• Results of the Inverter’s last automatic monthly self-test

• Results of the inverter’s last automatic yearly self-test

• Alarm states including no utility, on battery, battery low, input voltage high/low, inverter failure detected, inverter overloaded and overload shutdown, ‘load reduction’ activated, ambient temperature high, and battery charger fault

• Event logs, alarm logs, and test logs as text files downloadable via

BACnet file transfer

- External Maintenance Bypass (Make before break)

-TVSS Line Filter

-Monthly and Annual testing capability IAW NFPA 101 requirements

- 5-year warranty

D. Electrical Distribution Upgrade

Bldg. 779:

277/480 Volt Distribution:

Demolition

- Remove disconnect switch D-MP and Panel MP, to include the electrical meter, all associated equipment, raceway, and conductors.

- Remove conductors supplying switch D-MP back to the pad mounted transformers. Cap the conduit where switch D-MP was connected.

- Remove raceway and conductors and associated equipment from the fire alarm panel that was part of the, now removed, paint booth system. Close all unused opening on the fire alarm panel.

208Y/120 Volt Distribution:

Demolition

- Remove and replace panels MDP, PP1, PP2, PP3, PP4, and LP. New design is not restricted to one for one replacement of existing panelboards.

- Remove fire alarm disconnect and incorporate circuits in new electrical system design.

- Remove all associated electrical equipment below panels PP4, PP1 and

LP and incorporate them into the new design.

Construction

- Replace electrical meter with new AMRS meter that meets current standards.

- Update the panel identity for Washrack Rollup Doors to Panel PP6 or the next sequential number based on the new design.

- For all panels that are being removed/replaced, trace all circuits to and update as-built drawings and panel schedules to reflect existing conditions.

- Provide Arc-Fault study for all electrical panels. If the installed equipment does not meet the conditions of the arc-fault study, upgrade those panels to comply with the study ratings.

- Electrical panelboard naming convention:

--- Main distribution panel: MDP

-- Power Panels: PP-1 (sequential numbers for additional power panels)

-- Lighting Panels: LP-1 (sequential numbers for additional lighting panels)

-- Safety Switches: D-1 (Sequential. This only applies to safety switches that supply electrical distribution equipment such as transformers and panelboards.)

-- Dry Type Transformers: T-1 (sequential numbers)
