About this file
This is a Request for Quotations (RFQ) issued by the State of Maine Department of Administrative and Financial Services for custodial services at the Maine Department of Children, Domestic and Human Services facility located at 64 Lisbon Street in Lewiston, Maine. The procurement seeks comprehensive custodial services for approximately 1,500 square feet of space comprised of 90% carpet and 10% tile, including routine daily cleaning, monthly and periodic maintenance, special projects, and hourly labor for additional as-needed services. Required deliverables encompass preliminary facility cleaning, restroom sanitization, floor care activities (sweeping, mopping, scrubbing, waxing, and buffing), carpet shampooing, glass and window cleaning, light fixture maintenance, dusting, entryway cleaning, and waste and recycling bin management performed at frequencies ranging from daily to annual basis. A mandatory pre-bid facility walkthrough is scheduled for Thursday, February 19, 2026 at 9:00 a.m., with quotations due by 4:00 p.m. Eastern Standard Time on Wednesday, February 25, 2026, submitted through the State of Maine's Advantage Vendor Self Service (VSS) system. The initial contract term runs from March 1, 2026 through February 28, 2027, with four optional one-year renewal periods extending through February 28, 2031.
Bidders must submit monthly pricing for routine required tasks and per-occurrence pricing for supplemental services, along with an hourly labor rate for additional state-requested services; bids submitting only hourly rates will be rejected. This procurement is restricted exclusively to certified Work Centers as defined in 5 MRSA 1826-B.2, representing a designated set-aside category that limits eligibility to qualified organizations meeting this statutory definition. The contractor must furnish all labor, equipment, supplies, supervision, and materials necessary to complete work and maintain commercial/industrial grade cleaning equipment including HEPA-filter vacuums and carpet cleaning machines; all cleaning materials must meet OSHA approval standards and be non-hazardous. The contractor must obtain Workers' Compensation insurance, Commercial General Liability coverage of $300,000 per occurrence, and Automobile Liability of $300,000 per occurrence, with the State named as an additional insured. Background checks are required for all contractor personnel and must be approved by the State prior to facility access, with the State providing up to four background checks at no cost during the initial contract period and one additional check per optional extension period. The contractor cannot subcontract more than 15% of the work and must submit a Disaster Recovery Plan describing workforce reduction contingencies. The State will evaluate bids on a best value basis, awarding to the lowest-priced qualified bidder meeting all specifications and requirements.
