About this file
This Request for Qualifications (RFQual) document issued by the City of Milpitas Purchasing Division seeks to establish a pre-qualified contractor pool for fiscal and program administration services for rental and business assistance programs over a five-year period from May 2026 through May 2031. The RFQual does not result in an immediate contract; rather, pre-qualified contractors will be invited to submit targeted proposals and pricing as specific programs or funding opportunities become available, with final contracts executed at that time. The scope of services includes program development, application management and eligibility review, fund disbursement management for both one-time and recurring payments, and detailed fiscal and performance reporting. The question submission deadline is March 18, 2026, and the response submission deadline is April 8, 2026 at 12:00 p.m., with all submissions required through the City's eProcurement website (OpenGov). No site visits or bidder's meetings are mentioned in the document. The City reserves the right to award multiple contracts and to approve or reject any proposals at its sole discretion.
Compensation information will be collected but is not used in the evaluation process; it will serve as the basis for future contract negotiations. The City anticipates the first program (HOME funds for Tenant-Based Rental Assistance) may be designed in mid-to-late 2026 if awarded. Annual price increases are capped at the greater of the Consumer Price Index or 3 percent. Respondents must demonstrate a minimum of five years of experience in similar services, maintain appropriate licensing and bonding, and provide evidence of financial stability and proven performance on comparable projects. The evaluation criteria focus on cover letter compliance (10 percent weight), company profile (15 percent), references (15 percent), staffing and qualifications (30 percent), and project approach and execution plan (30 percent). Respondents are required to submit W-9 forms, insurance certifications, non-collusion declarations, wage theft certifications, references, staffing qualifications, and detailed compliance information. The successful contractor must maintain active registration with the California Department of Industrial Relations and comply with prevailing wage laws where applicable.

II.A Summary

Note on Selection: This RFQual will not result in an immediate contract. Instead, prequalified contractors will be invited to submit targeted proposals and pricing as specific programs or funding opportunities become available. Contracts will be executed with the selected proposer at that time.
