About this file

This document outlines the scope of work for lead remediation services at the Pittsburgh Police Firing Range, a project solicited by the City of Pittsburgh Office of Management and Budget on behalf of the Department of Public Works. The project involves comprehensive environmental remediation of the 50-yard firing range located off Washington Boulevard near the Zone 5 Police station. Key deliverables include excavating an estimated 231 cubic yards of soil from the backstop berm to a depth of 0.5 to 3.0 feet, screening 80–90% or more of lead bullets and bullet fragments larger than 1/4"–3/8" from impacted materials, and complete range restoration including reinstallation of a two-course railroad-tie retaining wall. The contractor must recycle recovered lead through a licensed facility and provide the city with lead transport documentation and a certificate of recycling. The bid response deadline is February 27, 2023, at 2:00 pm, with project execution scheduled between April 1 and April 30, 2023. A potential 90-day contract extension is available if necessary. Site walkthroughs can be arranged by contacting the Pittsburgh Bureau of Police Firearms Training staff.

The contractor will receive a minimum of 50% of the recovered lead's recycled value as compensation. The procurement emphasizes participation from disadvantaged business enterprises, including Minority-Owned Business Enterprises (18% goal), Women-Owned Business Enterprises (7% goal), and Veteran-Owned Small Businesses (5% goal). Bidders must submit a vendor questionnaire, Statement of Affiliations, Vendor Contact Sheet, Vendor Registration Form, and W-9 Form. The project requires specialized expertise in environmental remediation, lead reclamation, and shooting range restoration, including site preparation, health and safety planning, waste management, and precise soil excavation and screening techniques. No specific budget ceiling is stated in the solicitation materials.
