About this file
This document details the Firing Range Lead Maintenance Tasks for the Pittsburgh Bureau of Police Firing Range Lead Remediation project, involving comprehensive lead recovery and site restoration services. The scope of work is divided into three primary phases: (1) Mobilization, Site Set-Up, and Plan Preparation, which includes site access control, utility location, and necessary permit acquisition; (2) Excavation, Screening, and Recycling, involving soil excavation from the backstop berm to a depth of 0.5-3.0 feet, screening 80-90% of lead bullets and fragments larger than 1/4"-3/8", and shipping recovered lead to a licensed recycler; and (3) Range Restoration, which includes returning screened soil to the original berm, reshaping the landscape, and reinstalling a two-course railroad-tie retaining wall.
The project includes a unique financial component where the contractor will provide the customer with lead transport documentation, a recycling certificate, and a minimum of 50% of the recycled lead's value. Additional specifications require careful site management, including preparing work, health & safety, and waste management plans, establishing temporary site access, and decontaminating equipment before demobilization. The project appears focused on environmental remediation and lead recovery at the Pittsburgh Police Department's firing range, with an emphasis on thorough material processing, recycling, and site restoration to the original landscape configuration.

• Screen 80%-90% or more (weight percent) of the lead bullets & bullet fragments greater than 1/4"-3/8" from the lead-impacted range materials
• Contain and securely store recovered lead for shipment
• Ship recovered lead to a licensed lead recycler
• Provide customer with lead transport documentation, certificate of recycling, and a minimum of 50% of the value of the recycled lead
