About this file

This is a Statement of Objectives (SOO) from the U.S. Department of Agriculture (USDA) for a feasibility study on consolidating wildland fire management operations.

The Contractor shall conduct a comprehensive, objective, and non-partisan feasibility study evaluating the consolidation of federal wildland fire management functions as directed by Congressional appropriations language. The study must assess operational, financial, organizational, infrastructure, and stakeholder impacts of consolidation, evaluating both anticipated efficiencies and potential adverse impacts on agency mission delivery, operational readiness, and program continuity. Key analysis areas include: accomplishment of agency-wide land management objectives and priority programs (timber and fuels targets, recreation, ecosystem health); consolidation structure and resource-sharing coordination; cohesion between wildland fire management, hazardous fuel reduction, and prescribed fire programs; mitigation of integrated workforce utilization reliance; comparison with the National Interagency Fire Center's (NIFC) current coordination functions; community and stakeholder relationships with states, local governments, and Tribal entities; budget execution and fiscal management; operational support functions including aviation, dispatch, communications, and logistics; and facilities, capital assets, and shared infrastructure. The Contractor must identify key risks, dependencies, constraints, and mitigation strategies while clearly documenting all assumptions, limitations, data sources, and uncertainties supporting findings and conclusions.

The period of performance is six months from contract award, with performance occurring primarily at the Contractor's facilities through virtual coordination and on-site engagement. Deliverables include a Project Management Plan (due upon proposal submission), Stakeholder Engagement Plan addressing Appropriations and relevant Congressional committees, Interim Findings Briefing, Draft Feasibility Study Report, Comprehensive Final Feasibility Study Report with findings and recommendations, Executive Summary Briefing for Congressional and Agency Leadership, and presentation of findings to government stakeholders. The Contractor must conduct the study in an objective and independent manner, ensuring all findings, conclusions, and recommendations adhere to federal standards and are supported by verifiable data, documented stakeholder input, or clearly stated analytical assumptions.
