About this file
This is a Request for Information (RFI) issued by the U.S. Department of Agriculture (USDA) for market research regarding a feasibility study on consolidating federal wildland fire management operations. The USDA is seeking industry feedback on methods, approaches, capacity, schedule, and risks to perform an independent, evidence-based feasibility study over a 6-month period of performance. The study will assess operational, financial, organizational, infrastructure, workforce, and stakeholder impacts of consolidation; identify efficiencies and adverse effects; and document risks, dependencies, constraints, assumptions, and uncertainties. Two RFIs are being issued simultaneously through GSA and SAM as the USDA considers multiple approaches. This RFI is for information and planning purposes only and does not constitute a solicitation; no contract will be awarded from this notice, though one solicitation may be issued at a later date.
Respondents must submit information addressing minimum scope areas including mission delivery and land management objectives, feasibility of consolidated fire management structure and resource sharing, workforce utilization with NWCG certified personnel, comparison to NIFC's coordination functions, effects on states and tribal entities, budget execution and fiscal management, operational support functions, and facilities and infrastructure. Responses must include a capabilities statement, relevant past performance, organizational independence, analytical approach with data needs and risk mitigation strategies, federal wildfire knowledge and experience, organizational location, staffing plan with key personnel qualifications, and feedback on the draft Statement of Objectives. Responses must be emailed to stephen.holly@usda.gov no later than March 27, 2026, at 10:00 AM MST, with questions due by March 24, 2026. The anticipated NAICS codes are 541611, 541612, 541618, 541690, and 115310; PSCs include R499, R699, and B505. The set-aside determination is pending market feedback. The contract type will be Firm-Fixed Price. All interested companies must have active SAM registration and not appear on the Excluded Party List. Responses should not exceed 2,000 words, formatted as single-sided 8.5" x 11" pages in 12-point black font on white background, submitted in PDF format electronically.
