MEMORANDUM FOR ALL PROSPECTIVE CONTRACTORS
FROM: 1st Special Operations Contracting Squadron/PKA

SUBJECT: Request for Quotation, FA441722Q0005, Live Fire Range
1. The 1st Special Operations Contracting Squadron intends to establish a single or multiple Blanket Purchase Agreements (BPAs) against which to place orders for lodging and rental services for training military personnel included in the Statement of Work. A BPA is not a contract, but an agreement that establishes the price and terms and conditions of future orders/calls. The BPA will have an individual call limit of $25,000.00 and a maximum ceiling of $450,000.00. This agreement does not obligate the Government, only calls made from authorized callers will obligate the Government.
Unit rates in accordance with the attached Statement of Work for CLINs 0001, 0002, and 0003 below are being requested:

3. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Additionally, the Government will utilize simplified acquisition procedures in accordance with FAR Part 13.
4. This is a combined synopsis/solicitation is issued as a Request for Quotation (RFQ) ID. Solicitation number FA441722Q0005 shall be used to reference any written quote provided under this RFQ. This requirement is a total small business set-aside.
5. The RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04, effective 01/30/2022, Defense Acquisition Change 12/30/2021 effective 01 Jan 22, and Air Force Acquisition Circular 2021-0726 effective 26 July 21.
6. The contractor shall provide all tools, equipment, and supplies necessary for the Live Fire Range Requirement. The projected period of performance of the agreement is 24 April 2022 through 23 April 2025. Site visit and safety inspection shall be performed by the government upon award.
7. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items (Nov 2021), applies to this acquisition. Addendum to FAR 52.212-1: The quote shall consist of three (3) separate parts: Part 1 - Price, Part 2 - Technical, and Part 3 – Past Performance.
Price Please review the attachments and fill out and return Attachment 3 –Price List. At a minimum, price lists submitted shall include pricing for services on CLINs 0001, 0002, and 0003 listed on the chart above. If there are other individually priced items/services, you anticipate that would be required to be priced on an approved price list to be used in any subsequent BPA call, please add those items/services and associated pricing on an additional page. Additionally, if you have a price list of services offered by your company to the local community, please include that price list as part of your price submission.
Technical Please provide the distance between Hurlburt Field AFB, FL and the shooting range location.
Desired driving distance is less than 1.5 hours away. In addition, provide documentation to show the capability to provide the specified equipment and lodging facilities stated in SOW.
Past performance
Provide at least three references for similar contracts performed, if possible. This past performance can be provided by previous Government customers, personal or commercial entities that received service.

8. The provision at FAR 52.212-2, Evaluation - Commercial Products and Commercial Services. (NOV 2021), and the addendum, applies to this acquisition. Addendum to FAR 52.212-2: The Government may award single or multiple BPAs resulting from this solicitation to responsible quoters. Award will be made based on the evaluation of Price, Technical, and Past Performance where Past Performance and Technical, when combined, are more important than price. The Government will utilize the Price-
Performance Trade-off methodology to determine the quote(s) that represent the best value to the government. Upon receipt of your quote, the Government will review your pricing and responses, and if determined best value based on the factors above, may enter in to an agreement for the requested services.
All contractor quotes deemed acceptable based on the above criteria must pass a Government safety inspection of the range and facilities prior to award of a BPA. The Government will provide a list of any identified issues to the contractor. All issues must be resolved prior to issuance of a BPA.
The Government may award a BPA to one or multiple contractors who provide pricing for the requested services or those who provide a better value to the Government.
Exchanges: The government intends to establish a BPA without exchanges with respective vendors/quoters. However, Government reserves the right to conduct exchanges if deemed in its best interest.
9. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (NOV 2021), with its Alternate I (NOV 2021), applies to this acquisition.
Vendors must be actively registered in the System for Award Management (SAM); the website is https://sam.gov/content/home. Contact SAM at US Calls: 1-866-606-8220, International Calls: 1-334- 206-7828, however, a DUNS number must be known prior to registration. Call Dun and Bradstreet at 1- 888-546-0024 to verify or apply for a Duns number; the website is http://fedgov.dnb.com/webform.
10. If a BPA is awarded to your firm, it will be prepared in accordance with the provisions and clauses of the Federal Acquisition Regulation and standard procedures contained therein will apply. Additionally, the attached BPA terms and conditions (attachment 4) will be incorporated into the resultant contract. The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items (NOV 2021), applies to this acquisition with the following Addendum:
Paragraph (c) of this clause is tailored as follows: Changes in the terms and conditions of this contract may be made only by written agreement of the parties with the exception of administrative changes, such as changes in the paying office, appropriations data, etc., which may be changed unilaterally by the Government.
Note: The vendor acknowledges that should the quote terms and conditions and/or agreement conflict with mandatory provisions of the Federal Acquisition Regulation (FAR) and other Federal law applicable to commercial acquisitions, to the extent of such conflict the FAR and Federal law govern and conflicting vendor terms and conditions and/or agreement are unenforceable and are not considered incorporated into any resultant contract.

12. FAR clause at 52.222-42, Statement of Equivalent Rates for Federal Hires (MAY 2014) (29 U.S.C.
and 41 U.S.C. chapter 67), applies to this acquisition. In compliance with the Service Contract Labor Standards statute and the regulations of the Secretary of Labor ( 29 CFR Part 4), this clause identifies the classes of service employees expected to be employed under the contract and states the wages and fringe benefits payable to each if they were employed by the contracting agency subject to the provisions of 5 U.S.C.5341 or 5 332.
