Statement of Work Summary: Fire Alarm Upgrade at Coast Guard Base Alameda
This is a Statement of Work (SOW) for a fire alarm system upgrade project at Buildings 19, 20, and 21 of the U.S. Coast Guard (USCG) Base Alameda located on Coast Guard Island, Alameda, California. The contractor must provide all labor, materials, tools, equipment, and supervision to upgrade the existing fire alarm systems, ensuring compatibility and integration with the existing Potter Brand monitoring system in Building 3. The project encompasses nine primary tasks: project management and permit acquisition (including Potter brand installer technician certification), initial site survey, installation of new fire panels and associated devices, connection to existing fiberoptic cables, integration with the existing monitoring station software, system programming, system testing, disconnection and demolition of the existing system, and site cleanup. An additional task requires providing operational training to Coast Guard personnel and technicians. All work must comply with federal, state, and local codes, OSHA regulations, and USCG-specific safety standards including the U.S. Coast Guard Safety and Environmental Health Manual (COMDTINST M5100.47).
The contract period is 120 days from award date, with work scheduled between 7:00 AM and 4:00 PM, Monday through Friday, excluding federal holidays. The anticipated equipment scope includes three alarm panels, six 2KV UPS units (two per building), approximately 25 duct detectors, 17 pull stations, 64 smoke detectors, and 23 door relays across the three buildings, with contractor assumption of up to 20 additional devices not accounted for in estimates. The contractor must submit Potter certification proof, a detailed assessment report with drawings and material lists within 30 days of award, and as-built documentation upon completion. All contractor personnel require background checks submitted 14 days prior to project start, and vehicles must maintain valid registration and insurance with restricted parking to marked areas only. All new equipment and installation carry a one-year warranty, with final payment contingent upon successful testing, inspection, and correction of all deficient items.
