About this file
This is a Project Manual and Bid Document for Fire Alarm System Testing and Maintenance Services issued by the Dougherty County School System (DCSS) in Albany, Georgia. The bid, numbered 26-FAC-005, seeks a qualified Georgia Licensed Low-Voltage Contracting Firm to perform comprehensive fire alarm system testing and maintenance across 27 different school and administrative sites. The annual contract requires 100% detector activation testing, elevator shunt trip verification, relay operation checks, and communication to central station verification in accordance with NFPA 72 standards. A mandatory pre-bid meeting is scheduled for September 16, 2025, and sealed bids are due on September 25, 2025, at 2:00 PM EST. The initial contract term is for the initial inspection and associated maintenance work, with an option to renew for up to four additional years if both parties agree.
The bid document includes detailed unit pricing requirements for initial and subsequent yearly inspections, as well as maintenance and repair work. Bidders must provide hourly rates for inspection teams, trip charges, and a replacement parts markup percentage. The Owner will use an evaluation matrix that considers the base bid, estimated repair team rates, trip charges, and material markup to determine the lowest responsive bidder. The contract emphasizes strict requirements for technician qualifications, response times (4 hours by phone, 24 hours on-site), written documentation, and compliance with safety and non-discrimination policies. Additional considerations include providing manufacturer-approved replacement parts, wearing identification badges, coordinating work to minimize disruption, and ensuring all work meets national fire alarm codes and manufacturer recommendations.
