1. Nature and/or description of the item/service being procured and anticipated cost:

The Office of the Chief Component Human Capital Officer (OCCHCO), Recruiting and Retention

Division requires the expanded services of a job recruiting website dedicated to educating and developing talent pipelines to enhance the Federal Emergency Management Agency (FEMA) presence nation-wide. Through this service FEMA will increase job seeker awareness by reinforcing the agency’s mission, enhancing the agency’s branding, and establishing the agency as an employer of choice and leader in emergency management.

The online job recruitment website must be able to do the following:

• Provide access to a database of 68M+ monthly active job seeking candidates

• Ability to customize job slots through service provider’s candidate automated tracking system

• Ability to access service provider’s resume database

• Ability to automatically post FEMA jobs from USAJobs

• Ability to match candidates to FEMA jobs posted on USAJobs

• Ability to highlight updates, branding campaigns, information, tips, and resources to educate a diverse database of professionals

• Provide analytics such as impressions, click rates, and job post performance, etc.

The purchase of this online job recruitment website, along with enhanced features such as, a company career page, recruitment resource library, employer branding campaigns, job posting slots, job recommendation features, and candidate resume pool, will be needed for a 12-month base period with four 12-month option periods and the estimated cost is $

OCCHCO’s Recruiting and Retention Division has the responsibility to promote FEMA’s mission and career opportunities to attract a diverse qualified pool of talent and establish FEMA as an

Employer of Choice through marketing, social recruiting, outreach, and engagement activities. To accomplish this mission, OCCHCO’s Recruiting and Retention Division recruiting options included the listing of FEMA job opportunities through the United States Government’s website, USAJobs, to host job openings and match qualified applicants to those jobs. In-person job fair events were also conducted for job seekers interested in receiving information about FEMA job opportunities. However, with the impact of COVID-19, FEMA’s outreach to potential candidates has shifted to a mostly virtual environment. Therefore, the Recruitment and Retention Division must utilize readily available virtual platforms to enhance the awareness of FEMA’s work in support of the recruitment of potential employees for critical need positions. To support this need, it is FEMA’s intent to utilize the services of Indeed.com greatly expanding FEMA’s outreach to potential candidates because it is considered the world’s #1 job site to provide new offerings to help employers attract, recruit and hire quality talent more efficiently. Indeed.com has acquired

Glassdoor, the worldwide leader in insights about jobs and companies, allowing for greater hiring efficiencies and a streamlined experience.

Although vendors could develop a job recruitment website, the process of creating a website with the functionalities needed for this procurement action would take excess time and money. The average time it takes to develop a website is anywhere from three to six months, which includes building the website, writing the content for the website, establishing numerous high-quality backlinks, and building a local presence to increase the website’s rankings on the internet and drive traffic to the website from multiple channels. Additionally, more time would be required to make a necessary maintenance, to include any necessary changes or upgrades that may be needed to ensure the best results in functionality. According to Atlanticbt.com, the average cost for traditional eCommerce can be up to $422,000 or more for total development or setup and total annual cost can be anywhere from $36,000 to $84,000. These costs do not include marketing and content creation.

With hurricane season upon us, FEMA needs a platform that can tap into large group of highly skilled candidates ready to work. FEMA can create talent pipelines, have access to large database of resumes and fill critical need positions. The Indeed platform allows recruiters to connect with today’s professionals at a much larger scale, broaden our advertising of job vacancies, increase brand awareness, and share information regarding FEMA’s mission. Indeed.com is the only eCommerce job site that has the capability to meet FEMA’s need for maximum outreach in the quick timeframe required to find and hire potential candidates and at a reasonable cost since it is an already proven and established website and there is no need for any new development.

Indeed.com offers unique service features that will give FEMA the ability to create online recruiting virtual fairs, have a company profile page to highlight ratings and brand awareness, and automatically post job vacancies from USAJobs/post positions manually. With the option to create virtual recruitment events/fairs, a registration link can be established, to capture participants information, upload their resume and any supporting documentation (e.g. cover letter) to their account. In addition to these attributes, FEMA would have access to database of resumes from attendees from previous virtual events, analytics on job postings performance and impressions.

This valuable information can provide insight on job post and virtual event performance data.

3. The anticipated price will be determined fair and reasonable based on one or more of the price analysis techniques described below in accordance with FAR Part 13.106-3(a)(2). (Check one and provide short explanation or description of action taken):
