Statement of Work Office of the Chief Component Human Capital Officer (OCCHCO)
Recruiting Job Site
Background
Under the FEMA Strategic Plan, the Office of the Chief Component Human Capital Officer
(OCCHCO) Recruitment Branch is tasked with recruiting a diverse workforce that strengthens the
Agency’s ability to support US citizens and first responders. In order to meet Agency staffing goals for steady and emergency states, the recruitment branch must increase awareness of FEMA job opportunities to attract qualified applicants to our organization.
Objective
Social recruiting through recruiting websites is used across the government sector to attract active and passive job-seeking professionals. Using recruiting websites, the recruitment branch aims to maximize outreach efforts to educate job seekers about the agency and FEMA career opportunities. This service will increase job seeker traffic and enable FEMA to engage, educate, and recruit qualified professionals in support of our mission.
Scope of Work
The Federal Emergency Management Agency (FEMA) requires expanded services of a job recruiting website, dedicated to educating and developing talent pipelines, to improve FEMA’s nationwide recruiting presence. Through this service, FEMA will increase job seeker awareness by reinforcing the agency’s mission, enhancing the agency’s branding, and establishing the agency as an employer of choice and leader in emergency management.
This service, along with enhanced features including a company career page, recruitment resource library, employer branding campaigns, job posting slots, job recommendation features, an online event platform to host recruitment and hiring events, and a candidate resume pool are required for the contract.
Job Website Requirements:
• Access to a database of unique monthly active job seeking candidates
• Ability to access service provider’s resume database
• Ability to automatically post FEMA jobs from USAJobs with the option to sponsor/highlight specific ad postings
• Custom Premium profile page with the ability to highlight company updates, enhance branding, provide resources to educate diverse talent
• Ability to create Virtual Hiring Events to engage and recruit talented professionals
• Analytics provides Impressions, Click Rate(s) and Job Post performance, etc.
Government Furnished Equipment
There is no government furnished equipment.
Travel
Travel for the arrangement or maintenance of this contact will not be necessary.
Period of Performance
The period of performance shall consist of one 12-month base period with one 12-month option period. This period will consist of options for enhancing employer branded profile, cultivating candidate pool, tracking application trends and the option to host virtual recruitment and hiring events on the platform. This period will commence in Fiscal Year 2021. Toward the end of the contract, FEMA will review brand visibility, brand awareness, job posting analytics, and ratings to determine if there is a continued need for services.
Place of Performance
The primary place of performance will be at the vendor’s location. FEMA’s OCCHCO Recruitment
Branch will remotely oversee and maintain the features of the agency’s profile page.
Continuity of Support
The Contractor shall ensure that the contractually required level of support for this requirement is maintained. The Contractor shall ensure that all support personnel are regularly available to assist with job site updates during core business hours.
Key Personnel
The Contractor shall provide a project management specialist – subject matter expert (SME) to assist in the marketing. During the performance period, contractors will provide a project management specialist - SME with technical experience in administering the job site updates in a timely manner, within 1 business day.
Before replacing the key personnel on the job site account, the Contractor shall notify the agency
POC no less than fifteen (15) business days in advance, submit written justification for replacement, and provide the name of any substitute. All substitutes shall possess qualifications equal to or superior to those of the key personnel being replaced.
Employee Conduct
The contractor personnel shall comply with all applicable Government regulations, policies and procedures governing the use of systems in accordance with the Office of Personnel Management established guidelines. Recruiters will protect all system data in accordance with Federal laws and regulation including the Privacy Act of 1974; protect system information from disclosure to unauthorized outlets; acquire, disseminate and use system information only in accordance with the performance of official government duties; as an Agency point-of-contact, protect information access by properly identifying Agency employees eligible as users of the jobsite platform; ensure that information is relevant for the purpose which it is collected, provided, and used; protect access credentials and passwords from disclosure; report security incidents and vulnerabilities to
OCIO.
Removing Employees for Security Reasons
The Government may, at its sole discretion, direct the Contractor to remove personnel (Contractor or Government) from access to the job site for misconduct or security reasons. Removal does not relieve the Contractor of the responsibility to continue providing the services required under the contract. The Government will provide the Contractor with a written explanation to support any request to remove personnel.
Security
Government personnel will have access to this job site platform and do not require additional security measures. Contractor personnel shall agree to safeguard information collected on the job site against unauthorized disclosure or dissemination.
Data Security Requirements
A. No DHS Sensitive Personal Information (SPI) will be maintained on this job site.
Contractor personnel must safeguard information collected from candidates on the job site.
Controls
The Contractor shall comply with technical, management and operational security controls to ensure that the candidate profile and collected information is safeguarded.
Information Systems Security Sensitive Requirements
No licensed software is required for this contract. No public domain, shareware, or freeware software shall be installed.
Hours of Operation
Contractor personnel shall generally perform all work between the hours of 9:30 a.m. and 5:30 p.m. EST, Monday through Friday (except Federal holidays). However, there may be occasions when Contractor personnel shall be required to work other than normal business hours, including weekends and holidays, to fulfill requirements during disaster state.
DELIVERABLES
During the contract period from date of award and concluding through completion of one 12-month base period and one 12-month option period, the contractor will aid in the enhancement of the employer profile page on the job website, improve marketing campaigns, and monitor brand visibility and candidate awareness. During these periods, contractors will provide guidance, personnel support, and metrics to agency for review. Contractor will also make timely adjustments to job site and campaigns when requested by agency.
PROGRESS REPORTS
All progress reports will be accessed through online services and previous information accessibility.
PROGRESS MEETINGS
The Contractor shall be available to meet with the agency representatives routinely (weekly) to discuss progress, exchange information, and resolve emergent technical problems and issues.
These meetings shall take place via teleconference as needed.
GENERAL REPORT REQUIREMENTS
This contract outlines the services that will be provided on behalf of the Contractor for a fee. The job site will be managed by Government personnel. Contractors will be independently paid by the
Government, and therefore, employee information from the Contractor is not required.
PROTECTION OF INFORMATION
The Contractor will not have access to information protected under the Privacy Act. Contractors will safeguard job site information against unauthorized disclosure or dissemination.
BACKGROUND INVESTIGATIONS
All Government personnel who will have access to the job site already have a favorably adjudicated background investigation, and designated security clearance. No additional security clearance is required.
FACILITY ACCESS
There are no onsite visits on behalf of the Contractor required for the purpose of this contract.
Section 508 Requirements
Section 508 of the Rehabilitation Act, as amended by the Workforce Investment Act of 1998 (P.L.
105-220) (codified at 29 U.S.C. § 794d) requires that when Federal agencies develop, procure, maintain, or use information and communications technology (ICT), it shall be accessible to people with disabilities. Federal employees and members of the public with disabilities must be afforded access to and use of information and data comparable to that of Federal employees and members of the public without disabilities.
