About this file
This is a Justification for Other Than Full and Open Competition document issued by the Defense Logistics Agency (DLA) Troop Support, Subsistence Supply Chain for a bridge action modification to an existing Subsistence Prime Vendor (SPV) contract.
The contracting activity seeks to extend the performance period of existing contract SPE300-21-D-3319 with US Foods Watertown for an additional 364 days, extending the contract through July 3, 2027. The contract is an Indefinite-Delivery, Indefinite-Quantity (IDIQ) fixed-price agreement with Economic Price Adjustment (EPA) provisions, originally competitively awarded on July 9, 2021. The modification increases the maximum dollar value from $26,321,922.81 to $43,585,768.66, an increase of $17,263,845.85. The contract provides full foodservice prime vendor support for all authorized DLA customers in Pennsylvania, New Jersey, and Southern New York areas, encompassing a comprehensive full-line of food and beverage items including chilled products, frozen foods, dairy, ice cream, beverages, juices, and other operational items. The current contract term consists of one 24-month base period and two optional 18-month periods, with fixed Distribution Price(s) for each period. The justification invokes 10 U.S.C. § 3204(a)(1) under Class Deviation 2026-O0017, asserting that only one responsible source exists and that award to any other supplier would result in unacceptable delays and break in Prime Vendor support. The contracting officer has determined the anticipated cost to be fair and reasonable. A notice will be published on SAM.gov and this justification will be available for public inspection within fourteen days of the modification date.
