About this file
This is a Statement of Need for a License Plate Recognition Speed Trailer issued by the 9th Security Forces Squadron (9 SFS) at Beale Air Force Base, California.
The 9 SFS seeks to procure one standard speed trailer equipped with license plate recognition technology to enhance speed enforcement capabilities and overcome current manning constraints. The trailer must measure 56–122 inches in length, up to 75 inches in width, and weigh up to 1,500 lbs, and must be solar-powered and towable. Key functional requirements include: license plate recognition camera capability to capture vehicles exceeding programmable speed limits; dual-direction RADAR to monitor one or two lanes of traffic; nighttime operation capability; outdoor temperature tolerance from 0°F to 120°F; and ability to withstand sustained winds up to 50 mph. The system must include two mounted license plate recognition cameras with VLT (variable light technology) capability, one rechargeable backup battery with 72-hour capacity (including two battery packs and one charger), and one heavy-duty anodized solar panel with a locking mounting system certified for 50-mph wind resistance in both deployed and stowed positions. All captured data must be stored securely on a cloud-based solution with hard drive backup and password-protected access limited to authorized Security Forces personnel. The contractor shall provide two hours of on-site operator and maintenance training for up to ten government personnel upon delivery. Equipment delivery is required no later than 60 days after receipt of order to 9 SFS, 17798 24th Street, Building 25470, Beale AFB, CA 95903-1613. A one-year manufacturer warranty against defects is required. The government reserves the option to purchase up to two additional speed radar trailers under identical specifications and pricing if funding becomes available. Standard operations hours are Monday–Friday, 7:30 a.m. to 6:00 p.m., and contractor personnel must comply with base access procedures, traffic regulations, and cellular phone policies.
