Final delivery of all decals to various Parks and Recreation Division locations must occur within 20 business days of proof approval or no later than December 21, 2017. The vendor may package decals in one of three options: rolls with 50 decals per roll, pads with 50 decals per stack, or fan-fold sheets with 50 decals per stack, with all packaging limited to 1,000 permits per carton.

The vendor must maintain strict security controls and accountability throughout manufacturing, with the state retaining the right to audit overruns, duplicates, and spoilage. All subcontractors must observe identical security precautions. The successful bidder is responsible for all packaging, mailing labels, and drop shipping to state-designated locations using the provided UPS account number, with signatures required upon delivery. Twenty unnumbered decals of each design must be furnished to the Parks and Recreation Division. All negatives, color separations, and production materials become property of the State of Michigan upon completion. The vendor's accountability system requires state review prior to purchase order award.
