I. PROJECT OVERVIEW

Region 1 of the General Services Administration (GSA), Public Buildings Service (PBS) owns and manages numerous properties constructed in the 1980s through the 2000s.

Since many of these properties may require major modernization or stabilization projects, it is important for GSA to catalogue building elements following CSA Specification format and the US National CAD standards.

Part of GSA’s mission is to ensure all public federal buildings maintain design integrity and efficient building operations. In pursuit of this goal, GSA has established an initiative known as the “Building Design Standards.”

The Building Design Standards (BDS) seek to develop consistent approaches to building repair, alteration, and workspace renewal projects to maintain the design unity and value of these properties.

Many design professionals are contracted for repair and alteration projects over the life of a public building. Inconsistencies in materials, finishes, fixtures and architectural character of an interior that occur incrementally in the absence of building design standards can create haphazard interior, compromise tenant and visitor enjoyment of a building, impede efficient property management, and lower the value of the building as an asset.

The objectives of the BDS are to maintain a cohesive identity for a building based on its significant characteristics by ensuring consistency in design. The BDS serves as a building-specific design reference to future repair, alteration, space upgrades and

II. GENERAL REQUIREMENTS

A. Prior Experience

The successful Building Design Standards contractor shall hold a professional degree in

Architecture with a current state license as Architect, and a minimum of two years of comparable experience developing design standards or guidelines intended to promote well-integrated design that is compatible with a building's original character-defining materials and design attributes.

Such experience may include, but is not limited to, development of historic structure reports or building preservation plans for buildings of comparable complexity (to the project building), and building design standards, guidelines or master plans designed to preserve the exterior and interior architectural unity, harmony and integrity of a comparable building.

The Architect/BDS Team for the project shall have completed at least three (3) examples of comparable Building Design Standards or similar analysis/guidelines for properties of a similar scope, complexity, and magnitude within the past ten (10) years.

B. Standards and Criteria Documents

GSA will provide an Adobe In-Design BDS Template and a BDS User Guide for the contractor’s use in completing the subject BDS. See Section III Scope of Services.

The Architect/BDS Team is responsible for ensuring compliance with the most recent editions of local, state, federal and national codes, and design standards at the time of contract award. If there is a conflict between a code requirement and a GSA requirement that is based on a Federal Law, Executive Order, or GSA owner requirement, the GSA requirement will prevail. The Architect/BDS Team must notify the Contracting Officer

(or representative) in writing of the conflict and the recommended resolution.

1. Document List

At a minimum, the Architect/BDS Team must comply with the following guides and standards as well as any tenant agency standards for the building.

● International Building Code (IBC)

• Facilities Standards for the Public Buildings Service (PBS P-100)

• Document Security for Sensitive but Unclassified Building Information (PBS

Order 3490.1A)

• Architectural Barriers Act Accessibility Standard (ABAAS)

• National Fire Protection Association (NFPA) Life Safety Code

• Leadership in Energy and Environmental Design (LEED)

• Secretary of the Interior’s Standards for Rehabilitation of Historic Buildings

III.PROJECT REQUIREMENTS

Using the BDS Template and BDS User Guide provided by GSA, the Architect/BDS Team shall review background documentation on the building’s original design and any subsequent alterations to characterize the original design intent, identify significant architectural attributes, and propose compatible and consistent approaches for maintaining the building’s design unity.

Although this particular property remains substantially intact, if any aspects of the building are found by the Architect/BDS Team to be inefficient, outdated, in violation of code requirements, or altogether poorly designed, propose design solution(s) consistent with the building’s significant architectural attributes.

A. Supplemental Requirements

1. All surveys, on site investigations, and communications with GSA shall be through the GSA Project Manager.

2. The Architect/BDS Team must provide all necessary equipment and personnel to perform site and building analysis, unless otherwise agreed upon with the Building

Manager.

3. Prepay all shipping charges on material sent to the GSA Project Manager, and/or

Contracting Officer.

4. Document submissions will be as specified in Section V SCHEDULE. No additional time will be added due to GSA non-approval of documents unless specifically identified by the Contracting Officer as a result of changes or additions to the Statement of Work.

5. Some submissions may be approved with the condition that the Architect/BDS team will comply with GSA’s comments on the subsequent submission. However, if these comments are not addressed in writing the resubmission or subsequent submission will be returned without review.

6. The submission time requirements listed in Section V SCHEDULE. apply to digital and hard copy reports.

7. For all meetings attended, prepare and deliver a summary report (meeting minutes) to all participants and the GSA Project Manager. List the time, date, location of the meeting, subject of the meeting, attendees, items discussed, conclusions or agreements reached, and unresolved issues. Each summary report shall include an update regarding project progress and schedule as the first two items and shall be provided within one week after the corresponding meeting date.

8. A minimum of one set of record photos of existing standards, brochures, or graphics for the project record, shall be submitted to the GSA in .jpg or .gif format on a CD-

ROM as a supplement to the final BDS Report. GSA will coordinate access and security clearance requests with Property Management for any photography necessary for the project.

B. BDS Format Description

The BDS shall be contained in a booklet format following the BDS Template and BDS

User Guide provided by the GSA. The document will include sketches, diagrams, photographs, and cut sheet information as necessary. The booklet must have standard items listed in a common category of the provided template so that the information may be easily found. Drawings are to be 11x17, folded to fit. Drawings must be simplified to show main building components and tenant spaces as easily legible in the document;

construction drawings are not required or desired.

To ensure the best quality BDS for the subject building, the Architect/BDS Team may propose modifications to the BDS template as necessary. Additional sections, subsections, categories, or format changes may be desirable to effectively convey the building information. All proposed template modifications by the Architect/BDS Team must be submitted and approved by the GSA project team in writing prior to their inclusion in the BDS document.

1. BDS Sections

a. Sections 1.0 Building Profile and 2.0 Defining Features

Sections 1.0 Building Profile and 2.0 Defining Features describe and document the existing building conditions and history, including architectural era and existing defining features. Include background information such as whether the property contributes to a Historic District(s), and whether it is a part of a regional or city plan for development. Include a survey of significant features, details, and types of materials comprising the building exterior, building interior and any site features. In addition, include documentation by a qualified engineer of building mechanical, electrical, and life safety systems.

b. Section 3.0 Design Principles

Based on the information from Sections 1.0 and 2.0 in the BDS template, Sections

3.0 Design Principles formulates prescriptive guidelines to future design and construction projects and provides a reference for appropriate property management of repairs and maintenance.

In Section 3.0 Design Principles, any new design standards elements must be carefully established in conjunction with the existing architectural elements and historic significance. The recommended design standards must be clearly distinguished in one of the following three categories:

• Preserve the existing condition as a building standard

• Propose a modification of existing conditions for a building standard

• Establish new conditions for a building standard

All standards must comply with current building codes and GSA standards and compatible with the building’s original design intent and significant architectural character.

a. Section 4.0 Finishes

Section 4.0 Finishes lists existing materials within the building, including, but not limited to, ceiling, wall and floor finishes, door and hardware types, elevator manufacturer(s), elevator door and cab finishes, plumbing and electrical fixtures and manufacturer(s). Changes from the original contract documents shall be noted.

The Architect/BDS Team shall review the current 2015 Building Standards for the John J. Moakley Courthouse for compliance and recommend any updates or revisions.

2. Hard Copy Document Requirements

a. Cover Page o Include the title, GSA logo, building name, building number date, city and state, and submission stage.

o The image on the cover should be a current, overall view of the building.

Everything else on the cover from the BDS Template should remain

(including, but not limited to color, text size, and font).

o The cover page must be heavy card stock, printed on 110lb glossy stock paper with 5 millimeters glossy laminate on each side.

b. Section Pages o The image on the section pages should be building specific; nothing else should be altered from the template.

o Section pages must be heavy card stock printed on 110lb glossy stock paper.

o Section pages must include a tab with the section titles.

c. Content Pages o Content pages shall be on high quality printer paper.

o Photos, diagrams, sketches, and drawings shall be at a minimum size and resolution of 5 x 7 inches, 300 DPI on 28lb color laser printer paper.

o Submitted photographs shall document spaces and conditions in views that legibly convey the overall appearance of the space as well as significant features and conditions, minimizing proportional distortion o Photographs shall be integrated into the text as appropriate to illustrate conditions, as well as provided as an appendix to the main text, with a maximum of two images per page.

o Photographs shall also be included in a digital format file, meeting current standards for professional architectural photography, at a minimum size and resolution of 5 x 7 inches, 300 DPI.

o All images shall be checked to verify image quality before upload to the shared drive.

o Consult with GSA Region 1 for standard Microsoft colors for diagrams o All pages must be professional, clear and crisp; avoid omissions and voids in text.

Include all Appendices complete as of the date of the submission in the final report.

3. Document Review by GSA

a. Should the Architect/DBS Team recommend modifications or additional sections to the template, the Architect/BDS team must submit the recommendations/ changes to GSA for review and approval prior to incorporation into a submission.

b. The Architect/DBS Team shall arrange a regularly scheduled conference call to review the progress and the issues that may have occurred during the process.

The conference call must include the Architect/DBS Team, the GSA Project

Manager, Property Manager, and other appropriate personnel from GSA.

c. The Architect/BDS Team shall prepare meeting notes from all progress meetings and conference calls. See Section III SCOPE OF SERVICES A.7.

d. Upon 50% completion, the Architect/DBS Team shall upload the required documentation to a shared drive for GSA review. The submission will be distributed within GSA to appropriate GSA team members and review comments will be solicited by the Project Manager. The Architect/BDS Team must resolve

GSA comments and incorporate resolution in the subsequent submission.

e. Upon 75% completion, the Architect/DBS Team shall upload the required documentation to a shared drive for GSA review. The submission will be distributed within GSA to appropriate GSA team members and review comments will be solicited by the Project Manager. The Architect/BDS Team must resolve

GSA comments and incorporate resolution in the subsequent submission.

f. Upon 100% DRAFT completion, the Architect/DBS Team shall upload the required documentation to a shared drive for GSA review and submit two hard copies and two CDs. The submission will be distributed within GSA to a panel review involving GSA architectural/design personnel. The panel will be determined by the Regional Chief Architect (RCA) and often consists of a representative(s) from the Technical Services Branch, the Project Manager, the

Property Manager(s), the Asset Manager(s), and the Regional Historic

Preservation Officer.

As part of this submission, the Architect/DBS Team will prepare a list of major changes and recommendations for the building standards per each section in a summary format (Executive Summary). All new building standard items and significant design features must be clearly identified in the Executive Summary and in the BDS booklet for each section of the BDS (Sections 1-4). Comments from the GSA review will be incorporated into the final submission.

IV. SUBMISSIONS

A. Submission Media and Copies Required

The Architect/DBS Team shall review all submittal formats with the COR prior to the first submission. All printing, reproduction and delivery costs required to execute the final reports shall be included in the contract.

B. Submissions - Electronic

All submissions shall be submitted in electronic media on CDs or removable drives

(thumb drives) or uploaded complete with all attachments to a shared drive. Electronic media must be in a form readable by standard office automation applications and be protected by applicable document security requirements. Consult with the GSA Project

Team to determine the version of such applications and security requirements. Full reports shall be required in .pdf format. In addition to PDF files, provide one copy of all content in editable native file format (Word, Excel, AutoCAD, etc.).

C. Submissions – Hard Copies

All written documentation and other material so sized and suited shall be on 8-1/2"x11" white bond paper in portrait orientation. Any graphics, drawings, maps, and charts can be larger than 8- 1/2"x11," but must fold down to 8-1/2"x11" for binding with written documentation. Color shall be used as necessary to optimize clarity, organization, and comprehension of the Building Design Standards, and to aid in visualization.

There shall be no company logos or other identification for promotional purposes included in any submission except that the Architect/BDS Team company name may be discreetly displayed on the front cover. An acknowledgements page may be included to list the Architect/BDS Team personnel, key consultants, and other GSA Project Team members contributing to the performance of the contract.

D. Submission Quantities

All presentation material such as photos, sketches, diagrams, and drawings used in the BDS in .jpg or .gif format shall also be saved to a separate CD(s).

Final submittals shall be retained at the following office(s):

E. Submission Ownership

All photos shall become the property of the GSA, to be used, with attribution, for educational and reporting needs. The HPP shall complete an image release form at the conclusion of the project.

VI. PAYMENTS

Invoices shall be submitted, and payments made in accordance with the completion of every submission unless otherwise agreed upon and documented by the GSA Project Team and the

Building Design Standards contractor.

Draft “pencil” invoices shall first be submitted electronically to the COR while copying the

CO. Draft “pencil” invoices shall be reviewed and approved and the Architect/BDS Team notified before the final invoice is uploaded for payment.

The following information shall be clearly shown on each invoice:

● Contractor Firm name, address, and telephone number

● Invoice Number (if invoice is revised, R01 shall be included after the original invoice number)

● ACT No. (as shown on the award letter)

● GSA Contract and Task or Delivery Order Number (as applicable)

● A short description of services that the billing represents

● Billing amount by building number (if multiple properties included)

● Total Contract Amount (if multiple services are required, list each service individually on the invoice),

● Previous Payment Amounts

● Current Invoiced Amount

● Amount Remaining for Work Not Yet Completed
