This is a combined synopsis solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 47PB0022Q0020 and the solicitation is issued as a request for quotation (RFQ). A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular
2005-87.This requirement is being issued as a total small business set-aside. The associated
NAICS code is 541620 – Environmental Consulting Service Contractors and small business size standard is $15 million.The Government intends to award a firm-fixed price, one-time service order for a Contractor to perform work in accordance to the statement of work. Please see the attached statement of work for full requirement details and pricing submission.
A. Identification of Agency
The General Services Administration (GSA), Public Buildings Service (PBS), Region 1 (New
England) is requesting a quote for a BDS at the Moakley Courthouse in Boston, MA. This requirement is a small business set aside. All services are to be provided in accordance to the statement of work. The Contractor will be required to submit a firm-fixed-price (FFP) quote due on 5/31/2022 at 2:00 PM ET.

B. Statement of Work Using the BDS Template and BDS User Guide provided by GSA ,the Architect/BDS Team shall review background documentation on the building’s original design and any subsequent alterations to characterize the original design intent, identify significant architectural attributes, and propose compatible and consistent approaches for maintaining the building’s design unity.
Although this particular property remains substantially intact, if any aspects of the building are found by the Architect/BDS Team to be inefficient, outdated, in violation of code requirements, or altogether poorly designed, propose design solution(s) consistent with the building’s significant architectural attributes.
C. Administration C.1 Contracting Officer (CO) The contracting officer is the final authority in all contractual matters relating to this award. The
CO has overall responsibility for administration of the contract and is authorized to take action on behalf of the Government relating to the contract. Should there be discussion of potential changes to the SOW or the Scope of work the Contractor shall inform the CO and CS. Changes to the SOW or scope of work cannot occur without a contract modification signed by the
Contracting Officer.
C.2 Contract Specialist (CS) The contract specialist is not authorized to modify the terms and conditions of a contract however the CS will complete all administrative tasks related to the contract, including preparing correspondence between the vendor and CO and coordinating the project with the PC. Should there be discussion of potential changes to the SOW or the Scope of work the Contractor shall inform the CS and CO. Changes to the SOW or scope of work cannot occur without a contract modification signed by the Contracting Officer.
C.3 Project Coordinator (PC)
The PC is not a Contracting Officer and is not authorized to modify the terms and conditions of the contract. The PC will work with the contractor on all day to day requirements to assist with the progress of the contract. The contractor shall update the PC on the project progress and should include the PC on all correspondence with GSA personnel. All submissions will be reviewed and approved by the PC.
C.4 Period of Performance
This award will be effective from the date of establishment for a 40 week period. The
Government may cancel the award at any time by notifying the Contractor Team Lead at least thirty (30) days in advance.
C.5 Security Requirements and Personal Identity Verification Procedures (Non-
Classified Contract)
The Contractor shall comply with directions provided by the Contracting Officer (CO) regarding all security requirements. All Contractor employees shall receive a favorable suitability determination, security clearance, and/or meet all security requirements, prior to reporting to work or performing work under this contract in accordance with HSPD(12)Security Procedures
(attached).
C.6 Kickoff Meeting
At the Government’s request, the contractor shall participate in the kickoff meeting for when the contract is established. This may require physical presence by the contractor at each kickoff meeting at no additional cost to the Government. All members of the contractor’s project team shall attend the kick-off meeting and the site-visit.
C.7 Proprietary Information
In the event that performance of any work under the contract causes the Contractor to gain access to proprietary and/or confidential information of other contractors, the Contractor is required to immediately execute Non-Disclosure Agreements (NDA) with those contractors, in order to protect the information from unauthorized use. The Contractor is required to refrain from using any such information for any purposes other than for which it was furnished. The Contractor must immediately provide the Contracting Officer with a copy of any such agreements with original signatures affixed.
D. Request for Quote
This acquisition will follow the regulations outlined in FAR 13.104.
D.1 Instructions for Quotes
The due date for Receipt of Quote (RFQ) is 2:00 pm ET 5/31/2022 Quotes shall be submitted in accordance with this solicitation to Sebastian.Asaro@gsa.gov and Adam.Katzman@gsa.gov .
Emailed quotes in the form Word or PDF document are required no other format will be accepted. The prospective offeror assumes full responsibility for ensuring that its’ quote is received on or before the specified date and time.
The final offer shall include all line items and associated quantities as stated in the statement of work. The quote shall be identified with a description of what required documents will be completed at the 50% submission, 75% submission and the final submission. Please note travel fees must be included in the fixed price quote for the contract as the government will not pay for travel as a separate line item.

Any questions regarding this procurement shall be sent electronically to
Adam.Katzman@gsa.gov no later than 2:00 pm ET on 5/19/2022 In posing questions, Contractors must cite the relevant RFQ section and page number. Questions should be written in a manner that enables clear understanding of the Contractor’s questions or concerns. Statements expressing opinions, sentiments, or conjectures are not considered valid inquiries and will not receive a response. Further, Contractors are reminded that GSA will not address hypothetical questions aimed at receiving a potential “evaluation decision.”

E.1 Evaluation Procedures
52.212-2 Evaluation—Commercial Items.
EVALUATION—COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a firm fixed price contract resulting from this solicitation to the offeror whose quote conforms to the solicitation and will be the most advantageous to the
Government. During the evaluation, price and other factors shall be considered. Please note that technical and past performance are equally important and when combined are significantly more important than price. Since price is not necessarily the determining factor, award may be made to the offeror with other than the lowest price.
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the
Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

CONTRACTOR SELECTION EVALUATION CRITERIA
I. PROFESSIONAL COMPETENCE (40%)
A. Identify the firm's proposed team with previous experience relative to the preparation of Building Design Standards Reports, including all licensed architects with a minimum of two years comparable experience, and all team members possessing relevant professional degrees or certificates.
In addition, the firm shall demonstrate a familiarity with characteristics of late 20th century architecture, including construction and maintenance issues of masonry veneer over CMU and curtain wall design (30%)
B. Identify the proposed team members that represent all required disciplines necessary to complete the Scope of Work (5%)
C. Confirm that the Offeror has sufficient staff and technical resources available, not committed to other contracts, to undertake this contract? (5%)
II. PAST EXPERIENCE - EXAMPLES OF BUILDING DESIGN STANDARDS /
PRIORITY RANKING (30%)
A. Provide at least three (3) examples of comparable Building Design Standards or similar analysis/guidelines for properties of a similar scope, complexity, and magnitude within the past ten (10) years by the proposed team for this project, including specific examples of priority ranking of spaces and elements (30%)
III. PAST PERFORMANCE ON SIMILAR PROJECTS (30% Total)
OR
PRIOR COLLABORATION by PROPOSED TEAM (15%) PLUS
PROFESSIONAL REFERENCES (15%)
A. Provide the name and phone number of client references that can be contacted to verify performance on examples of comparable Building Design Standards Reports submitted under IIA, above (30%) OR
B. Provide at least three (3) examples of comparable Building Design Standards Reports of a similar scope, complexity and magnitude completed within the least ten (10) years from prior collaboration by the proposed team for this project, including specific examples of priority ranking of spaces and elements (15%) AND
C. Provide the name and phone number of client references that can be contacted to verify performance on examples of comparable Building Design Standards Reports submitted under IIA, above, from prior collaboration by the proposed team for this project (15%)
Non-Price Factors, when combined, are approximately equal in importance to Total
Evaluated Price.
If selected for an interview, the Offeror shall be prepared to discuss all aspects of the Evaluation
Criteria indicated above and to demonstrate the ability to fulfill all contract requirements.

a. The contractor shall comply with GSA personal identity verification requirements, identified at http://wwgsa.gov/hspd12, if contractor employees require access to GSA controlled facilities or information systems to perform contract requirements.
