SEED TASK ORDER 1

3.0 SCOPE OF WORK

THIS IS A SAMPLE PROJECT FOR EVALUATION PURPOSES AND WILL NOT BE AWARDED.

Offeror should initially bid this project as a design-build of a pre-engineered metal building (a complete and usable Fieldhouse) and associated work. This will be used in evaluating Offeror’s price proposal and technical approach.

Offeror is encouraged, however, to evaluate other building types and shapes, such as precast or tilt-up concrete or site-constructed masonry and propose any viable alternatives. Offeror’s technical approach to the pre-engineered metal building and any alternatives will be used in evaluating bidder’s proposal.

This description of the work in this Section is generally broken down by UFGS Guide Specifications Divisions, with Offeror to determine what work is necessary and performing that work to deliver a complete and usable facility.

DIVISION 00 - PROCUREMENT AND CONTRACTING REQUIREMENTS

DIVISION 01 - GENERAL REQUIREMENTS

3.01.1 Design & Preliminary Documentation

3.01.1.1 As part of the Technical Approach, Offeror shall submit a proposed project plan and basic schedule for this fictious project, including a generic identification of any interruption to active electrical, water, sewer, gas or other utility services (assuming they are all 30 ft from front right corner of the building footprint. While Offeror does not have to submit a site safety plan for this fictious project in the Proposal, Offeror should include the costs in its bid and the time in its schedule as if the successful Contractor would submit a site safety plan for Contracting Officer’s Representative (COR) review and approval prior to performing any work. The COR would have at least two weeks’ notice before any action so that a schedule is mutually agreed upon and notice given to the base before the work is undertaken.

3.01.1.2 This is a fictitious project. For bidding and scheduling purposes, Contractor shall assume the successful bidder would begin design of the building within 30 days of the Notice to Proceed (NTP). Contractor shall consult with the COR and base as the design progresses holding at least three design charrettes (35%, 65% and 95%).

Assume the Contractor will do a fast-track design submission for the sitework, which could begin upon Government acceptance. Design would be required to be complete, and building construction begin no later than 180 days from NTP. Also assume Contractor would be required to provide drawings of the building with a P.E. seal prior to start of building construction work.

3.01.2 Kick-Off Meeting

For bidding and scheduling purposes, Offeror should assume the COR will host a pre-construction (i.e., kick-off) meeting to advise and coordinate on local procedures, safety and security requirements, and project activities. Base Requirements: The base will advise Contractor of the location and processes to obtain the following as needed:

- Personnel identification badges, vehicle passes, and/or entry permits.

- Information on job site safety, fire prevention/security practices and procedures.

- Access to utilities (electrical, water, sewer etc.) This includes a supply (e.g., fire hydrant or standpipe) of large quantities of potable water. Security escorts for work in restricted areas.

3.01.3 On-Site Field Oversight & Quality Control

Contractor shall provide the supervision, manpower, equipment, material, services, and transportation necessary to ensure oversight and quality control services throughout accomplishment of this task order. It is the responsibility of Contractor to establish and maintain open communications between all the concerned parties/authorities associated with accomplishment of this task order.

3.01.4 For bidding and scheduling purposes, Offeror should consider that Contractor shall submit a Work Clearance request and Digging Permit describing any changes to vehicular traffic flow, base utility services, base communication cables, protection provided by fire and intrusion alarm systems, or routine activities of the installation. This form is used to coordinate the required work with key base activities and keep customer inconvenience to a minimum. It is also used to identify potentially hazardous work conditions and prevent accidents.

The Work Clearance Request is initiated by Contractor through the COR at least ten (10) days prior to the start of work. If work delays are encountered, and/or the conditions at the job site change (or may have changed) the Work Clearance Request must be re-processed. Contractor shall coordinate and obtain all utility mark outs prior to starting work. The processed and approved Work Clearance is used as an authorization document to work in a specified area. It certifies that all required coordination has been conducted. Submission of this form is for local installation mark outs only and does not relieve Contractor of the responsibility for obtaining public utility mark outs.

3.01.5 Fire Prevention. Contractor's operations shall comply with all requirements of the Installation Fire Prevention Standards, Air Force, Army and Navy Regulations as applicable, most current issue of the National Fire Codes, and the Fire Department which is Authority Having Jurisdiction (AHJ). Open flame, hot work requires prior approval of the Fire Department of AHJ on a daily basis.

3.01.6 Contractor shall implement the storm water pollution prevention measures specified in a manner that comports with requirements herein and also as in any Storm Water Pollution Prevention Permit. Under the federal Clean Water Act, 33 USC §1251 et seq., this Specification applies to all construction projects that clear, grade or excavate parcels that are one acre or larger.

3.01.7 Contactor shall perform all site work and construct the building designed as a result of the successful proposal and task order award. Unless agreed otherwise, the fieldhouse building shall be a 100 ft. x 160 ft. pre-engineered metal building; exterior grading and landscaping of roughly 1 acre surrounding the building; and approximately 250 square feet of 4-inch-thick sidewalk connect the building to adjacent streets and sidewalks.

3.01.8 Material Handling

3.01.8.1 Dumpsters and waste containers shall be kept fifteen (15) feet away from any existing building.

3.01.8.2 Contractor shall remove all contract generated debris from the construction site and dispose of the debris off site at an approved landfill. Disposal shall be in accordance with Local, State and Federal laws and regulations.

In case of conflict, the most stringent law or regulation will apply. All dumpster delivery tickets must be returned to the government (See Material Submittals for detail).

3.01.9 Pre-Final Inspection

Contractor shall conduct a pre-final walk through inspection with COR and publish the pre-final inspection findings in a pre-final inspection (punch list) report. Contractor shall include a draft DD Form 1354, Transfer and Acceptance of Real Property for review.

(t) Contractor shall provide commissioning of all the new building systems and re-establish sequence of operation to ensure/restore equipment operation in accordance with design intent and/or to meet current owner’s operational needs.

(u) After the successful commissioning, Contractor will provide 4 hours of training to the operations and maintenance (O&M) personnel by a factory trained technician.

(v) For the purpose of this sample project, Offers should assume that after the successful commissioning, Contractor would have an approved subcontractor update the data and required photographs for the newly-constructed building into the Army’s BUILDER SMS computerized database in accordance with BUILDER methodology and the Army BUILDER SMS Inventory and Assessment Implementation Guide. The subcontractor must have three (3) years of desk-entry experience in entering data and photographs into the Army BUILDER SMS system. The Contracting Officer must review and approve all subcontractors proposed to accomplish this work. Building components shall be inventoried using BUILDER methodology in accordance with Army BUILDER SMS Inventory and Assessment

Implementation Guide structure to includes all BUILDER defined component-sections associated with the Army’s designated UNIFORMAT II BUILDER Systems. Assessors shall use facilities naming convention and comment format consistent with Army BUILDER SMS Inventory and Assessment Implementation Guide. Assessors shall utilize the BUILDER SMS Direct Rating Assessment method supplemented with specific distresses observed when the component-section is given any rating lower than Green minus (G-). Photographs shall be entered of the required building sections and distresses.

DIVISION 02 - EXISTING CONDITIONS

3.02.1 Use of existing condition data provided by the Government conveys acceptance and as such does not relieve Contractor of liability associated with performance as the Engineer of Record. Contractor shall be solely responsible for verification and validation of existing conditions, coordination of existing conditions in parallel with proposed design requirements. Contractor, in undertaking the work under this contract, is assumed to have surveyed the facility and to have taken into consideration all conditions which might affect the work.
