About this file
This is a Final Solicitation and contract award document for a five-year Firm-Fixed-Price Indefinite Delivery Indefinite Quantity (IDIQ) contract for the overhaul and upgrade of UH-60 Black Hawk Mechanical Transmissions. The U.S. Army Contracting Command-Redstone (AMCOM) at Redstone Arsenal, Alabama issued this negotiated procurement on July 6, 2026, with a proposal deadline of August 7, 2026 at 5:00 PM local time. Electronic submissions are required and must be emailed to andrew.e.cameron.civ@army.mil and lindy.l.pinchon.civ@army.mil. The proposal acceptance period is 120 days from the deadline. This is a sole-source acquisition limited to Sikorsky Aircraft Corporation (CAGE 78286), the only approved source qualified to perform overhaul and upgrade of the Mechanical Transmission as a Critical Safety Item.
The contract requires overhaul services for three input NSN/part number variants (1615-01-701-8346, 1615-01-686-7198, and 1615-01-542-7514), all outputting to NSN 1615-01-701-8346. The minimum obligation is 25 units on the first delivery order, with estimated quantities of 25 units per year for U.S. orders and 7, 6, 6, and 6 units respectively for years 2-5 for Foreign Military Sales (FMS), totaling a maximum of 150 units over five years. Offerors must submit firm-fixed unit prices for each of five one-year ordering periods across multiple contract line items (CLINs): Product Verification Audit (CLIN 0001AA), three overhaul/upgrade CLINs for U.S. quantities (0002AA-0002AC at 3, 5, and 17 units annually), three overhaul/upgrade CLINs for FMS quantities (0003AA-0003AC at 0, 2, and 4 units for year 1, with varying quantities in subsequent years), scrap disposition (CLIN 0004AA at 10 units per period), and contractor-furnished containers (CLIN 0005AA at 10 units per period). The contractor must submit a Frozen Maintenance and Overhaul Plan within 30 days after contract award and conduct a Product Verification Audit within 90 days of receiving reparables, presenting three audit-ready assets for Government acceptance. All work must comply with Depot Maintenance Work Requirement DMWR-1-1615-372, AS9110 quality standards, QE-STD-1 and QE-STD-2 Critical Safety Item requirements, MIL-STD-2073-1E packaging standards, and include comprehensive data deliverables including TAMMS-A logistics data, cost and hour reporting through CADE, and maintenance parts data reports. The contractor is responsible for obtaining all mandatory replacement parts, managing Government Furnished Property through the PIEE system, applying Item Unique Identification per MIL-STD-130N, and complying with Total Asset Visibility-Contractor (TAV-C) reporting requirements.

NOTICE TO OFFERORS - FLIGHT SAFETY PARTS REQUIRING ENGINEERING TESTING
(a) The parts being procured under this solicitation are identified as flight safety parts requiring engineering testing. In accordance with the Army policy pertaining to such parts, this procurement is limited to only those sources (1) who have been approved in accordance with AMCOM source approval procedures and (2) whose part has successfully completed all required engineering testing.
Notwithstanding the fact that the technical data package may list sources who have not been tested, only those sources listed in Section
B are eligible for award.
(b) By submitting an offer/bid/quote, the contractor certifies that (1) parts representative of the parts it will deliver have previously been subjected to and have passed all requisite engineering testing and (2) the critical manufacturing processes that will be used to produce the parts are either unchanged since the representative parts were tested or that changes in critical manufacturing processes have been approved by the Government in accordance with QE-STD-1 or other Government approved standard. The contractor agrees to provide any and all pertinent documentation which the Government deems necessary to show compliance with the foregoing requirements.
*** END OF NARRATIVE A0001 ***
1. Mechanical Transmission is a Critical Safety Item (CSI).
2. This is a five (5) year Firm-Fixed-Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract pursuant to FAR 52.216-22.
3. There is a Depot Maintenance Work Requirement (DMWR) for the overhaul/upgrade of the Mechanical Transmission. DMWR-1-1615-372, dated
5/30/2018, Change #0 is available; however, this requirement is for items that have been classified as CSI, and is therefore restricted to approved sources. Sikorsky Aircraft Corporation (78286) is the only approved source for overhaul/upgrade of the Mechanical
Transmission. No other sources have the capabilities in place to accomplish this overhaul effort.
4. When Applicable, the contractor shall complete the Foreign Military Sales (FMS) Customer DA FORM 2410 (Component Removal and Repair
Overhaul Record), submitted with the item for repair, in accordance with DA Pamphlet 738-751, TB-1500-341-01, and TM 1-500-328-23. Upon completion of repair, if authorized, the contractor shall fill out U.S. Army DA Form 2410 and return it to the FMS customer with the repaired asset(s), along with the FMS customer version of the DA Form 2410.
5. The FMS Customer and geographical location(s) for deliveries, inspection, and acceptance points are unknown at this time.
6. Subject to the availability of funds, any quantities ordered will be priced at the unit price established for the ordering period in which they are ordered. Funds shall be obligated by issuance of Delivery Orders and not by the contract itself.
7. The minimum quantity of 25 each (US quantity) shall be obligated on the first delivery order, to be issued simultaneously with the award of the contract. Any additional quantities ordered will be priced at the firm fixed price in effect during the ordering period in which they are ordered and will not exceed the maximum of 150 units.
8. The Government will not be required to obtain the contractor's signature prior to the issuance of an order.
9. The Government intends to award only one Firm-Fixed Price IDIQ contract as a result of this solicitation.
10. The Government has segregated the estimated quantities into five ordering periods. However, this does not preclude exercising the
Government's right under FAR 52.216-19 by ordering the maximum quantity specified in FAR 52.216-19(b)(1) at any time during the five-year ordering period.
Ordering Period 1 will be from date of contract award through 365 days after contract award (DACA).
Ordering Period 2 will be from 366 DACA through 730 DACA.

SECTION C - DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
1. The Contractor, as an independent Contractor, and not as an agent or employee of the Government, shall furnish all services, facilities, labor, parts, materials, equipment, tools, and data (other than Government Furnished Property), necessary to accomplish the inspection and overhaul/upgrade for Mechanical Transmission for the UH-60 that is required to return the asset to serviceable condition sufficient to meet the standard of continued airworthiness in accordance with (IAW) Army Regulation (AR) 70-62. Upon completion of the overhaul/upgrade, the overhauled/upgraded assets shall be packaged IAW with this contract and shipped to the destination(s) specified in each individual delivery order.
2. Prior to commencement of overhaul/upgrade, the Contractor shall disassemble and inspect the component to the extent necessary to determine if the component is physically unrepairable or has suffered abnormal or catastrophic damage. The Contractor shall continue the overhaul/upgrade process on all end items, unless the items are determined to be physically incapable of being overhauled/upgraded. The overhaul/upgrade line items shown in section B are firm-fixed price. The contractor will be required to complete the overhaul/upgrade on all end items regardless of the damage, unless the items are determined to be physically incapable of being overhauled/upgraded. The contractor will be required to provide data/documentation proving that the item is physically incapable of being overhauled/upgraded and a report of discrepancy signed by the DCMA QAR to the Procuring Contracting Officer (PCO) to confirm that the item is physically incapable of being overhauled/upgraded. To support the determination that the asset is physically incapable of being overhauled/upgraded, more documentation may be requested by the Government. In no event will an asset be scrapped prior to an approved modification by the Contracting Officer. No additional funding, except for missing parts, will be provided to the contractor to complete the overhaul/upgrade of the end item. The firm fixed prices in the overhaul and/or upgrade CLINs must include/cover all mandatory and non-mandatory parts as required by the Depot Maintenance Work Requirement (DMWR). The Government cannot guarantee the condition of the assets sent to the Contractor for overhaul/upgrade.
3. In the event that an asset is determined (approved by PCO) to be physically incapable of being overhauled/upgraded or has suffered abnormal or catastrophic damage, the contractor shall scrap such assets at the fixed unit price specified in CLIN 0004AA of section B.
Defense Federal Acquisition Regulation Supplement (DFARS) Clause 252.245-7005 Management and Reporting of Government Property, included in this contract, the Contractor shall complete the Plant Clearance Inventory Schedule using the Plant Clearance capability of the
Government Furnished Property (GFP) Module of the Procurement Integrated Enterprise Environment (PIEE), an electronic equivalent of the
Standard Form 1428, Inventory Disposal Schedule. Users may register for access and obtain training on the PIEE home page https://wawf.eb.mil/piee-landing. Such scrapped items shall count toward the minimum quantities ordered hereunder. The Government may, at its discretion, replace any items scrapped by input of additional assets, and said scrap quantities will not count as part of the total maximum quantity. Any item other than those determined to be scrapped must be overhauled/upgraded at the firm fixed price in the awarded contract.
4. Overhaul/Upgrade shall be performed IAW the DMWR for this effort, DMWR-1-1615-372 dated 5/30/2018, ch #0, and all applicable
Maintenance Engineering Orders (MEOs).
par
5. Critical Safety Item: The Mechanical Transmission is a critical safety item.
a) This overhaul/upgrade shall comply with the requirements of AMCOM Regulation 702-7, Aviation Critical Safety Items, Critical
Application Items, and New Source Testing Program Management, Appendix C, Quality Engineering Standard-1, Revision F (QE-STD-1F) and
Appendix D, Quality Engineering Standard-2, Revision D (QE-STD-2D). If during the overhaul/upgrade process, the Contractor determines that completion of the overhaul/upgrade will require the Contractor to acquire and utilize a new component, the Contractor shall procure new components only from sources of supply approved by the Combat Capabilities Development Command (DEVCOM) Aviation and Missile Center
(AvMC), Systems Readiness Directorate (SRD). The Contractor must require purchase and acquisition of any new components to comply with
QE-STD-1F. Adherence to QE-STD-1F and QE-STD-2D is required to maintain the integrity of the Critical Characteristics (CCs) of each CSI component. QE-STD-1F, QE-STD-2D, and a list of the applicable CCs are attached in Section J.
b) Written notification shall be given to the PCO as soon as possible but at least 30 days prior to first delivery indicating the time frame when the subject CSI under this contract will be actively in production so that a Supplier Interface and Oversight Program (SIOP) on-site review can be scheduled if such a review is determined by the Government to be necessary. The Contractor shall cooperate with and allow the Government to conduct a SIOP on-site review (1-3 days typically) while the Contractor is actively overhauling/upgrading the components. This review may also require site visits to critical process subcontractors. The purpose of the SIOP on-site review is to inspect the overhaul/upgrade processes and documentation for CSIs and provide feedback and direction regarding the CSI program.
c) NOTE: Some of the personnel that support the SIOP program (for example, evaluation of manufacturing planning and participation in the
SIOP onsite reviews) are support contractors of the DEVCOM, AvMC, and SRD, who provide programmatic and technical services under the
AMCOM EXPRESS program. The SRD will, within 30 days of contract award, identify the Contractors who may require access to your company's proprietary data (for example, frozen manufacturing planning) and facilities in performing their duties. The engineering support contractors will be allowed access only if a Non-Disclosure Agreement (NDA) between their employer and your company has been executed.
A standard NDA will accompany the SRD notification. If an NDA with the identified support contractor has not been executed with your company, sign and submit the NDA with the frozen manufacturing planning to the PCO within 30 days of contract award. If you have any objections to the NDA or to its terms or conditions, contact the PCO in writing within 10 days of receipt of the SRD notification to allow sufficient time for a mutually acceptable arrangement to be reached.
6. Upon receipt of the assets, containers shall be reviewed for serviceability. Containers shall be considered serviceable unless one or
