Performance Work Statement-NABSD dba Naval Academy HOSPITALITY
U.S. Naval Academy (USNA) 2026 Naval Academy Leadership Conference Mission
The official mission statement of the United States Naval Academy is "To develop Midshipmen morally, mentally, and physically, and to imbue them with the highest ideals of duty, honor, and loyalty in order to graduate leaders who are dedicated to a career of naval service and have potential for future development in mind and character to assume the highest responsibilities of command, citizenship, and government." Implied within this mission is the necessity to attract the most qualified Midshipmen candidates, which can only be accomplished by maintaining and promoting the Naval Academy's unique strengths and the opportunities it provides these future leaders. Maintaining positive relationships with community leaders, parents, fleet personnel, alumni, supporters, the academic community and the general public is critical to branding the Naval Academy as a premier education and leadership development institution. These responsibilities are executed from the perspectives of both a military command and an institution of higher education. The Naval Academy, as an Undergraduate Institution, will execute programs similar to other public/private colleges and universities consistent with common business practices.
Funding Policy
It is the policy of the Naval Academy to use Gift Funds, in part, for representational purposes in support of its mission. These unique funds are the sole source of funding for conducting the Naval Academy's premier annual leadership conference and allow the Naval Academy to host this large-scale conference with delegates from across the country and around the world, as well as to achieve and maintain the highest level of excellence. Consistent with institutions of higher education around the country, the Naval Academy relies on the generosity of its donors to support programs and events that promote academic, athletic, and moral excellence. Gift Funds are critical to accomplishing the unique, representational mission requirements by providing an alternate funding source, above that appropriated by Congress. Reference: Comptroller General Decision B-142538 of 8 Feb 61.
Background
Since 1984, the Naval Academy has hosted an annual leadership conference for senior cadets and midshipmen from each of the service academies. In 2002, the conference expanded to include students from civilian universities and broadened its scope to include leadership topics relevant to government, business, and academia, as well as the military. Made possible through the generous support of the Class of '38, Senator Margaret Chase Smith, and Mitch and Linda Hart, the USNA Leadership Conference now includes more than 400 participants from over 45 military and civilian colleges. In 2006, the Leadership Conference incorporated a student-generated and professionally published conference report that addressed key issues related to the conference theme. In recent years, the Leadership Conference has varied presentation formats and increased the amount of small group interaction and discussion in order to foster learning experiences among attendees. At the height of COVID-19, the Leadership Conference adapted to the altered environment and pivoted its presentation to a hybrid platfonn with speakers and delegates participating virtually and the Brigade of Midshipmen and Naval Academy faculty and staff attending in person. This leveraging of technological innovations allowed the Leadership Conference to reach an even greater audience. In 2022, the Leadership Conference maintained its hybrid virtual platform and was the first major in-person event of the calendar year, with 224 non-Naval Academy delegates, including those from seven different countries, in attendance since the COVID-19 pandemic. For 2026, the United States Naval Academy, the Division of Leadership, Education, and Development (LEAD), along with the Hart Foundation, Senator Margaret Chase Smith, and the USNA Class of '38, are proud to sponsor the Leadership Conference on academy grounds. With such sponsorship, the primary purpose of the meals provided is to enable Midshipmen and non-Naval Academy delegates to network and establish relationships with each other, engage in discussions over the various conference topics, and for the Midshipmen to share their unique Naval Academy experiences with the conference delegates.
