PROPOSAL PREPARATION AND EVALUATION INFORMATION
https://www.cpars.gov/
This part describes the precise mechanism for evaluating and selecting offers for this procurement for:
PROJECT NO. 598-22-126 – Demo Buildings 75, 158, 162, 175, T-166, T-167 (Demo Farm)
To assure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein. Proposals must be complete, self-sufficient, and respond directly to the requirements of this solicitation. Offerors are required to meet all solicitation requirements. The Government reserves the right to make a final determination on a proposal’s acceptability/ unacceptability solely on the basis of the proposal submitted and to proceed without requesting additional information. Failure to meet a requirement may result in an offer being removed from consideration for award.
Offerors must provide all requested information for each factor. Proposals must address each element of the factors as applicable to be considered responsive to this solicitation. Factor headings should be typed in bold text for identification. It is the offeror’s responsibility to ensure the submitted proposal is in the proper format and the provided information is clear and free of ambiguities.
Offeror’s proposal should contain the offeror’s best terms from a price standpoint. Offerors are cautioned to submit sufficient information and in the format specified in the proposal instructions. Communication conducted to resolve minor or clerical errors would not constitute discussions and the Contracting Officer reserves the right to award a contract without the opportunity for proposal revisions or discussions.
THE GOVERNMENT RESERVES THE RIGHT TO AWARD TO OTHER THAN THE
OFFEROR WITH THE LOWEST PRICED PROPOSAL OR HIGHEST RATED TECHNICAL
PROPOSAL.
Offers will be evaluated using the evaluation factors listed. It is the offeror's responsibility to ensure the completeness of the proposal. The SSEB may evaluate solely on the information provided in the initial proposal and will not assume that an offeror possesses any capability that is not specifically identified in the proposal.
a. The objective of the source selection is to select the offer that represents the best value to the Government. In order to select the offeror representing the best value, the Government will evaluate the offers by conducting a comparative assessment of all acceptable offers against source selection criteria in the solicitation. Benefits associated with additional costs will be identified and considered by trading off difference in capability and price. If one offeror has better capability and lower price, then that will be the better value. If one offeror has the better capability and the higher price, then the source selection authority (Contracting Officer) will decide when the difference in capability is worth the difference in price.
NOTE: Price will be evaluated but not ranked.
b. If the source selection authority considers the better capability to be worth the higher price, then the more capable higher-priced offeror will be the better value. If not, then the less capable, lower priced offer will be the better value. The source selection authority will continue to make capability and price trade-offs until he has decided which offeror represents the best value to the Government. Therefore, the source selection may result in the contract being awarded to other than the lowest priced offeror or other than the highest technically rated offer.
EVALUATION FACTORS
Relative Weight of Evaluation Factors: Evaluations: - Factor 1 (Past Performance) is more important than Factor 2 (Price). The following factors will be used to evaluate proposals submitted by the offerors:
Factor 1:
VOLUME I - PAST PERFORMANCE
The Past Performance evaluation will assess the relative risks associated with an Offerer's likelihood of success in fulfilling the solicitation's requirements as indicated by that Offerer's record of past performance. In this context, “Offerer” refers to the proposed prime SDVOSB. A single past performance rating will be based on the total package submitted by the offerer.
Recent Successful Past Performance: Offerers are required to provide their recent, substantially complete, successfully perform contracts that demonstrate construction renovation in an occupied hospital environment with multiple phases, similar in scope as Project 598-22- 126, as the prime contractor within the last five (5) years, from the date this solicitation was issued.
Provide a detailed summary of the most recent five (5) projects that include:
1.Owner Government Agency/Company which awarded contract and their contact information (Name, Title, Telephone Number, Email);
2.Contract Number;
3.Location (physical address) of project performance;
4.Project Name;
5.Project Description (Details of construction requirements, challenges, and solutions);
6.Project Cost and Cost Control Measures (original and final contract costs, contract mods, cost containment measures, value engineering, etc.);
7.Project Performance Period (Initial and actual, schedule impacts and efficiencies); and 8.Subcontractors (Name, Rolls, Responsibilities, Percent of work).
9.In addition, for each project submitted, Offeror’s shall provide a narrative that describes recent successful performance and demonstrates experience on a similar campus as VHCSO.
Information shall include details on complexity, magnitude, challenges, and degree of success.
Offeror is encouraged to include supporting documents such as photographs that support the narrative. The narrative should discuss items such as challenges with schedule, unforeseen site conditions, or other unusual factors, and provide details on how the offeror overcame those challenges.
The Government will conduct a performance risk assessment based on the quality, relevancy, and recency of the Offeror's past performance, as it relates to the probability of successful accomplishment of the required effort for project 598-22-126. Offerors are cautioned that the Government will review available past performance data available in the Contractors Performance Assessment Reporting System (CPARS). The Government reserves the right to obtain past performance information from any available source and may contact customers other than those identified by the Offerer when evaluating past performance. Since the Government may not necessarily interview all the sources provided by the Offerers, it is incumbent upon the Offerers to explain the relevance of the data provided. Offerers are reminded that the burden of proving low performance risk rests with the Offerers.
The Government will review aspects of the offerers’ past performance experiences by the final costs, project schedule, and performance. Areas to be evaluated may include but are not limited to quality of Construction service, timeliness of performance or adherence to performance schedules, controlling project cost, and/or effectiveness in program management (to include use and control of subcontractors).
Per FAR 15.305(a)(2)(iv), an Offerer without a record of relevant past performance or for whom information on past performance is not available, the Offerer may not be evaluated favorably or unfavorably on past performance.
Factor 2:
VOLUME II – PRICE

Offerers shall provide pricing on each line item on the SF1442 continuation price sheet. The Government will evaluate price to determine whether proposals are fair and reasonable. (Note: In accordance with (IAW) FAR 28.101- 1, a bid-bond is required; therefore, a performance and payment bond is required.) The Government will evaluate offers for award purposes based on CLINS or any alternate deduct items as determined by the Government based on the availability of funding.
