About this file
This document contains responses to requests for information (RFIs) regarding a solicitation to demolish five buildings, two temporary structures, and associated site work at the Central Arkansas Veterans Healthcare System (CAVHS) campus in North Little Rock, Arkansas.
The solicitation seeks lump sum pricing to remove all structures down to slab, dispose of all hazardous materials, grade and clear the site. Key details include that salvaged stone is to be palletized and stored in designated garages on site. Soil testing will be required for asbestos and lead around building perimeters to a depth of five feet, with potential need for additional contaminated soil removal. The response provides contacts for the VA industrial hygienist and police department for coordination. Guidelines are given for disposal of materials and potential credits from salvaged metals. The response declines requests for an additional site visit or extension of question and response deadlines.

RFI’s for 36C25624R0004 Demo Buildings 75, 158, 162, 176, T-166, T-167
1. On page 12 of the solicitaon, it states that it wants the offeror to show that recent past performance of a successful renovaon in a occupied hospital environment similar in size and scope as this project. This is not in a hospital environment and needs to be corrected as it does not apply. Correct, demolion of similar size and magnitude will be reviewed as part of past performance. Since it is not an occupied hospital, we will forego that specific phrasing.
2. In the SOW, Secon #9, Paragraph C states that the contractor must develop and implement procedures that will idenfy, prevent, and ensure non-recurrence of defecve services and this plan must be submited to the COR within 15 days of the NTP. Can the VA provide more informaon on what these defecve services are. Contractor to show ways of correcng the schedule or adjusng work to complete the contract within the contract terms and condion. If the contractor has repeat deficiencies contractor is to present means to address common repeats with COR/CO.
3. The salvaged stone that is to be put on pallets to be moved to a different locaon, can the VA idenfy to us where that locaon is? The locaon is a set of garages on the North Litle Rock campus south side near the living quarters. There will be 2 bays cleared for the stone.
4. The name, phone number and email address of the VA Industrial Hygienist need to be provided.
Grant Inneo; grant.inneo@va.gov; 501-257-5427/1128 and Christopher Talley;
christopher.talley@va.gov; (501) 257-1213. All communicaon will require the project COR to be CC’d with IH Team.
5. For all items that are to be removed from the jobsite there needs to be guidance given as to where these items such as but not limited to (res, boats, golfcarts, vehicles, mobile trailers, medical equipment, transformers, 50-gallon drums of hazardous materials, etc.) are to be taken to such as landfills, salvage yards, etc. Disposal to proper locaons, contractor is not able to sell any materials outside of disposal locaons. Metal may be scrapped if material is free of mold and asbestos. Credits from salvage is to be equally shared (50/50) between contractor and government. Contractor is to provide the COR and CO a copy of receipt credits associated with the selling/salvaging of steel and materials in disposable waste for government tracking purposes.
6. Does the VA have a POC with the NLR PD to get their requirements for signage, barricades, traffic flow for the city streets surrounding the jobsite that we will be required to use? Officer White;
robert.white115@va.gov; 501-257-3053 and Officer House; brandon.house@va.gov; (501) 257- 3063. All communicaon will require the project COR to be CC’d with Police.
7. Will the VA remove all the locks on the gates we be required to use so that the contractor can provide their own. A key to these locks will be provided to the COR. Once contract is awarded mailto:grant.inneo@va.gov mailto:christopher.talley@va.gov mailto:robert.white115@va.gov mailto:brandon.house@va.gov the contractor will inform the VA when ready to change locks on site. COR will unlock gates and contractor will place new locks. 3 copies of the Keys are needed for the VA: COR, VA Police and VA Fire Department.
8. Is there an asbestos report that determines the amount of cubic feet of excavated ACM contaminated soil that needs to be quoted for the project. If there is no report, how do you want us to esmate this part of the project? The cubic feet of dirt that will be required to be excavated and removed due to ACM contaminaon will not be able to be determined before the project. The soil could become contaminated during the demolion of the building and that soil would need to be excavated and replaced by contractor.
9. Will the VA consider having another site visit as numerous subcontractors have asked for one?
No, the contractors are welcome to come back to the site and make observaons from outside the fence of the project area. VA will not host another site visit. See atached PDFs with photos of the site.
10. Will the VA consider a me extension to submit RFI’s unl next week (week of 12/4) and an extension on the bid date of 7 business days aer receipt of RFI answers to properly interject this into our pricing? No, project is on a strict meline to be awarded and extension is not acceptable at this me.
11. Will the VA provide the latest asbestos survey? Yes, see atached Asbestos and ESA reports.
12. During site visit it was stated that all materials on site should be considered as hazardous materials i.e.(steel beams, plasc piping, vehicles, trailers, medical equipment, etc.) and should be disposed as such. Please clarify this. No items can be salvaged. Disposal at proper locaons, contractor is not to sell any materials outside of disposal locaons. Metal may be scrapped if material is free of mold and asbestos. Any payments from selling of uncontaminated steel, should be credited equally (50/50) back to both the General Contractor and the government.
Contractor is to provide the COR and CO a copy of receipt credits associated with the selling/salvaging of steel and materials in disposable waste for government tracking purposes.
13. VA might need to look at addional storage area for the pallets of stone as there will be a very large quanty of loaded pallets. Please provide that locaon so that we might figure that into price. VA has garage space available for the pallets, if the spaces fill up and excess material needs a locaon then the VA will clear out another garage space in NLR.
14. Soil tesng in menoned to do, but there is nothing showing exactly what is to be tested for.
Will you provide clarificaon as to what we need to test for? Asbestos and lead around perimeter of the bldgs. SOW refer to secon 10, subsecon f: Soil Remediaon.
15. During the site visit, we verified that two fire hydrants were on the project. Could the VA confirm if they are acve, as the contractor may use them for the fire pit and the containing of asbestos?
Addionally, does the contractor need to install meters? Yes, the hydrants are acve, see atached hydrant inspecon report from 05/2023. The contractor does need to meter how much is used and report informaon to the VA. In addion, the contractor will need to reach out to Scenic Hill Pump Plant for Hydrant use Number is 501-223-1570.
16. Does the disturbed ground need to be seeded upon completion of final grading? Seeding of the final grade is not required. Contractor to evenly grade the site to fill all holes, demolition voids from the various buildings and grade to level that does not erode onto adjacent properties. All brush and overgrown vines on the fencing to be cleared as well for a visible site.
17. Does storm drain catch basins and storm drainpipe have to be removed? There was mention at the site visit that this may not be required. Storm drain catch-basins and storm drainpipes are not part of the removed utilities listed. Since main storm drains run through the site only the connection of Storm drain catch-basins and storm drainpipes from buildings to the main have to be removed. Main lines will stay in place.
18. What hazardous materials are we testing soils for, and what are the thresholds that determine whether soils have to be remediated or left in place? Asbestos and lead around perimeter of the bldgs. SOW refer to secon 10, subsecon f: Soil Remediaon. Follow VA TIL, Federal, State and Local regulaons.
19. Under the Scope of Work, item f.2 states that we are to test the soil to verify contamination has not penetrated further than 5 feet. Are we to assume that 5' of soils has to be removed or remediated? What is the footprint of this remediation area? Just around the perimeter of the buildings only.
20. If contamination of soils is deeper than 5', are we to include in our lump sum proposal the removal of those soils as well? If test results show no contamination after 5’ feet, then credit of excess be applied back to the contract. If results show additional contamination, then further discussion at that time will be reviewed.
21. There is no erosion control plan. Are we to assume that we will be required to install a silt fence and other erosion control measures to protect the project from sediment runoff? Yes.
22. Are we allowed to sell salvage steel to recyclers as long as it is not contaminated? Disposal at proper locaons, contractor is not able to sell any materials outside of disposal locaons. Metal may be scrapped if material is free of mold and asbestos. Any payments from selling of uncontaminated steel, is to be equally credited (50/50) back to both the awarded contractor and the government. Contractor to provide the government receipts of all credits selling/salvaging of steel in disposal waste for the purposes of tracking credit amounts.
23. The SOW in item 2.d states, "The Government will provide specifications and drawings of all buildings where the work is to be performed". Will the government provide the drawings of the buildings? VA has layout drawings; the original AE drawings of the buildings have not been found in the records. See attached layouts.
24. Will the VA facilitate the sampling of any other mentioned "hazardous materials" within the structure? VA will not do more sampling. See attached Asbestos and ESA reports for previous results. Additional testing to follow SOW and all Federal, State, and Local guidelines.
25. Will the VA provide guidelines for soils testing after building demolition for the mentioned
"hazardous material"? Asbestos and lead around perimeter of the bldgs. SOW refer to secon 10, subsecon f: Soil Remediaon.
26. Will CAVHS please provide previously commissioned Asbestos Test Reports dated 2017 that were mentioned to exist? Yes, see atached Asbestos and ESA reports.
27. SOW States that the site should be returned to native grasses. During the walkthrough we were instructed to not include seeding of the location. And turn over with smooth bare ground/dirt free from divots or holes throughout. Please CONFIRM. Confirmed, if the grading and filling-in of holes on the site is met and the site will not erode to surrounding areas, seeding is not required.
28. Will CAVHS provide a spot or place to dispose of any material deemed contaminated through contractor testing and removed to be hauled away? No, Contractor responsible to ensure all disposal is taken to a proper disposal location IAW local, state and Federal guidelines.
