About this file

This is a Sole Source Memo and Determination document from the Oregon Department of Transportation (ODOT) dated January 31, 2025, regarding the refurbishment of an Under Bridge Inspection Crane. The document justifies the need for a sole-source contract with Aspen Aerials in Duluth, Minnesota, to perform a mandatory 12-year factory tear down, inspection, refurbishment, and re-certification of one of ODOT's two truck-mounted under bridge inspection cranes. The service can only be performed by the Original Equipment Manufacturer due to safety requirements and specialized nature of the equipment.

The estimated cost for the 12-year service procedure is approximately $400,000, compared to the replacement cost of over $1 million per unit. The refurbishment will ensure safe operation of the unit for the next 12 years, particularly critical given its use with personnel in man baskets operating over water and under highway bridges. The sole-source justification was approved by BJ McCartney on February 5, 2025, under the authority of ORS 279A.050(3)(b).

Sole-Source Determination and Findings

1. General description:

ODOT has 2 Truck Mounted Under Bridge Inspection Cranes. These are very specialized units built by Aspen Aerials in Duluth, Minnesota. Every 12 years, for safety reasons, these units require a factory tear down, inspection, refurbishment as needed and re -certification. This procedure can only be performed by the Original Equipment Manufacturer. One of these two trucks is now at this required 12-year timeline.

2. Summary of market research:

The replacement cost of these units is more than $1million each. Th is 12-year service procedure will cost approximately $400K and make this 1 unit safe and operational for the next 12-years.

3. The reasons for a sole-source:

✓ Efficient use of existing goods or services requires compatible goods or services:

The use of this equipment, locations of use, with personnel in the man basket, operating over water and under highway bridges makes the condition of these units critical for safe operation.

✓ The goods or services required to exchange software or data with other entities are available from only one source:

N/A

✓ The goods or services are for use in a pilot or experimental project:

N/A

✓ Other findings that support the conclusion that the goods or services are available from only one source:

With the safety requirements of this equipment, the needed service procedure can only be performed and trusted by the Original Equipment Manufacturer.
