About this file
This is a Solicitation Modification document issued by the Commonwealth of Kentucky, Department of Finance and Administration Cabinet, for bookbinding services for Kentucky legislative and executive documents. The solicitation requests two types of bookbinding services: 19 units of bookbinding for Kentucky legislation organized by bill number and legislative session, and 7 units of bookbinding for Kentucky Colonel Executive Orders organized chronologically in quarterly volumes. Both services involve 8.5" x 11" documents bound in red imitation leather covers with gold-stamped spine lettering and decorative gold chaining. The vendor is responsible for pickup and delivery of all documents using an approved security courier service (UPS and FedEx are not acceptable). The solicitation closed on May 9, 2023, at 1:30 p.m., and this is Version 2 of the RFQ, issued on April 27, 2023, in response to vendor questions. Contact for inquiries is Evelyn Osborne at 502-564-0552.
The solicitation specifies detailed technical requirements for binder construction, including hinged front and back covers, sturdite quality 24 imitation leather with baby colonial grain finish, specific spine dimensions of 3.75 inches, and gold lettering centered on the spine. Delivery costs must be included in the unit price quoted. Bidders must submit completed bid information with best price and best delivery terms in accordance with Attachment A Terms and Conditions. The Commonwealth of Kentucky reserves the right to deem vendors ineligible for failure to comply with solicitation provisions. Shipping and billing addresses are both directed to the Secretary of State at 700 Capitol Avenue in Frankfort, Kentucky.
