About this file
This Request for Quote (RFQ) issued by the Kentucky Transportation Cabinet (KYTC) Division of Purchases seeks a contractor to provide maintenance and inspection services for Non-Congregate Shelter (NCS) units deployed in response to severe weather damage across sixteen Kentucky counties. The solicitation is organized into three geographic groups: Group 1 (Fulton, Graves, Hickman, Lyon, and Marshall counties), Group 2 (Caldwell, Christian, Hopkins, Muhlenberg, and Ohio counties), and Group 3 (Barren, Hart, Logan, Marion, Taylor, and Warren counties, with expected fewer than 10 units). Services include preventative maintenance inspections and repairs (conducted monthly within 25-35 days), routine repairs (completed within two business days), major repairs (requiring KYTSP preapproval), emergency repairs (initiated within two hours, 24/7), propane refilling, emergency unit entry service, septic pump out service, fumigation and pest control, third-party microbial growth inspection, third-party mold remediation, and COVID-19 sanitization. The deadline for written questions was January 26, 2022 at 5:00 PM, with responses issued January 27, 2022. Bids were due January 28, 2022 at 9:00 AM, with award expected the same day. The initial contract period runs from the award date through January 31, 2023, with four optional one-year renewal periods available by mutual written agreement. KYTC reserves the right to renegotiate terms during renewal periods.
Pricing is evaluated on a best-value basis with Price weighted at 70 points (with the lowest bidder receiving maximum points and other bidders scored proportionally), Experience and Ability at 25 points, and Customer Service at 5 points, for a total of 100 points. Bidders must score a minimum of 15 points in the combined Experience and Ability and Customer Service categories (50 percent of available technical points) to be considered responsive. All prices must be firm for the initial contract period, though one price increase is permitted after twelve months based on industry-wide changes with thirty days' written notice and supporting documentation. Line items include monthly preventative maintenance (bidder must specify unit cost), routine repairs at $250 per unit per day penalty for delays, major repairs requiring preapproval, materials reimbursed at actual invoiced cost, emergency repairs at $500 per instance penalty, propane refilling, emergency entry service, septic pump out, pest control treatments, microbial inspections, mold remediation, and COVID-19 sanitization. The contractor must maintain general liability insurance of $1,000,000 per occurrence and Kentucky workers' compensation insurance, with certificates due within two business days of contract execution. Bidders may claim resident bidder status (requiring a notarized affidavit and meeting specific Kentucky tax and employment requirements for one year prior) to receive reciprocal preference, or may claim qualified bidder status if operating as Kentucky Correctional Industries, Kentucky Industries for the Blind, or a nonprofit serving individuals with severe disabilities. The contract is federally funded through disaster relief for the December 10-11, 2021 severe weather event (KYEM 20215469; EO-2021-923; EM-3575; DR4630), and accordingly incorporates federal compliance requirements including Davis-Bacon wage standards, Buy American provisions, drug-free workplace certification, environmental standards, and debarment/suspension compliance.
