About this file
This is a Request for Quotation (RFQ) issued by the Commonwealth of Kentucky Department of Military Affairs for an emergency notification system at Bluegrass Station. The solicitation seeks a comprehensive emergency notification system capable of serving 300 users and sending alerts during critical events including adverse weather, disasters, and workplace violence. The system must support 3,000 SMS messages and 3,000 voice minutes monthly, with capabilities to encrypt data at rest, alert managers for cascade distribution to end users, and interface with the Lexington Fire Department, Lexington Police Department, U.S. Department of Homeland Security, and Federal Bureau of Investigation. The system must support alerts via desk phones, mobile applications, email, and text messaging, and include setup, configuration, unlimited training, and 24/7/365 support. The contract duration is 12 months from November 16, 2021, through November 15, 2022, with renewal rights for up to one additional one-year period. Proposals must be received by November 1, 2021, at 1:00 PM EDT at the Department of Military Affairs, 5751 Briar Hill Road, Building 18, Lexington, Kentucky 40516. Contact for questions is Joseph Barrett at 859-293-4224 or joseph.r.barrett4.nfg@mail.mil.
The procurement uses a best value ranking approach with 100 total evaluation points, with price as the sole criterion—the bidder with the lowest price receives maximum points, and other bidders receive proportional scoring based on the lowest bid. The total cost restriction is $20,000 per fiscal year, with no modifications permitted that would exceed this annual spending authority. One marked original proposal and one copy must be submitted; online bidding is prohibited. The contractor must comply with numerous federal and state requirements including debarment and suspension regulations, drug-free workplace provisions, environmental standards, Buy American Act compliance, Davis-Bacon Act wage requirements (where applicable), discrimination prohibitions, and audit requirements under 2 CFR 200. Kentucky law governs the contract, with disputes filed in Franklin County Circuit Court. The state agency may terminate the contract without cause upon 30 days' written notice or immediately if funding becomes unavailable.
