Request for Proposal Summary

This is a Request for Proposal (RFP) issued by the Commonwealth of Kentucky, Finance and Administration Cabinet, Office of Procurement Services, on behalf of the Tourism, Arts, & Heritage Cabinet, Kentucky Department of Parks. The RFP seeks proposals for hotel beds and accessories, including mattresses, box springs, and bed bases to outfit Kentucky State Resort Parks' lodge hotel rooms and guest cottages. The solicitation was released on July 3, 2024, with a closing date of July 25, 2024, at 3:30 PM ET. Vendors' written questions were due by July 12, 2024, and the Commonwealth's responses were issued on July 17, 2024, as Addendum #1. The Commonwealth intends to award up to three contracts to ensure continuity of supply. The initial contract term extends from the date of award through August 31, 2025, with options to renew for five additional two-year periods upon mutual agreement of the parties. No guaranteed ordering volumes are specified; deliveries will occur on an as-needed basis through official delivery orders issued by using agencies, with delivery charges calculated on a one-way basis from the vendor's location to the destination and invoiced separately.

The RFP establishes a quote-based Master Agreement structure rather than specifying quantities or bed sizes, as orders will vary by individual park needs ranging from as few as one unit to potentially 1,000,000 units per order. Pricing must remain firm for the first twelve months of the contract, after which vendors may request increases based on industry-wide price changes with thirty days' notice and supporting documentation. Price decreases must be reflected immediately when available. Vendors must submit three separate proposal components: a Technical Proposal addressing company qualifications, bed and accessory brands offered, setup and installation capabilities, removal and disposal services, and value-added offerings (maximum 500 points); a Cost Proposal (with no pricing in the technical section); and any Proprietary Information. The Commonwealth reserves the right to request oral presentations or demonstrations and Best and Final Offers. Vendors must be registered in the Kentucky eProcurement System, provide required affidavits and tax documentation, and comply with all Commonwealth procurement laws and regulations, including EEO requirements if the contract value exceeds $500,000.
