Summary
This is a Request for Proposal (RFP) issued by the Commonwealth of Kentucky Finance and Administration Cabinet on behalf of Kentucky Emergency Management and the Kentucky Department of Education for mobile classroom leasing in response to Eastern Kentucky flooding. The solicitation seeks proposals for turnkey mobile classrooms to serve students in three affected school districts: Jenkins Independent Schools (3 classrooms), Knott County (14-16 classrooms), and Letcher County (50 classrooms), with needs ranging from elementary to high school levels. Vendors are requested to provide multiple solutions and sizes. The RFP was released August 23, 2022, with an initial closing date of September 2, 2022, extended to September 7, 2022, at 3:30 PM ET. The initial contract term is four years from the effective date of award, with options to renew for two additional one-year periods. Successful bidders must deliver and set up portable classrooms within fifteen working days of official notification and are responsible for all site preparation, utility hookups, repairs, maintenance, and removal work. The Commonwealth intends to award multiple master agreements.
The solicitation requires firm fixed unit pricing for monthly lease rates, delivery and setup costs, and relocation services, with no pricing to include federal excise tax or Kentucky sales and use tax due to the Commonwealth's tax-exempt status. A Performance and Payment Bond of $500,000 is required, along with comprehensive Commercial General Liability insurance with minimum limits of $2,000,000 General Aggregate and $1,000,000 per occurrence, plus workers' compensation and automobile liability coverage. The Commonwealth is not obligated to purchase any services under this agreement. Proposals are evaluated on technical merit (1,200 points) and cost (1,000 points), with potential oral presentations worth up to 400 points for a maximum of 2,600 total points. This procurement is funded through federal disaster assistance and subject to applicable federal regulations including Davis-Bacon Act prevailing wage requirements where applicable.
