This Request for Proposal (RFP) was issued by the Commonwealth of Kentucky Finance and Administration Cabinet on behalf of Kentucky Emergency Management and the Kentucky Department of Education to solicit proposals for mobile classroom leasing in response to the Eastern Kentucky floods that occurred beginning July 26, 2022. The Commonwealth seeks to award multiple master agreements to provide temporary mobile classrooms for affected school districts, with estimated needs of 3 classrooms for Jenkins Independent Schools, 14-16 classrooms for Knott County, and 50 classrooms for Letcher County, serving elementary through high school students. The solicitation closed on September 2, 2022, at 3:30 PM ET. Vendors were required to submit proposals electronically through the Kentucky Vendor Self Service system in three parts: Technical Proposal, Cost Proposal, and Proprietary Information. The initial contract term is four years from the effective date of award, with options to renew for two additional one-year periods upon mutual agreement. The Commonwealth reserves the right to add similar items through contract modification and to extend the contract for periods less than the stated renewal periods.
Pricing must be provided on a firm fixed unit price basis, with the Commonwealth tax-exempt and excluding federal excise tax and Kentucky sales or use tax from proposed costs. The cost proposal evaluation is worth 1,000 points, while the technical proposal evaluation is worth 1,200 points, with potential oral presentations worth up to 400 points for a maximum total of 2,600 evaluation points. Price increases are not permitted during the first twelve months of the contract but may be requested thereafter based on industry-wide price changes with thirty days' notice and supporting justification. The successful bidder must furnish a Performance and Payment Bond of $500,000 and maintain Commercial General Liability insurance with limits of $2,000,000 general aggregate, $1,000,000 per occurrence, along with automobile liability and workers' compensation coverage. All portable classroom units must comply with Kentucky Building Codes, meet current building codes, include delivery and site setup, ADA-compliant ramps upon request, electrical and network infrastructure, and all necessary utility hookups, with repairs related to student safety required within 24 hours.
