This is a Request for Proposal (RFP) issued by the Commonwealth of Kentucky Finance and Administration Cabinet on behalf of all state agencies for licensed kitchen hood cleaning services. The procurement seeks proposals from professional hood cleaning companies to establish regional master agreements, with the Commonwealth intending to award up to two master agreements per region. Interested agencies include the Kentucky Department of Parks, Department of Corrections, Department of Juvenile Justice, Department of Veterans Affairs, Cabinet for Health and Family Services, and Office of Vocational Rehabilitation. Vendors may submit proposals for any or all regions. The RFP was released on June 6, 2022, with written questions due by June 13, 2022, at 12:00 PM ET, and Commonwealth responses issued by June 15, 2022. Proposals are due by July 8, 2022, at 3:30 PM ET. The initial contract term is two years from the effective date of award, with options to renew for four additional two-year periods upon mutual agreement of the parties.
The contract is structured on a firm fixed unit price basis, with vendors proposing rates for per-linear-foot hood cleaning, per-fan cleaning, per-access-panel cleaning, minimum trip charges, and hourly rates, or alternatively submitting flat-rate fees. The Commonwealth is tax-exempt and excludes federal excise tax and Kentucky sales or use tax from proposed costs. Vendors must maintain commercial general liability insurance with minimum limits of $2,000,000 general aggregate and $1,000,000 per occurrence, automobile/truck liability insurance with $1,000,000 combined single limits, and workers' compensation with Kentucky statutory limits. All contractors must be licensed, professionally trained, and certified in NFPA-96 guidelines, with employees requiring background checks, TB tests, and drug screens before beginning work at secure state facilities. The Commonwealth reserves the right to negotiate with the top-ranked vendor following proposal evaluation, and no contract award is obligatory. Vendor proposals will be evaluated on technical merit (1,000 points maximum) covering accreditations, experience, NFPA-96 knowledge, cleaning processes, and inspection reports, plus cost proposals (600 points maximum), with potential oral presentations worth up to 100 additional points.
