MOD 3 to RFP 660 2300000215 Extend Bid Due Date and Correct Formatting Issues December 28, 2022

It has been brought to the KDFWR’s attention that some information was missing from the RFB due to some formatting issues. The KDFWR has corrected those issues. As a result, the Bid Due Date has been extended to Friday, January 6, 2023 at 12:00 PM Eastern Time

MOD 2 to RFP 660 230000015 Expanded Answer to Question # 15 December 22, 2022

QUESTION 15

Will prevailing wage be required?

ANSWER 15

U.S. Fish and Wildlife Service Response:

The short answer to the question on prevailing wages is ‘No’. Davis-Bacon Act requirements (regarding prevailing wages) are not applicable to the federal financial assistance program involved in this project. However, some states may have laws requiring use of prevailing wage.

Vendors are responsible for ensuring compliance with all KY State Labor and Employment laws.

MOD 1 to RFP 660 2300000215 Vendor Questions and Answers December 21, 2022

QUESTION 1

Will the new elements for the new exhibit need to match the existing materials, grain pattern, stain, and finish of the elements that will remain in the adjacent areas (i.e., the elk exhibit and Kentucky Afield)?

ANSWER 1

The new exhibit elements should compliment the old adjacent but they shouldn’t need to be an exact match. I think it should appear new. They will not need to match but should be complimentary.

QUESITON 2

Are you envisioning interactives, and if so, are they more analog (i.e., “lift a panel”) or more digital via a touchscreen interface?

ANSWER 2

Document Description Page 4

2300000215 KDFWR - Salato Wildlife Education Center Exhibit Design

Interactives will be part of the exhibit. They are envisioned mostly to be analog (flip/lift panels, slider panels, a spinning dial) for layering of content. Several push button repeaters for sound and audio are envisioned, and potentially a light-up population map of the state of Kentucky. No touch screens are envisioned at this time.

QUESTION 3

If the previous answer was to be more digital, is there an existing server onsite to host the software and approximately how far would the data cable pull need to go?

ANSWER 3

While not explicitly listed on the drawings, our data interface is the west wall of the mechanical room. See drawings to reference data run distances. The KDFWR is not aware of a server in place. If it became necessary, we could consider establishing one and space could potentially be made available

QUESTION 4

With the reference in the RFP to not having additional electrical outlets, can you explain what you had in mind that would possibly need this? Do you anticipate needing interior lighting for new casework or displays?

ANSWER 4

Design elements requiring power should be limited to only utilize existing power provisions. Case work lighting could potentially be needed as well as lighting for a built environment (duck hunting blind) and an overhead projection (light/image) for atmospheric effect is envisioned in the intro section. Sound repeaters are envisioned and would need power.

QUESTION 5

Is it possible to receive prior to bidding an electronic set of drawings of the space that would include elevations, MEP, life safety, HVAC and lighting?

ANSWER 5

Yes. Please see ATTACHMENT D and ATTACHMENT E. The attached plans are not all as-built conditions. Items for reference should be field verified.

QUESTION 6

Will KDFWR self-perform or enlist a third-party to remove/de-install the current elements? Who will adjust the elk display to remove the deer portion? Can you please confirm that neither of these tasks are for the exhibit firm and also not part of the stated budget?

ANSWER 6

The design consultant will be responsible for demo and removal of everything that remains when they begin. They should assume it all needs to be demolished. The KDFWR will salvage some items beforehand like taxidermy but some elements of the exhibit would need to be cut free for salvage, such as the fish cabinets in the restoration exhibit. But the KDFWR will only try to retain them if it appears they can be salvaged without a lot of time/damage.

Document Description Page 5

QUESTION 7

Are you open to ideas once the project has begun for how to partition the elk exhibit to possibly create an endcap solution?

ANSWER 7

Yes, we are open to ideas, as the end cap solution should be part of this exhibit design. The KDFWR has an idea for what it could be but we may allow vendors to come up with something else.

QUESTION 8

Will the current reading area need to be retained? If not, is there any need for seating/furniture in the new exhibit vision?

ANSWER 8

It will not need to be retained and seating is not required in the new exhibit.

QUESTION 9

Are you expecting visuals to be submitted as part of the proposal before a firm has been hired or started to collaborate with you and other stakeholders?

ANSWER 9

While not explicitly required, vendors may provide such if they want.

QUESTION 10

Will the oral presentation be in person or virtual?

ANSWER 10

Oral presentations will be in person the week of January 23, 2023. The KDFWR Purchasing Branch will reach out to all responsive offerors for scheduling after the RFP closes on January 4, 2023. More details regarding oral presentations will be communicated to offerors by the KDFWR Purchasing Branch when oral presentations are being scheduled.

QUESTION 11

Who will be responsible for any demolition and/or removal of existing exhibits or structures?

ANSWER 11

The design consultant will be responsible for demo and removal of everything that remains when they begin. They should assume it all needs to be demolished. The KDFWR will remove what we want to salvage beforehand.

QUESTION 12

Is September 2023 a firm completion date, or is there flexibility?

ANSWER 12

Document Description Page 6

Unfortunately, there is no flexibility on the completion date. All work MUST be completed by September 30, 2023.

QUESTION 13

Who will be responsible for lighting and/or flooring considerations?

ANSWER 13

The designer will be responsible for flooring and making effect lighting, casework lighting, and lighting inside built environment (such as the duck hunting blind). General directional overhead lighting will be the responsibility of KDFWR. With that in mind, existing overhead lighting should be a consideration in the design, whenever possible.

QUESTION 14

Please confirm that fabricator is not responsible for furnishing or refurbishing taxidermy.

ANSWER 14

Fabricator will be responsible for the furnishing or refurbishing taxidermy. Some could be repurposed, such as the deer and turkey in the exhibit that is being removed.

QUESTION 15

Will prevailing wage be required?

ANSWER 15

This is not something that the KDFWR normally does when dealing with WSFR grants, but the KDFWR has reached out to the U.S. Fish and Wildlife Service for answer on this, but have not received an answer. The KDFWR can provide more information on this once a contract has been awarded.

QUESTION 16

May current columns be utilized as part of the exhibit? i.e. could a column be wrapped as a tree?

ANSWER 16

Yes

QUESTION 17

Did the cabin and the tree currently in the exhibit need to remain? Or may those be moved?

ANSWER 17

The cabin will be removed. It is envisioned that the bee tree will remain.

QUESTION 18

Is this a full Design-Build project?

ANSWER 18

Document Description Page 7

In terms of a “construction service”, yes this is similar to the “design-build” delivery method. However, this has been solicited as a non-construction RFP. The major distinction between the two RFP’s is the selection committee make up and evaluation procedure

QUESTION 19

Will additional fixtures be provided by the KDFWR?

ANSWER 19

No.

QUESTION 20

Will there be any items/artifacts that need to be displayed in museum-grade class cases?

ANSWER 20

No.

QUESTION 21

Did the KDFWR want to keep all of the current exhibits?

ANSWER 21

No—remove the exhibits currently installed in this area

Legislative Background

Senate Bill 217 created a new section of KRS Chapter 150 which designated the KDFWR Commissioner as the chief procurement officer for the purposes of conducting procurements for the Kentucky Department of Fish and Wildlife Resources. In addition, the KDFWR Commissioner was vested with the same level of authority and responsibilities as the Kentucky Finance and Administration Cabinet’s Secretary to implement the policies and procedures necessary to conduct future biddings and procurements for the Kentucky Department of Fish and Wildlife in accordance with KRS Chapter 45A.

Document Description Page 13

The Kentucky General Assembly enacted Senate Bill 217 and designated it as an “emergency”, allowing the legislation to be effective immediately upon enrollment. On May 19, 2022, due to the day-to-day operational requirements of the Kentucky Department of Fish and Wildlife Resources and in the best interest of the citizen of the Commonwealth, the KDFWR Commissioner declared an emergency pursuant to KRS § 45A (1)(a), which allows for an “emergency condition” due to state or federal legislative mandates.

As of April 13, 2022, the Kentucky Department of Fish and Wildlife Resources is responsible for its own procurements. The Kentucky Department of Fish and Wildlife Resources is committed to following KRS Chapter 45A regarding all current and future procurements.

PURPOSE AND BACKGROUND

The Kentucky Department of Fish and Wildlife Resources (KDFWR) issues this solicitation with the intent of contracting with a single vendor to provide Professional Exhibit Design Services to be utilized by the KDFWR.

The Kentucky Department of Fish and Wildlife Resources (KDFWR) is making a Request for Proposals for the conceptual design, production, fabrication, delivery, and installation of a new approximately 850 square foot permanent game hunting exhibition at the Salato Wildlife Education Center (SWEC). The exhibit reflects the Department’s strategic initiatives to increase public engagement in wildlife recreation through hunter recruitment and to grow our base by expanding our education approach to reflect a changing society.

The project is expected to begin in February 2023.

The project, including final installation MUST be completed by September 30, 2023.

The exhibit budget is $300,000 with an estimated average budget amount of $353 Per square foot, including design, production, graphics, fabrication, delivery, and installation costs. The total square footage is approximately 850 square feet.

Salato Wildlife Education Center is located at #1 Sportsman’s Lane, Frankfort, Kentucky and opened in 1995. Each year 40,000-50,000 people visit the Center which consists of outdoor animal enclosures and a visitor center with indoor displays, where this exhibit will be housed. The 11,550 square foot visitor center also houses a meeting space, public bathrooms, and animal prep room, mechanical room, and staff offices. Staffing consists of eight fulltime educators, animal care specialists, and administrative staff, as well as five seasonal staff serving in various capacities.

This exhibit will increase awareness and appreciation for the role hunting plays in the health of Kentucky’s natural resources and its people. Put simply, the objective is to illustrate the benefits of hunting. The challenge is to go further than just presenting information, by seeking to provoke and inspire cultural support as the first step toward recruitment, retention, and reactivation. Through interactive displays, visitors will learn how the health of our animals, lands and waterways, as well as the physical and mental health of Kentuckians, are all improved by hunting and why everyone should support hunting, even if it isn’t an activity for everyone. Building cultural support is an important challenge because the future of hunting is vulnerable to public opinion and negative representations. Efforts such as this exhibit, directed at enhancing and maintaining acceptance of hunting, are needed.

BIG IDEA:

Legal regulated hunting is healthy for both people and animal species as a whole

Document Description Page 14

KEY MESSAGES:

1. Legal regulated hunting funds conservation and protects healthy habitat

2. Hunting is healthy physically and mentally

3. Legal regulated hunting is ethical and safe

The key messages will be framed by concepts, rational reasoning and facts as well as emotions, and stories. Objects, photographs, aesthetics, and physical experiences (including touch, sound, and lights) will promote active learning through interactive elements and built environments. The content of the three Key Messages will establish a thematic format for traffic flow, rather than a linear story. Visitors will not need to be funneled through in a specific path. Although this exhibit will increase awareness and encourage hunting for all ages, the target audience is adults ages 18-47. Because adults are often visiting in small family groups, the exhibit must also draw and hold a child’s attention and engage the entire family

SCOPE

The Kentucky Department of Fish and Wildlife Resources (KDFWR) issues this solicitation to establish a contract for: Professional Exhibit Design Services.

It is the vendor’s responsibility to check the web site for any modifications to this solicitation.

Electronic Bid submittal is the vendor’s agreement to be bound by the terms of all addenda issued.

This contract shall be for use by the following agency of the Commonwealth of Kentucky:

The Kentucky Department of Fish and Wildlife Resources

Paper Bids are NOT acceptable for this RFP and shall be considered nonresponsive.

The selected offeror MUST be able to construct and install all exhibitions with the current electrical systems already in place at the Salato Wildlife Education Center. Electrical outlets may be viewed at the optional Pre-Bid Conference. While this Pre-Bid Conference is not required, the KDFWR strongly encourages all potential offerors to attend.

The Prebid Conference will take place at the Salato Wildlife Education Center located at #1 Sportsman’s Lane Frankfort, KY 40601 on Monday, December 12, 2022 at 2:00 PM Eastern Time.

All questions asked by potential offerors at the Pre-Bid conference will be recorded by the KDFWR Purchasing Branch and answered via a modification to the RFP, anticipated to be issued on Wednesday, December 21, 2022.

The Exhibit Designer selected for this project will use exhibit content provided by KDFWR to develop conceptual drawings and renderings that illustrate the exhibit’s areas, elements, graphics, components, and environments, as well as the relationships between them, and how they will be integrated into existing SWEC visitor center spaces. This includes any media delivery systems, integrated technology hardware and software, or other interactive components needed for the project.

The Exhibit Designer will work in partnership with the KDFWR, under the supervision of the Department’s designated Project Manager. The Designer shall obtain KDFWR approval on final shop drawings/conceptual designs, detailing fabrication and installation, before beginning fabrication. Designs shall include consideration of infrastructure requirements for exhibit power, data, loading and any other required element. Designs shall identify any potential site or building restrictions and integrate exhibit components with building structure and systems. Technology, casing, and equipment must be designed to allow staff to easily maintain it, with minimal training required. The Designer will include a graphic design phase to this project, designing and producing graphics, illustrations, photo enlargements, and murals to convey content.

Document Description Page 15

Designer will develop a preliminary budget for building and installing the exhibit based on the approved conceptual plans and renderings. This budget should provide line-item totals for major design, fabrication, production, shipping, and installation categories.

Designer will develop a projected exhibit construction schedule for fabricating, delivering, and installing the exhibit noting major deadlines and expected completion dates for major project components.

Designer will provide prototyping consisting of such items as graphic types (for panels, murals, etc.), replicas, material samples, and interactives that require testing prior to construction such as light-up maps or habitat wheels and media equipment such as a light projection system.

The Designer is also charged with production, fabrication and delivery of all components and on-site installation. Fabrication shall be completed off-site and brought on-stie for installation.

Designer will organize logistics for shipping and crating and uncrating materials on site and provide unloading and installation equipment. Designer will be responsible for all on-stie installation, which will take place during regular business hours, Mon.-Fri. 8 a.m.-4:30 p.m. The Designer shall coordinate all electrical and technology installation and integration and provide all necessary cabling, racking, and wiring for display monitors, audio repeaters, light projection systems, etc.

All information regarding the planning for or funding of this exhibit, as well as information about the design or status of its implementation will remain confidential throughout the course of the project and should not be shared with other institutions or vendors without the permission of KDFWR. KDFWR assumes full ownership of any plans and documents generated at any point of the design process. The design of the exhibit will comply with all national, state, and local regulations pertaining to accessibility, health, and safety. Designer will comply with the Americans with Disabilities Standards for Accessible Design.

The initial project deliverables include the following cohesive exhibit areas and bulleted elements.

The approximate square footage and dimensions of each area is for general planning purposes only, and not intended to be used to determine, or necessarily influence, ultimate design decisions and specifications. Where exhibit furniture is referenced, such as reading rails and fabricated walls, the actual design will determine if these solutions are appropriate for use. Bidders should refer to the Floor Plan (See ATTACHMENT C) for detailed spatial considerations and will have an opportunity to view the space during a pre-bid conference. Exhibit elements, casings, hardware, media equipment, such as audio repeaters, and other interactive components such as sliders, flips, maps, etc. should be constructed of durable materials capable of withstanding repetitive use by large numbers of visitors for many years to come, with minimal replacement and repair.
