About this file
This is a Request for Proposal (RFP) issued by the Kentucky Transportation Cabinet (KYTC), Division of Equipment, seeking vendors to provide street sweeping equipment, parts, and services on a statewide basis. The procurement aims to establish master agreements for the purchase and rental of street sweeping trucks, original equipment manufacturer (OEM) parts, aftermarket parts, and repair services for KYTC locations and 14 equipment garages throughout Kentucky. The RFP was released on November 5, 2021, with proposals due by 3:30 PM EST on November 30, 2021. Written questions were accepted through December 15, 2021, with Commonwealth responses provided by December 18, 2021. No site visits or bidders' conferences are mentioned in the solicitation. The initial contract term is one year from the effective award date, with the option to renew for six additional one-year periods upon mutual agreement of the parties. KYTC does not currently hold contracts for these items and services.
Vendors must be capable of selling equipment, offering rental options with purchase alternatives, providing service repairs, and selling both OEM and aftermarket parts to be considered for award. The Commonwealth reserves the right to award multiple master agreements and may extend the contract to other state agencies and political subdivisions with vendor consent. Pricing shall be submitted on a firm fixed unit price basis, with prices remaining firm for the first six months of the contract; price increases may be requested thereafter only upon demonstration of industry-wide price changes. Price decreases must be passed to the Commonwealth as they become available. Successful vendors must maintain general liability insurance of $1,000,000 per occurrence and Kentucky workers' compensation insurance, with an ACORD certificate naming the Commonwealth as an additional insured. Kentucky resident bidders receive reciprocal preference, and qualified bidder status preferences apply per 200 KAR 5:410. Evaluation will be based on technical criteria (2,000 points), cost proposal (1,000 points), and potential oral demonstrations (500 points), for a maximum total of 3,500 points.
