About this file
This document is a Request for Information (RFI) issued by the Massachusetts State Police (MSP) regarding the expansion and modernization of its physical Access Control Systems (ACS) across all MSP facilities statewide. The goal is to implement an enterprise-wide ACS that provides enhanced security features, including card holder management, alarm monitoring, system reporting, credential management, integration with video management and intrusion alarm systems, and compatibility with multiple access card technologies. The RFI seeks information from vendors currently listed on the Statewide Contract for Security System ITC-71 that are qualified under Category #2 for installation and integration of Physical Access Control Systems, as well as any other interested vendors. Responses to this RFI are due by June 17, 2021 at 3:00 PM EST. The MSP may invite select vendors to provide informational presentations and demonstrations related to their experience, offerings, and expertise applicable to this effort.
Regarding pricing, the RFI requests information on a reasonable timeline and cost structure for building out the ACS statewide, as well as the estimated annual maintenance costs. The MSP is not obligated to procure any items discussed in the RFI, and all responses will become public record under the Commonwealth's Public Records Law. The RFI does not commit the MSP to any future contract or solicitation, and vendors will not be reimbursed for any costs associated with preparing their RFI responses.

INTRODUCTION
THIS IS A REQUEST FOR INFORMATION (“RFI”) ONLY. THIS IS NOT A CONTRACT SOLICITATION. The Massachusetts Department of State Police (“MSP”) is seeking information regarding an expansion of existing physical Access Control Systems (“ACS”) at MSP facilities, and to extend access control functionality to facilities that do not currently have physical ACS, as well as to upgrade the card technology to an encrypted and more secure access system than the current 26 bit wiegand proximity card in use. The goal is to implement an enterprise physical ACS for all Massachusetts State Police facilities.
Currently, MSP maintains ACS at: the General Headquarters Compound, Dartmouth Barracks, Millbury Barracks, Brighton Barracks and State Police Crime Labs in Maynard, Sudbury, Lakeville, Danvers, Worcester, Boston, and Bourne, and Springfield which all utilize a Identive/Hirsh Velocity System. The current ACS in Weston is a Lenel On-Guard system and the Revere Barracks operates a Genetec Security Center System. Currently, the Logan Airport location is served by an ACS managed by Massport. The Government Center Barracks is served by an ACS managed by the Division of Capital Asset Management (“DCAM”).
Purpose To increase the level of security provided by the physical ACS at Massachusetts State Police facilities and to modernize and standardize the systems across all MSP facilities. The system should have the following capabilities:
· The system should have an enterprise access control platform.
· The system should have card holder management - create card holders, manage card holder properties, credentials, and access rights.
· The system should have the capability to log all access control events.
· The system should have alarm monitoring. Specifically, the ability to monitor alarms and system events for all facilities in real time.
· The system should offer system reports. Specifically, the ability to create and manage reports for all events and alarms for auditing purposes.
· The system should have credential management. Specifically, to manage credentials and card requests.
· The system should manage threat levels: Specifically, the ability to create and manage the system based on the threat level.
· The system should offer mustering: Specifically, the ability to provide roll call and track attendance at large off-site events via a USB reader on a workstation.
· The system should offer integration with video management systems.
· The system should offer integration with intrusion alarm and evidence area alarms.
· The system should offer integration with Commonwealth of Massachusetts Active Directory.
· The system should have time and attendance capability: Specifically, the ability to investigate who has accessed an area and how long they were there.
· The system should offer compatibility with multiple access card technologies.

CRITICAL ISSUES:
· Not all MSP facilities currently have ACS in place.
· The existing systems are comprised of proximity card readers that are currently managed by several servers and not an enterprise system managed by a single access control software platform.
· The Massachusetts State Police seeks to explore access card formats that provide encryption and added security functionality.
STRATEGY
The Massachusetts State Police is seeking a partner to provide security integration services; specifically a future contractor must be able to provide equipment, systems, supplies, installation, design services, training, service and maintenance, and technical support for all equipment and related services. This includes, but is not limited to: configuration and integration of security, camera, access control, ID systems and supplies; equipment racks, housings, security consoles, mounts, stand-alone computers, secured data storage (local and/or cloud), encrypted data transmission (wired, wireless, and/or cloud-based) and the ability to track encrypted data transmissions.
Responding to this RFI Who may respond Responses ae encouraged from any vendor currently listed on Statewide Contract for Security System ITC-71 that are qualified under Category #2 for installation and integration of Physical Access Control Systems (ASC). In addition, this RFI is open to all vendors.
General Request and Questions The General Requests and Questions section lists requests and questions from the MSP on subjects that the MSP is interested in learning proposed potential solutions from the RFI respondents. It is requested that RFI respondents answer these questions.
The respondent is encouraged but not required to respond to all requests and questions in this section. The MSP requests and questions are meant to inform the respondent on the interest and depth of MSP’s business and technical needs. The response should provide a summary of the respondent’s solutions and capabilities that fall within the scope of this RFI.
Cover Letter The cover letter must include: (1) the legal name of the company, organization, or entity submitting the RFI response, (2) one or more representative names and contact information, (3) a brief summary of the Respondents interest and expertise in this area, and (4) must identify the supporting documentation that is included in a response.
