About this file
This is a Solicitation Modification document (Version 2) issued by the Commonwealth of Kentucky's Auditor of Public Accounts for a 2023 Department of Juvenile Justice Performance Audit. The RFI (Request for Information) seeks qualified firms to conduct a comprehensive assessment of Kentucky's eight pre-adjudication juvenile detention facilities located in Adair, Boyd, Breathitt, Campbell, Fayette, Jefferson, McCracken, and Warren counties. The scope includes reviewing departmental policies, procedures, protocols, conditions of confinement, staffing levels, mental health services, and incident reporting from January 1, 2016, through December 31, 2022. The assessment must evaluate progress made in response to a previous 2018 assessment by the Center for Children's Law and Policy and include interviews with front-line employees, law enforcement agencies, and review of complaint procedures and exit interviews. Responses were due by July 26, 2023, at 15:00, submitted to the Auditor of Public Accounts at 209 St. Clair Street, Frankfort, Kentucky 40601. A preliminary report must be submitted to the Legislative Oversight and Investigations Committee by October 15, 2023. No on-site visit requirements are specified for all eight facilities.
This RFI explicitly states it does not constitute a commitment to issue a bid, award a contract, or pay response preparation costs. Responding vendors should provide time and cost estimates rather than formal bids or quotes. The document does not specify a funding range or contract amount. The engagement will be conducted through noncompetitive negotiation with a selected entity possessing demonstrated experience reviewing state agency juvenile detention facilities and programs. The contracted entity must enter into a memorandum of understanding with the Legislative Research Commission, maintain confidential work papers exempt from subpoena and Kentucky Open Records Act requests, and possess authority under KRS 43.080 and KRS 43.090 to obtain agency records and compel witness testimony. Contact for inquiries is Timothy Gutman at 502-564-5841 or Tim.Gutman@ky.gov.
